Political accountability for price stability and unemployment in a multi-party system with coalition governments

A model of party popularity for multi-party systems is presented and applied to the Netherlands. Main conclusions are: first, inflation and unemployment and their interaction affect the popularity of parties; second, it is important to take into account that voters may reckon with a trade-off between these variables; third, it is wrong to handle a coalition government as a homogeneous entity.     

The social context of teenage childbearing: Effects on the infant's care-giving environment

The effects of maternal age and the social context on the home environment, and maternal behaviors of adolescent and older mothers, as well as the stability of the care-giving environment, were studied. Fifty low-middle socioeconomic status (SES), primiparous, Caucasian mothers and their fullterm healthy infants were included. At four months, support systems and life stress were assessed, as well as the home environment and maternal behaviors. At two years, a similar home visit was conducted in a subsample. Adolescent mothers had less education, lower SES, and a different child care support system. They also differed in the home environment and maternal behaviors at four months. Some of these differences disappeared when maternal education and SES, or child care support and life stress, were controlled. Moderate correlations were observed between four months and two years home environment and maternal verbalizations. Thus, a combination of maternal age and other social factors mediate the negative characteristics of the adolescent mother's care-giving environment, which is relatively stable during the infancy period.Received Ph. Quantitative analysis of glasses used within Australia

An initial 134 glasses have been collected from eleven classifications of glass used within Australia. These include both local and imported glasses. Quantitative elemental analyses of the glasses have been determined using a scanning electron microscope equipped with an energy dispersive X-ray spectrometer. The current program provides for an elemental analysis for Na, Mg, Al, Si, P, S or Pb, Cl, K, Ca, Ba or Ti, V, Cr, Fe, Mn and Zn expressed as oxides, and has a sensitivity down to approximately 0.1%. The data for the six most commonly occurring elements, namely, Na, Mg, Al, Si, K and Ca, together with the refractive index are presented for each class of glass in terms of their mean value and standard deviation from the mean, and also in histogram form.

American technological assistance and a plentiful supply of hard currency have enabled Taiwan to make impressive strides in its campaign for defenses self-sufficiency. This study examines American’s support for Taiwan’s drive for defense self-sufficiency. It outlines present American policy on Taiwan’s arms development, explores recent progress in its weapons research and development program, and discusses potential benefits and liabilities that such a program may pose for the United States. In conclusion, it explains why continuing the present policy is in the best interests of the United States.     

Competitive Distortions in EU Environmental Legislation: Inefficiency versus Inequity

In the European Union a number of emission standards for stationary sources have been harmonised. For many years the legal basis has been article 100 EEC (renumbered as article 94 by the Amsterdam Treaty), which calls for harmonisation to eliminate and prevent distortions of competition in the common market. In the paper, two views of distortion of competition are distinguished: either as an inefficiency in the allocation of resources or as an inequity of starting conditions. At first sight, the inequity interpretation seems to have been the primary motive for harmonising source emission standards. However, a closer investigation reveals that actual harmonisation policies also partly reflect the inefficiency view. Implicitly, the harmonisation policies of the EU may trade off efficiency and equity.

Cyberattacks at the Grass Roots: American Local Governments and the Need for High Levels of Cybersecurity

This article examines data from the first‐ever nationwide survey of cybersecurity among American local governments. The data show that these governments are under constant or near‐constant cyberattack, yet, on average, they practice cybersecurity poorly. While nearly half reported experiencing cyberattacks at least daily, one‐third said that they did not know whether they were under attack, and nearly two‐thirds said that they did not know whether their information systems had been breached. Serious barriers to their practice of cybersecurity include a lack of cybersecurity preparedness within these governments and a lack of adequate funding for it. The authors make recommendations to local governments to improve their cybersecurity practice and to scholars for additional research into local government cybersecurity, an area that, to date, has largely been neglected by researchers from the social sciences and computer science.     

Defining E‐leadership as Competence in ICT‐Mediated Communications: An Exploratory Assessment

While many aspects of the dramatic shifts caused by digital government have made enormous progress, the leadership of those who serve the public via electronic means has yet to take a significant step forward. This article addresses three questions: How significant has e‐leadership become? What are the challenges in trying to create a more comprehensive model of defining and measuring e‐leadership? And, based on current knowledge, what skill and behavioral elements are candidates for a concrete e‐leadership model? The authors develop and test an original model that focuses on e‐leadership as a competence in virtual communications (i.e., the use of ICT‐mediated communications) and the digital opportunities and challenges that are created. The results provide strong support for the proposed model. The article concludes with a discussion of a future agenda for e‐leadership research that can be developed in a manner that is fruitful for theory and practitioners.
