The Rise of Asian Defense Diplomacy： Convergence or Divergence in Sino-Australian Security Relations？

The rise of multilateral defense diplomacy in Asia is an important new phenomenon.In addition to the newly established ADMM+ process and the Shangri-La Dialogue(SLD) ,ASEAN defense ministers,ASEAN chiefs of defense and ASEAN chiefs of intelligence are now all meeting on a regular basis.Such gatherings were almost unthinkable as recently as a decade ago.This paper seeks to interpret these developments and their implications for the Sino-Australian security relationship.It argues that while these recent developments appear to reflect a deepening of Asian security cooperation,they are actually a manifestation of an intensifying institutional competition,namely between the ASEAN-centered ADMM and the Western-backed SLD.This,in turn,is symptomatic of a broader institutional contestation——reflecting underlying strategic competition——which is becoming a distinctive feature of Asia’s emerging security ‘architecture.’ The paper goes on to argue that China and Australia find themselves on opposite sides of this competition and,particularly in the area of defense diplomacy,are likely to become increasingly important players in fuelling it.The paper concludes by observing why such a dynamic is potentially problematic and offers a modest set of policy recommendations designed to assist Beijing and Canberra in addressing and alleviating their competitive tendencies.     

Hindsight bias and third-party consentors to warrantless police searches

Research on hindsight bias indicates that awareness of event outcome influences how individuals interpret information and form judgments. We extend this earlier work to suggest that the effect of this bias on lay perceptions of third-party consent to warrantless searchers of residences may be contingent upon the presence verus absence of the search target(the suspect). A study using random assignment to experimental conditions in a between-subjects design explored this possibility. The experiment indicated that hindsight bias in perceived rights of the third-party consentor is influenced, not only by search outcome, but also by a web of overlapping and potentially competing social obligations and personal prerogatives, the salience of which is influenced by situational dynamics.Portions of this research were reported in a panel session at the 1989 meeting of the American Society of Criminology, Reno.     

Role Effects in Negotiation: The One-Down Phenomenon

Role is a concept that underlies most studies of human behavior in negotiation as subjects take on the roles of buyers and sellers or labor and management contract bargainers, for example Naturalistic studies also focus on such roles as teacher and administrator contract bargainers, hostage takers and hostage negotiators, Palestinian and Israeli peace negotiators, and husbands and wives in divorce mediations. This article examines these role effects and finds consistent patterns across both experimental and naturalistic contexts. Specifically, a "one-down effect" emerges when individuals in lower power roles assume more aggressive negotiation strategies that are significantly less effective in achieving desired outcomes. The article concludes by identifying the theoretical frameworks that might explain these role differences.     

Will the Digital Revolution Revolutionize Development? Drawing Together the Debate

This concluding article returns to the broad question that motivates this special issue ofStudies in Comparative International Development: Will the Digital Revolution constitute a revolution in development? In addressing this issue, we explore a number of common themes emphasized by the different contributions: the future of the North-South divide, the role of the state in promoting digital development, the transferability and adaptability of specific information and communication technologies, the challenges and potential benefits of controlling digital information, and the developmental effects of digitally enabled communities. We argue that the Digital Revolution's ultimate impact on development will depend on several key variables, including the extent to which these technologies foster within-country linkages among different sectors and socioeconomic classes; the degree to which new technological applications may be customized or transformed to advance local development; and the outcome of political contests between organized interests that are promoting different ways of organizing and governing the global digital economy. While it is difficult to fully assess a transformation while living in the midst of it, research on the social, political, and economic implications of the Digital Revolution will constitute an important agenda for development scholars in the years to come.
