Despite the consensus on volunteering as a behavioral consequence of public service motivation (PSM), research has not yet empirically examined how various PSM constructs relate to an individual’s volunteering, and the underlying mechanism between PSM and volunteering remains a mystery. This study identifies common motivational grounds between PSM and volunteering and examines how the four PSM types—rational, normative, affective, and self-sacrifice—predict public service employees’ volunteering. The findings from the survey of employees in the Korean National Government suggest a connection between public employees’ volunteering and the rational dimension of PSM, i.e., their desire to influence public policy process.  相似文献

News portals should be held to the same standard of liability for defamation as other news media. Internet service providers (ISPs) enjoy blanket immunity from liability for defamation under Section 230 of the Communications Decency Act, while information content providers (ICPs) might not. Some courts have indicated, however, that a defendant who participates in developing third-party content should be classified as an ICP and thus be held liable. Confusion over the difference between an ISP and an ICP is applied to the case of news portals. This study investigates to what extent news portals should enjoy immunity from liability for defamation. To determine a news portal's exposure to liability, a continuum of involvement is proposed as a standard in which liability is based on a defendant's actions and not on the medium employed. A defendant's involvement with third-party content can be classified under the four levels of the continuum, which can guide courts in deciding whether a defendant is liable. Congress should amend Section 230 to incorporate the continuum and allow courts discretion in determining whether a defendant is immune from liability.  相似文献

Compared to China and Japan, family and population studies of pre-modern Korea have not been widely available to scholars outside Korea. As a necessary step to increase scholarship in Korean historical demography, we introduce major historical materials currently available in Korea as useful for historical studies, summarizing demographic variables provided, the type of population covered, and the historical period referred in those historical materials. In particular, we focus on genealogies and household registers that provide demographic information of Korean population before the 20th century. We describe major features of those Korean materials as demographic sources, highlighting similarities and differences as compared to corresponding Chinese historical materials. Korean historical data showing their unique features, along with comparability with other East Asian data, have potential to expand the field of historical demography in East Asia.  相似文献

This article, drawing upon a quantitative survey of over 80 parliamentarians, as well as website surveys combined with qualitative interviews, explores the degree of usage of Information and Communication Technologies (ICTs) by Swedish parliamentarians. It also begins to consider any implications for party organisations and parliamentary authorities. The authors suggest that, by 2005, Swedish MPs were becoming ‘electronic parliamentarians’ and that this, combined with the growing usage of political blogs, places increasing demands upon party organisations and the Riksdag to consider the broader management and accountability issues of greater ICT usage by individual MPs. The authors argue that there is a pressing requirement for further research on these organisational and institutional dimensions by scholars of legislative studies, particularly, given the developments in ICT-advanced political systems, like Sweden.  相似文献

Abstract

Since the early 1990s, culture has come to be recognized as a significant regional development resource in China. This paper raises the question of whether cultural strategies of development have ameliorated or exacerbated the government's increasing inability to provide for the public's basic needs. Specifically, it asks: what are the implications of China's cultural strategies of regional development for local-level governance? Three case study villages in Guizhou are examined, each revealing different ways that villages have engaged state development strategies, each with different outcomes. I argue that cultural strategies of development in China introduce a capital logic that greatly influences village governance. Cultural strategies create economic value where none before existed and thus initiate new struggles over ownership among villagers, state actors and entrepreneurs. The privatization of cultural resources has presented new challenges to village governance even while it has been promoted as both an answer to the fiscal challenges faced by many rural communities and a key to the establishment of a new kind of rural citizen.  相似文献

Abstract

Despite its potential policy relevance, public opinion about homelessness has received little attention from researchers. This deficiency is addressed here by bringing together data obtained in four recent surveys. The survey results indicate that many Americans accurately perceive the characteristics of homeless people, consider homelessness a serious problem with structural roots, and support a variety of measures intended to solve it. Certain segments of the public— Democrats, liberals, blacks, and residents of communities that have homeless populations—are especially likely to hold these views. The extent to which the public's thoughts on homelessness have been shaped by the media is difficult to determine. However, an analysis of the volume and content of print and broadcast news coverage of the issue hints at a plausible causal connection.  相似文献

Abstract

This study investigates hypotheses regarding the association of census tract variables with the risk for homelessness. We used prior address information reported by families entering emergency shelters in two large U.S. cities to characterize the nature ofthat distribution.

Three dense clusters of homeless origins were found in Philadelphia and three in New York City, accounting for 67 percent and 61 percent of shelter admissions and revealing that homeless families’ prior addresses are more highly concentrated than the poverty distribution in both cities. The rate of shelter admission is strongly and positively related to the concentration of poor, African‐American, and female‐headed households with young children in a neighborhood. It is also correlated with fewer youth, elderly, and immigrants. Such areas have higher rates of unemployment and labor force nonpartici‐pation, more housing crowding, more abandonment, higher rates of vacancy, and higher rent‐to‐income ratios than other areas.  相似文献

ABSTRACT

The United States continues to be defined by racial concentration, where most racial/ethnic groups live apart from each other. For homeownership, neighborhoods with large proportions of racial minorities are often linked to negative outcomes for minority homeowners; this was particularly the case during the Great Recession. However, middle and upper income ethnic neighborhoods, or resurgent neighborhoods, have grown in numbers because of a concentration of immigrants, federal policies favoring professionals, ethnic-specific resources, and affluence. In 2007, about 37% of Los Angeles, California, Latino tracts were resurgent and 53% of Asian tracts were resurgent. This study finds that homeowners in resurgent neighborhoods had lower default/foreclosure rates and predicted probabilities than those in low-income neighborhoods. Asian resurgent neighborhoods had the lowest predicted probabilities of default or foreclosure, followed by Latino resurgent and White middle-class neighborhoods. There were also discrepancies among Asian neighborhoods based on nativity. Consequently, it is important to recognize that minority neighborhoods are heterogeneous, with differing impacts on homeownership opportunities when examined by class.  相似文献

ABSTRACT

While collaboration among individuals, work groups, and organizations is central for understanding the performance of public agencies, most studies have focused on collaboration between organizations or sectors. We develop a model that focuses on two types of collaborative behavior: between persons (both horizontal and vertical) and between work units. We empirically test our hypotheses using data on work collaboration and perceptions of public agency performance from the United States federal government. We introduce a method for estimating the impact of different types of collaborative behavior that also accounts for nonlinear effects and a dependent variable that takes ordered values. We find that intra-organizational collaborative behavior has a large impact on organizational performance and that horizontal collaborative behavior between workers has the greatest impact among the specific types.  相似文献
