This article discusses how legal rights-based discourse could inform the response of Australian State and federal governments to the increasing prevalence of childhood obesity. The authors contend that the principles in the United Nations Convention on the Rights of the Child (a treaty which has been ratified but not implemented) are capable of providing a basis for a legislative program to prevent childhood obesity. It is argued that an approach to legislation which is grounded on the basis of children's rights would require that there be restrictions on advertising food to children. The authors set out specific proposals for legislative reforms which the federal Parliament could enact to implement the Convention so as to restrict advertising to children. The scope of the discussion is then expanded to consider the implications of rights-based discourse in broader public health contexts.  相似文献

ABSTRACT

There is no exact European equivalent to the U.S. Fair Housing Act. The member states of the European Union (EU) have transposed into law the EU Racial Equality Directive of 2000 that prohibits discrimination in, among other things, access to the supply of goods and services, including housing, on the basis of race. Most housing discrimination case law so far comes from nonbinding decisions of the European Court of Human Rights and European Committee of Social Rights under the revised European Social Charter of the Council of Europe. This article explains how the European context of discrimination and segregation differs from the American, reviews the major legal conventions establishing equal rights in housing, protected classes, and key precedents. It discusses how mixing policies in social housing are the primary mechanism to reduce residential segregation in Europe. The special case of extreme discrimination against the Roma is presented, before concluding with some comparative observations.  相似文献

Objectives

To assess the role of selection in the observed association between residential mobility and delinquency among adolescents.

Methods

This study draws on a sample of adolescents from the National Longitudinal Study of Adolescent Health (Add Health). We first examine whether adjusting regression models for several well-established determinants of moving attenuates the association between mobility and delinquency. We then employ propensity score methods to estimate the effect of residential mobility on delinquency among a sub-sample of movers and non-movers who had similar likelihoods of moving.

Results

The association between mobility and delinquency is significant and positive in regression models, although it is somewhat attenuated by additional control variables that are rarely considered in prior work. However, the distribution of mobility determinants differs substantially across movers and non-movers, potentially biasing these estimates. After covariate balance is achieved using a propensity score approach, we observe no differences in delinquency between groups.

Conclusions

Results suggest that certain adolescents are more likely to move than others, explaining the observed association between mobility and delinquency. Future research should therefore be mindful of selection when trying to account for differential outcomes between mobile and non-mobile adolescents.  相似文献

Proponents and critics of the democratic peace have debated the extent to which covert attempts by democracies to overthrow other elected governments are consistent with or contradict democratic peace theory. The existing debate, however, fails to acknowledge that there are multiple democratic peace theories and that inter-democratic covert intervention might have different implications for different arguments. In this article, we first distill hypotheses regarding covert foreign regime change from three theories of democratic peace. Relying primarily on declassified government documents, we then investigate these hypotheses in the context of U.S. covert intervention in Chile (1970–73). The evidence suggests that covert intervention is highly inconsistent with norms and checks-and-balances theories of democratic peace. The evidence is more consistent with selectorate theory, but questions remain because democratic leaders undertook interventions with a low likelihood of success and a high likelihood that failure would be publicized, which would constitute exactly the type of policy failure that democratic executives supposedly avoid.  相似文献

The own-race bias (ORB) suggests that recognition for faces of one's own race is superior to recognition of other-race faces. A popular explanation for the ORB is amount of interracial contact, which may have cohort effects for older and younger adults. We compared White younger and older adults on the ORB utilizing a hybrid facial recognition and full diagnostic lineup (i.e., simultaneous and sequential target absent and target present lineups) paradigm. Both younger and older adults demonstrated an ORB. Signal detection estimates suggest younger adults compared to older adults have better discrimination accuracy for own-race over other-race faces. Interracial contact did not explain recognition for younger adults, but was related to a shift in response criterion for older adults.  相似文献
