Deaths of individuals being arrested are important and complex medicolegal cases. Conclusions regarding the cause and manner of death for such cases must take into account multiple factors that may have played a role, as well as anticipate the forensic issues that will arise. In this article, we review the deaths of 2 individuals in which phencyclidine intoxication was a factor that contributed to death during arrest. Most cases of sudden death during arrest have involved cocaine intoxication; because phencyclidine's pharmacologic properties are quite different from those of cocaine, these cases allow for comparisons to those factors that may have greater importance. 相似文献

Objectives
The present study provides an illustration of a statistical test of the Brantinghams’ theory about the formation of hotspots and the effects that nodes, paths, and environmental backcloth have on their development.Methods
We used multilevel Poisson regression analysis to explain variation in the count of incidents at each address. Place-level proximity to nodes and paths was measured by using the Euclidian distance from each location to the closest carry-out liquor store, on-premises drinking establishment, and bus route. The broader environmental backcloth was represented by various census block-group characteristics, including density of commercial land use. A three-way place-level interaction as well as a cross-level interaction involving all four key independent variables were used to estimate the Brantinghams’ concept of the overlay of nodes, paths, and backcloth.Results
The three-way interaction involving the distance to the closest on-premises liquor establishment, the distance to closest carry-out liquor facility, and the distance to the closest bus route was significantly and negatively related to place-level crime incidents. This three-way interaction had effects which varied across neighborhood contexts, with stronger negative effects on crime occurring in neighborhoods characterized by high levels of commercial density.Conclusion
This study supported the notion of a multilevel theory of crime places and has implications for more effectively addressing crime. In particular, those places with multiple nodes and paths in their proximal environments and dense commercial land within their broader environments likely need additional crime prevention measures to get the same benefit relative to places with multiple nodes and paths in the proximal environments yet little commercial density within their broader environment.164.

Participants in the Open Working Group (OWG) on Sustainable Development Goals (SDGs) were reminded time and again that there is no model for the process to develop the SDGs. They resolved to not repeat the closed process used to develop the Millennium Development Goals, but the OWG began work when failures to reach consensus and fatigue with multilateral environmental negotiations dominated delegates’ minds, rather than examples of successfully negotiated outcomes. The OWG Co-Chairs were faced with the daunting task of guiding delegates’ efforts to develop a proposed set of crisp SDGs and targets that all could agree to, and thus, had to accomplish the following goals: (1) reduce delegation rigidity, both of individual Member States and within coalitions; (2) maximize the sense of participation, transparency, and ownership to get the most buy-in at the end; and (3) develop a sense of trust that would change the relationship between Member States. To do this, the OWG Co-Chairs broke the mold of UN multilateral negotiations that Member States and observers had become familiar with and created a different approach. This article examines how the OWG accomplished these goals and overcame the shortcomings of other multilateral negotiating processes on sustainable development to produce a widely supported consensus outcome at a time when governments have struggled to achieve agreement in many multilateral negotiation tracks. 相似文献

We analyzed data collected for a large multi-site evaluation of 12 prisoner reentry programs in 12 states to examine the impact of pre-release services on time to rearrest and number of rearrests up to 56 months post-release for male offenders. A two-stage matching quasi-experimental design was used to define the comparison groups and multivariate models were used to examine the relationships among service and program receipt and recidivism. Participation in the reentry program was associated with longer time to arrest and fewer arrests after release. However, the specific services delivered as part of the program showed modest or inconsistent impacts on recidivism. Services that focused on individual change were more beneficial than services that focused on practical skills and needs. Practitioners should consider careful sequencing of program and service delivery in prison, linking in-prison services to post-release assistance, and evaluating all services and programs for fidelity and effectiveness. 相似文献

Teachers at school are typically considered as handlers or guardians of students and managers of classrooms—in roles that foster learning and protect students from harm. Thus, relatively little research attention is given to identifying the risk factors for teacher victimization in comparison with the great deal of work addressing the correlates of student victimization at school. The present study fills this gap in the literature on school violence by examining the individual- and school-level predictors of teacher victimization. The authors’ analysis is framed using a multilevel opportunity theoretical approach, incorporating measures of teacher activities, self-protection, teacher attributes that suggest target vulnerability and target antagonism, school-level norms supportive of delinquency, and school-level guardianship. These various risk and protective factors are examined using hierarchical negative binomial regression models with data from over 4,100 teachers in 98 schools in Kentucky. 相似文献

