Recent philosophical writing about war has focused upon just war theory, especially how best to construe the ius ad bellum and ius in bello tenets, and whether the distinction between combatants and non-combatants can be made in the modern world. Historically and politically, calls to war have often appealed to utilitarian considerations. In this article, I discuss important long-range consequences rarely mentioned in utilitarian defences of particular decisions to engage states in war. When consequences are weighed fully not only in the short term but with an eye to the future, bearing the destiny of all people in mind, it emerges that belligerent approaches to international conflict resolution will not maximise utility. 相似文献
This study examined organizational factors influencing the availability and accessibility of IPV services for refugee and other vulnerable immigrant women in the U.S. from the perspectives of social service providers. This qualitative study used a purposive sampling approach to recruit 57 social service providers. Researchers analyzed data generated from individual interviews and focus group discussions using a thematic approach. The analysis generated four themes reflective of structural and systemic factors shaping the availability and accessibility of IPV services for immigrant and refugee women in the U.S.: (1) We weren’t ready, (2) No place to go, (3) Time is not on our side, and (4) Can’t do it alone. The analysis illuminated the extent to which service demands outweighed organizational capacities and the rigidity of service timelines that failed to meet needs. A pervasive thread of ethical dilemmas emerged, affecting the availability and accessibility of services. Overall, the findings form a compelling argument for structural shifts in policy and funding, and for fostering strong inter-sectoral coordination to combat barriers to services. The study reiterates the importance of addressing inter-agency collaboration in IPV research, policy, and practice.

A unique mediation service using the telephone to help parents resolve conflicts over visitation ("access") is described. The program presented special advantages of low cost and high responsiveness to parents and their children and was designed to particularly benefit families that lacked the mobility or financial resources to participate in traditional face-to-face mediation. Because the service featured highly educated and experienced mediators and a child-focused, principle-based mediation approach, family members received reframing, refocusing, informative, and empathic assistance in understanding and dealing with their parenting disputes. Some 700 families and nearly 900 mediation cases were handled during the service's 19 months of operation, and some features of the families and the cases are described. Facilitating technology transfer from one organization to another is a complex process. Organization representatives are key
players in the facilitation process and act to span the boundary between organizations. This paper offers a conceptual framework
concerning organizational “boundary” spanners who must cross lines to transfer technology. From a communication viewpoint,
boundary spanners need to reduce uncertainty, process information, and provide representation in order to achieve organizational
outcomes of building relationships, achieving performance, and applying technology. This framework describes several strategies
involved in the process of technology transfer: inquiry, self-disclosure, enhancing self-image, bargaining, and relationship-building.
In short, we argue that individual boundary spanners need to be effective communicators when facilitating the technology transfer

ABSTRACTCampus sexual assault (SA) policies and sexual consent definitions have not been widely studied. The study team conducted a nationally representative review of college and university websites (n = 995), assessing the prevalence of publicly accessible online policies and definitions and examining associations with school characteristics. A content analysis was performed on a subsample (n = 100) of consent definitions. Most schools (93.0%) had an SA policy and consent definition (87.6%) available online. Schools were more likely to have a policy or consent definition if they were large (≥5,000 students), public, or had a female enrollment of ≥33%. Detail and comprehensiveness of definitions varied. Findings highlight opportunities for schools—especially small schools, private schools, and those with more male students—to increase access to SA policies and consent definitions. 相似文献
