According to Agnew’s General Strain Theory, many individuals who experience strain are more likely to engage in crime or become delinquent. To date, past research has examined the relationship between victimization and fear of crime, as well as the corresponding relationship between fear of crime and self-protective behaviors. Yet, the mediating role fear of sexual assault may have in accounting for the association between prior sexual assault victimization and self-protective behaviors has not been evaluated. The current study addresses this gap in the literature using data collected from a random sample of college students from 12 universities in the United States. The results indicated that the relationship between prior sexual assault victimization and self-protective behavior is partially mediated by fear of sexual assault. The study concludes with a discussion of implications and limitations, as well as directions for future research. 相似文献

This paper analyses the particular challenges that tobacco control poses for health governance in an era of accelerating globalisation. Traditionally, health systems have been structured at the national level, and health regulation has focused on the needs of populations within individual countries. However, the increasingly global nature of the tobacco industry, and the risks it poses to public health, require a transnational approach to regulation. This has been the rationale behind negotiations for a Framework Convention on Tobacco Control (FCTC) by the Tobacco Free Initiative of the World Health Organisation (TFI/WHO). In recognition of the need to go beyond national governments, and to create a governance mechanism that can effectively address the transnational nature of the tobacco epidemic, WHO has sought to involve a broad range of interests in negotiations. The contributions of civil society groups in particular in the negotiation process have been unusual. This paper explores the nature and effectiveness of these contributions. It concludes with an assessment of whether the FCTC constitutes a significant shift towards a new form of global health governance, exploring the institutional tensions inherent in attempting to extend participation within a state-centric organisation. 相似文献

Scholars have debated what constitutes effective ministerial leadership with respect to administrative competence versus political influence. The authors contribute experimental evidence to this debate through a unique survey design of endorsement experiments. Using original data from 949 national civil servants in South Korea, this article examines civil servants’ assessments of ministerial leadership in three central dimensions of public management: internal management, interbranch coordination, and policy formulation/implementation. Further, existing variation in the characteristics of agencies is used to test whether such variation induces systematic differences in civil servants’ responses. Findings show that that civil servants’ attitudes toward ministerial leadership are asymmetric in nature. Ministers with civil service backgrounds are endorsed in all three dimensions, whereas ministers with legislative backgrounds receive increased support only for interbranch coordination skills. The levels of support for ministers with different backgrounds also vary across agency types. This analysis has implications for public management practice and agency control in presidential governments. 相似文献

The common perception that Montesquieu is not a major theoristof federalism is due both to the peripheral nature of his accountof confederate republics and his praise of the unitary BritishConstitution in the Spirit of the Laws. This study challengesthis view by arguing that, despite his endorsement of the separationof powers, Montesquieu had serious reservations about England'shighly centralized system of parliamentary sovereignty.
