Predicting Outcomes for Youth Transferred to Adult Court

Extant research regarding juvenile transfer has focused primarily on the negative effects of current policies, with little consistent and rigorous work on the variation among the adolescents transferred to adult court and their later adjustment in the community. Using a sample of 193 transferred youth from Arizona, we consider how certain individual characteristics are related to four post-release outcomes (antisocial activity, re-arrest, re-institutionalization, and gainful activity). We find considerable variability in outcomes, with adjustment significantly and consistently related to certain legal and risk-need factors. These results indicate that some transferred youth may experience negative outcomes, and that refinements to transfer policy may benefit from consideration of these factors in determining which serious adolescent offenders are most appropriate for transfer.     

Captured by Partners: Interorganizational Relationships and Fund Allocation Stability in United Way Systems

While organizational systems are associated with innovation and adaptability, interorganizational relationships may be predisposed to stability. Using multinomial logit analysis, we test how resource dependencies affect system stability in local United Way (UW) systems between 2000 and 2010. We find strong support for the resource dependence argument. UW are less likely to drop larger, powerful partners that are strong fundraising partners. However, powerful, long-term partners not contributing to the strategic objectives of the UW system are more likely to experience a decrease in allocations. While powerful resource partners may capture the UW, UW systems continue to change through the addition of new partners and the reallocation of resources among long-term partners. However, context also affects the capacity for change. Larger UWs are more likely to add new partners and less likely to keep long-term partners.     

Structural contradictions and the United States Sentencing Commission

This research is a case study of criminal justice policy formation involving the development of federal sentencing guidelines for business organizations by the United States Sentencing Commission. It describes the decision-making process of the Commission and the influence of other groups and individuals on the process, and recounts their actions within the framework of structural contradictions theory. In the case of the federal sentencing guidelines, it is demonstrated that representatives of business opposed any legislation that was meant to limit the power of corporations or sanction the actions of their representatives, and therefore placed pressure on members of the Commission to eliminate or minimize such sanctions. The study confirms that the state, in an effort to foster the continued capital accumulation necessary for a healthy economy, acknowledged capitalist provisos and at least partially submitted to them during the development of the guidelines. This revised version was published online in July 2006 with corrections to the Cover Date.

Abstract

It is clear that attempts to discern consumer attitudes toward neighborhood form yield only ambiguity. Denser, more walkable residential environments are impossible to define in a universally applicable manner because of the unique characteristics of an individual neighborhood and its relationship to a region's climate, tradition, and heritage. Consumer preferences are likewise ambiguous and contradictory; this is simply due to many Americans’ lack of personal familiarity with compact, walkable neighborhoods.
