Abstract

Since the early 1990s, culture has come to be recognized as a significant regional development resource in China. This paper raises the question of whether cultural strategies of development have ameliorated or exacerbated the government's increasing inability to provide for the public's basic needs. Specifically, it asks: what are the implications of China's cultural strategies of regional development for local-level governance? Three case study villages in Guizhou are examined, each revealing different ways that villages have engaged state development strategies, each with different outcomes. I argue that cultural strategies of development in China introduce a capital logic that greatly influences village governance. Cultural strategies create economic value where none before existed and thus initiate new struggles over ownership among villagers, state actors and entrepreneurs. The privatization of cultural resources has presented new challenges to village governance even while it has been promoted as both an answer to the fiscal challenges faced by many rural communities and a key to the establishment of a new kind of rural citizen.  相似文献

Abstract

Despite its potential policy relevance, public opinion about homelessness has received little attention from researchers. This deficiency is addressed here by bringing together data obtained in four recent surveys. The survey results indicate that many Americans accurately perceive the characteristics of homeless people, consider homelessness a serious problem with structural roots, and support a variety of measures intended to solve it. Certain segments of the public— Democrats, liberals, blacks, and residents of communities that have homeless populations—are especially likely to hold these views. The extent to which the public's thoughts on homelessness have been shaped by the media is difficult to determine. However, an analysis of the volume and content of print and broadcast news coverage of the issue hints at a plausible causal connection.  相似文献

Abstract

Homeless people have been found to exhibit high levels of personal disability (mental illness, substance abuse), extreme degrees of social estrangement, and deep poverty. Each of these conditions poses unique housing problems, which are discussed here. In the 1980s, the number of poor people has increased and the supply of low‐income housing has dwindled; these trends provide the background against which the homelessness problem has unfolded. Homelessness is indeed a housing problem, first and foremost, but the characteristics of the homeless are such as to make their housing problems atypical.  相似文献

Abstract

Krueckeberg summarizes Hernando de Soto's premise on property rights and offers a critical interpretation of de Soto's work, arguing that it emphasizes efficiency over equity and, ultimately, that enhanced property rights alone are unlikely to significantly improve housing stability or access to capital for households living in informal arrangements. I clarify several of Krueckeberg's discussions of de Soto's ideas from the perspective of the Institute for Liberty and Democracy (ILD).

The ILD perspective, informed by de Soto's writings, contrasts with Krueckeberg's in the following five areas: access to utilities and services in squatter settlements, the criminal nature of these communities, the ability of the poor to fulfill the responsibilities of formal ownership, their ability to borrow against formally owned property, and the impact of formalizing property on rental housing. I close by considering how the ILD perspective on formalization might be brought to bear in the United States.  相似文献

Abstract

From 1980 to 1988, homeownership rates declined substantially for the first time in the postwar era. They stabilized and began to creep upward during the 1988–94 period. After presenting a long‐term perspective, this article describes and examines two of the underlying forces of this upswing—demographic aging and improved levels of affordability—as well as the impact of immigration and minority lags. Fundamental economic factors are then surveyed: national and regional housing price shifts, housing production cycles, measures of housing affordability, and employment. Several key economic parameters of the post‐recession housing market are presented as a guide to the short‐term future.

Post‐1988 homeownership rates initially rose because of an aging demography. But gradually, the new affordability became part of the dynamic. The new affordability was driven by the decade‐long slowdown and weakening of housing prices, lower post‐recession interest rates, and accelerated job creation following the period of “jobless” economic growth.  相似文献

Abstract

This study investigates hypotheses regarding the association of census tract variables with the risk for homelessness. We used prior address information reported by families entering emergency shelters in two large U.S. cities to characterize the nature ofthat distribution.

Three dense clusters of homeless origins were found in Philadelphia and three in New York City, accounting for 67 percent and 61 percent of shelter admissions and revealing that homeless families’ prior addresses are more highly concentrated than the poverty distribution in both cities. The rate of shelter admission is strongly and positively related to the concentration of poor, African‐American, and female‐headed households with young children in a neighborhood. It is also correlated with fewer youth, elderly, and immigrants. Such areas have higher rates of unemployment and labor force nonpartici‐pation, more housing crowding, more abandonment, higher rates of vacancy, and higher rent‐to‐income ratios than other areas.  相似文献

Abstract

While the goal of establishing a right to decent, affordable housing is noble, a right to housing alone ignores the variety of underlying processes that concentrate certain types of households in conditions of poverty. A right that simply makes surviving poverty marginally more bearable is a troubling notion. That approach to problem solving addresses the symptom and not the cause. Rather, government should focus on enforcing existing individual rights and creating opportunities where possible and feasible so as to aid every American to achieve his or her full productive potential as a human being.  相似文献

ABSTRACT

The UK government under the Thatcher administration was one of the first to launch NPM-type reforms. Since then, several generations of reform initiatives can be identified in the UK—including the “quality” initiative under Major, the Blair administration's early emphasis on “Best Value,” followed by its emphasis on targets and inspection, and its recent reconversion to public governance concerns. The UK, then, represents an interesting test case for studying how several generations of reforms co-exist and inter-relate. This article examines the imprint of past reforms in the current drive towards contestability and choice in local government modernization. It argues that coercive isomorphism has been evident in local government but that resistance has been successfully mounted against each generation of reforms, that these resistance efforts have themselves displayed isomorphic tendencies but that, nevertheless, a gradual move towards a mixed economy of provision has emerged in many local authorities.  相似文献

ABSTRACT

The United States continues to be defined by racial concentration, where most racial/ethnic groups live apart from each other. For homeownership, neighborhoods with large proportions of racial minorities are often linked to negative outcomes for minority homeowners; this was particularly the case during the Great Recession. However, middle and upper income ethnic neighborhoods, or resurgent neighborhoods, have grown in numbers because of a concentration of immigrants, federal policies favoring professionals, ethnic-specific resources, and affluence. In 2007, about 37% of Los Angeles, California, Latino tracts were resurgent and 53% of Asian tracts were resurgent. This study finds that homeowners in resurgent neighborhoods had lower default/foreclosure rates and predicted probabilities than those in low-income neighborhoods. Asian resurgent neighborhoods had the lowest predicted probabilities of default or foreclosure, followed by Latino resurgent and White middle-class neighborhoods. There were also discrepancies among Asian neighborhoods based on nativity. Consequently, it is important to recognize that minority neighborhoods are heterogeneous, with differing impacts on homeownership opportunities when examined by class.  相似文献
