MYANMAR'S ‘PIVOT’ TOWARD THE SHIBBOLETH OF ‘DEMOCRACY’

The recent reforms in Myanmar were not brought about by Western sanctions or some contingent event, but rather planned well in advance,. For there is more continuity than change in Myanmar's political system, which is dominated by the practitioners of national power-the army and the bureaucracy. Of course there are new actors, principally Aung San Suu Kyi and the party she leads, the NLD. Yet the reality remains: state security has to be maintained. Rebalancing with ASEAN, India and now the West is helpful in terms of independence vis a vis China. This is not an invitation to the West to attempt to subvert the existing order.     

The end of apartheid as part of ‘the end of history'?

This article undertakes a critical assessment of Francis Fukuyama's interpretation of the end of apartheid. It is argued that Fukuyama's analysis, which rests on linking economic growth to democracy, falls short in the depth of its empirical analysis and fails to establish the necessary causal connection. The appeal of Fukuyama's approach is therefore explained in terms of its ideological context and function.     

Differentiating sexual violence: A comparison of sexual homicide and rape

Abstract

The present study sought to identify consistent patterns in the actions of sexually violent offenders to determine whether sexual homicide and rape reflect different behavioral emphasis of a single thematic model of sexual assault. Crime scene behaviors of 74 (37 sexual homicides and 37 rapes) solved cases of sexual assaults were compared, and results of a multi-dimensional analysis revealed three thematic styles of interacting with the victim during a sexual assault (Exploit, Control, and Violent). Further analysis indicated that offender–victim interactions in sexual homicide and rape are predominantly distinguished by the degree of violence, such that behaviors associated with each type of offense were found to occur in two discrete areas along a single continuum. Findings are discussed in terms of producing a general framework for understanding sexual violent interactions.

APEC,globalization, and 9/11

The Asia Pacific Economic Cooperation Forum (APEC) has, in the main, been based on attempts to advance neoliberal ideas about economic governance, although this has stimulated a great deal of controversy and resistance. Having failed—despite much effort—to entrench neoliberalism within APEC the United States and other “Western” members of APEC are now “securitizing” economic policy in an effort to reconfigure the Asia Pacific along lines favored by major capitalist players in the region. Critics argue that this securitization of economics is simply a tactical effort to bring in through the back door policies that APEC members have resisted in the past. Faced with the prospect of not getting its own way through straight trade negotiations within APEC, Washington appears to be promoting measures — “urgently needed in the name of security”—that might never have been accepted otherwise. At the same time, a twin strategy of pursuing bilateral trade negotiations with key APEC states is threatening the multilateral nature of the body, further emasculating APEC's position as a serious trade body.

History,regionalism, and CARICOM trade: A gravity model analysis

Abstract

A gravity model is fitted to 17 annual cross sections, 1980–1996, of bilateral trade data (imports and exports) between CARICOM member states and selected trading partners. Specifically, the paper investigates the effects of regional integration, colonial legacies and linguistic ties on CARICOM bilateral trade flows between member states and between member states and North American and European Union countries. The empirical results indicate that history and regionalism have had significant and strong effects on CARICOM trade. Additionally, two traditional explanatory variables in gravity models, income per capita and population, have significant and positive effects on CARICOM trade while the distance between trading partners exerts the expected negative effect.