In this article, we review the recommendations on corrections made by the U.S. President's Commission on Law Enforcement and Administration of Justice under President Johnson in 1967 and compare these with the changes made in U.S. corrections over the past 50 years. Shortly after the Commission completed its report, dramatic changes occurred that impacted correctional policy and practice as support for law and order and correctional control moved corrections far from the Commission's recommendations for rehabilitation. The results of this research demonstrate that these approaches have not solved the nation's crime problems and have imposed hardships on individuals and communities. A current focus on evidence‐based corrections may provide a model for future decision making depending on whether the “times are ripe” for a return to a philosophy of rehabilitation. Any new commission will benefit from the research evidence that points to successful correctional interventions. Yet, there is much that still needs to be studied and learned. A new commission must be aware of and respond to the broader social conditions and beliefs and opinions of policy makers and the public that will influence receptivity to correctional reform. Recommendations should include clear guidelines for how research findings could be used to answer the still unanswered questions about rehabilitation interventions, as well as for how to ensure quality program delivery and public safety. 相似文献

This paper examines the experiences of Filipino workers recruited for technology and communications work by international aid agencies involved in the Typhoon Haiyan response. Filipino workers, many of whom were personally coping with the social and economic impact of this disaster, were hired on short-term contracts to test and implement various digital humanitarian innovations such as feedback and hazard mapping technological platforms. These workers were doubly marginalized: first, as tech workers whose work was viewed by aid officers on the ground as less substantial than that of food or shelter programs; and second, as local voices often drowned out by national and international colleagues. Moving beyond the usual figure of the cosmopolitan and adventure-seeking Western humanitarian acting on distant suffering, this paper draws attention to local aid workers’ aspirations for personal and professional mobility as they seize novel opportunities opened up by the digital humanitarian agenda. It outlines how the digital humanitarian project’s ambition to facilitate the inclusion of disaster-affected communities is fundamentally undermined by labor arrangements that doubly marginalize local aid workers. 相似文献

Russia’s 2012 accession to the World Trade Organization was widely expected to spur economic growth and modernization, by helping the country abandon its import-substitution model and fully integrate into the global economy. However, thus far, Russia’s compliance record with its WTO commitments has been mixed, and WTO membership has given Russia limited economic benefits and few political gains. In analyzing why, this article uses neoclassical realism as a framework for assessing Russia’s behavior in WTO trade disputes and negotiations. During Russia’s economic recession, the regime of President Vladimir Putin advanced protectionist policies and maintained statist control over the heights of the economy, while using rhetorical strategies to counter accusations from Western powers that Russia had violated WTO norms. Russia’s struggling economy weakened its status as a global economic power, and it was viewed as unqualified to sit among the core group of negotiators in the WTO. 相似文献

A previous study suggested that small amounts of morphine are metabolically converted to hydromorphone. In the present study, morphine positive urine specimens obtained from a postmortem laboratory and a random urinalysis program were tested for morphine, codeine, hydromorphone, hydrocodone, oxymorphone, and oxycodone to assess the possibility that small amounts of hydromorphone are produced from the metabolism of morphine. The opioids were analyzed by gas chromatography-mass spectrometry as their respective trimethylsilyl derivatives following solid phase extraction. The limit of detection for hydromorphone was 5 ng/mL. A total of 73 morphine positive urine specimens were analyzed, with morphine concentrations ranging from 131 to 297,000 ng/mL. Hydromorphone was present at a concentration > or =5 ng/mL in 36 of these specimens at concentrations ranging from 0.02% to 12% of the morphine concentration. Hydrocodone was not detected in these specimens at the assay detection limit of 25 ng/mL. These results support earlier work suggesting that the detection of hydromorphone in urine specimens does not necessarily mean that exogenous hydromorphone or hydrocodone was used. 相似文献
