Applying implementation theory to practice has been rare. Reasons include the difficulty of the theoretical challenge, the varied needs of practitioners and the complicating normative issues at stake. Nonetheless, several approaches can contribute to the efficacy of implementation action. Building on points of theoretical consensus is one strategy. A second is the systematic probing of points in theoretical dispute, to sketch out practical implications. A third is the development of a contingency perspective to determine which theoretical strands may be appropriate in a given case. Finally, tapping the emerging ideas built on a synthesis of partial perspectives is ultimately likely to be the most useful approach. New methodological tools can help select out valid high-performing instances for systematic inspection and possible emulation. And some of the synthetic perspectives now available are amenable to heuristic application; these include approaches based upon reversible logic, game-theoretic notions and contextual interaction theory. 相似文献

Existing research highlights that families face geographic, social, and psychological constraints that may limit the extent to which competition can take hold in school choice programs. In this paper, we address the implications of such findings by creating a network of student flows from 11 cohorts of eighth‐grade students in the Chicago Public Schools (CPS). We applied a custom algorithm to group together schools with similar sending and receiving patterns, and calculated the difference in mean achievement between a student's attended and assigned high schools. For all identified school groupings, we found that the students were on average moving to higher achieving schools. We also found that the movement toward higher achieving schools of the top achievement quartile of students was over twice as large as that of the bottom quartile, but that the flows of both the highest and lowest achieving student quartiles were toward higher achieving destinations. Our results suggest that student movements in CPS between the years of 2001 to 2005 were consistent with creating market pressure for improvement as well as increasing segregation by achievement. However, further research into how schools responded to those movements is required to make inferences about the level or consequences of competition generated by choice‐related reforms during that time. 相似文献

Our paper examines speeches given at citizenship ceremonies in Geneva (Switzerland) in order to understand what makes a foreigner a new member of a national and especially of a cantonal entity. Focusing on speeches by three ministers over an interval of 4 years, we analyze their conceptions of the state, the nation, and of nationality, and the kind of change – if any – this rite of passage acknowledges. We observed that the variations that appeared, ranging from an assimilationist view to a conception of citizenship mainly encompassing rights and duties, reached beyond the political positions of the magistrates who wrote and read the speeches. We aim to show that official discourse covers a broad range of conceptions of the state and of citizenship, independently of the political position of the state representative making the speech. 相似文献

This study analyses the extent, sense, and strategies employed by sympathisers with Spanish state-wide left-wing parties to ‘reconstruct’ their affective ties with the Spanish nation after the ‘monopolisation of patriotism’ by Franco's regime. Such an undertaking is further complicated within the context of economic crisis and intensified peripheral nationalism found in Catalonia and the Basque Country. This article applies qualitative analysis to the discourse of left-wing participants from 11 focus groups held in March 2012 amidst the economic (and political) crisis. As expected, this context of crisis favoured the emergence of explicit discourse on the Spanish nation, providing an opportunity to gain a better understanding of its nature. Findings show that welfare nationalism and social patriotism define the kind of attachment developed by the interviewees towards Spain better than the concept of constitutional patriotism, or any kind of ethnic-cultural feeling of belonging. 相似文献

This paper reflects on the use of a participatory learning and action (PLA) framework in a strategic planning process (SPP) at a primary school in rural Kenya. Successes and challenges are discussed, focusing on the barriers to fully implementing the PLA framework. Additionally, lessons learnt and ways forward for participatory SPPs are outlined. The PLA framework allowed the project stakeholders to engage in a planning process that gave participants a voice in the process. Although PLA methodology faces shortcomings, the application of this model is a step towards making community development more sustainable. 相似文献

Turning out for elections can be treated as an indication of long-term support for a political system, if citizens perceive that system as legitimate. Applied to the level of the European Union this would suggest that levels of participation in elections to the European Parliament are crucial to the legitimacy of the EU's political system. Due to the multi-level character of these elections, however, causes for relatively low levels of turnout may be located at the national as well as the European level. We will use individual-level survey data to analyse the reasons for voter participation at European elections in Germany. Based on system-theoretic arguments we develop a model of voter participation including both European and national factors. The results of our binominal logistic regression models suggest that participation at European elections depends on individual characteristics like political interest on the one hand and perceptions of the performance of both the EU and the national government on the other. 相似文献
