Representation,neighboring districts,and party loyalty in the U.S. Congress

Legislative scholars often assume that legislators are motivated by concerns over re-election. This assumption implies that legislators are forward-looking and are motivated by a concern over what their re-election constituency will look like during their next electoral cycle. In this research, we show how the forward-looking nature of legislators motivates members of the U.S. House of Representatives to represent both their home district and their neighboring districts in their choices regarding when to support their own party. Using survey responses to the 2006, 2008, and 2010 Cooperative Congressional Elections Study to construct measures of Congressional District ideology, empirical analysis is strongly supportive of our claims. Legislators’ choices are strongly influenced both by the ideology of their home district and that of the districts that neighbor their home district. Thus, the electoral connection between citizens and representatives extends beyond a legislator’s own constituents to include the constituents in neighboring districts.     

Exploring the Limits of the Judicialization of Urban Land Disputes in Vietnam

Economic and legal reforms have triggered waves of conflict over property rights and access to urban land in Vietnam. In this article I develop four epistemic case studies to explore the main precepts and practices that courts must negotiate to extend their authority over land disputes. Courts face a dilemma: Do they apply state laws that disregard community regulatory practices and risk losing social relevance, or apply community notions of situational justice that undermine rule formalism? I conclude that reforms designed to increase rule formalism in the courts may have the unintended consequence of reducing the capacity for judges to find lasting solutions to land disputes.     

STAR METRICS and the Science of Science Policy

STAR METRICS is a data platform that is being voluntarily and collaboratively developed by U.S. federal science agencies and research institutions to describe investments in science and their results. It initially emerged as a result of reporting requirements associated with the 2009 American Recovery and Reinvestment Act; it has developed in response to a recognized need to begin to systematically document federal investments in science and their immediate and long‐term results. The eventual goal is to draw information from existing data on scientific and economic activities as well as from research institutions' and federal science agencies' systems to provide data that can be used for a more scientific analysis of science investments and their outcomes.     

Lessons from Analogical Reasoning in the Teaching of Negotiation

After two decades of spectacular growth in negotiation research, teaching,and application, it is appropriate to pause and consider how negotiatorslearn, a strikingly fundamental but infrequently examined issue. In thisreport, we present some initial and on-going research and thinking onlearning about negotiation skills, providing one view of the relationshipbetween negotiation pedagogy and negotiation practice.     

Gender and Homosexuality as a Major Cultural Cleavage

In post‐modern society cultural cleavages are becoming at least as relevant as socio‐economic ones. They can only be properly researched by the survey method, which opens up a whole new area for both micro and macroanalysis. So, first, we pinpoint some of the main problems of research into value orientations. Second, we suggest a new analysis of attitudes towards gender and homosexuality, employing both micro and macro data. One key finding here is that attitudes towards gender and homosexuality are linked at the micro level, which explains some of the saliency of gender and homosexuality as a new emerging cleavage in advanced societies. At the macro level, the main finding is that attitudes towards gender and homosexuality are strongly embedded in cultural or civilisational differences among countries. The evidence suggests therefore that these attitudes do constitute a new cleavage in advanced societies.

Institution Building and Spillovers

This paper investigates the importance of institution building for economic growth in transition economies of Eastern Europe and CIS‐States. Using recent data, it shows that even in a Guardian State, institutions like property rights protection, administration efficiency, and general rule of low matter. They appear to be even more crucial for economic take‐off than standard economic factors like for example macroeconomic policy. Moreover, this paper finds that there are important spillover effects in institution building, and that countries which get one specific institution right, have also better chances to succeed in making other specific institutions work properly.     

Constitutional analysis: The power index approach

Abstract. A power index approach to the EU institutions gives a new perspective upon the EU institutions and their future reform. Using a standard power measure, the Banzhaf index, we show that in a group of states as the EU council, the voting power of a member state is equal to twice the individual power to block multiplied by the group's collective power to change. Political power of the member states is calculated under alternative constitutional rules for the EU, where cooperative game theory allows the derivation of power equivalences. We suggest that simple majority should be used more often in the EU council.     

The Sound of Rebellion: Voting Dissent and Legislative Speech in the UK House of Commons

Using data on the content of debate associated with votes in the UK House of Commons from 1992–2015, this article examines how government party MPs employ language in legislative speech when they vote against the party line. We find a robust statistical association between dissent on votes and the use of first-person pronouns, simpler language, and giving longer speeches. Using a random forest algorithm for classification, we find that these language covariates are predictive of rebellion. The use of simpler, first-person language has implications for political representation and offers new insight into how MPs use votes to distinguish themselves from their party, perhaps reflecting attempts to connect with constituents.
