National systems of innovation

The perhaps broadest approach to economic performance at the level of a country is the concept of national systems of innovation. Despite the emergence of a compelling literature identifying the persistence of innovative activities and country specific institutional effects, evidence on the nature of national systems of innovation is still missing and a number of crucial questions and answers remain unanswered. To shed light on these issues, as of leading scholars of entrepreneurship and innovation was assembled from around the world for a conference on “National Systems of Entrepreneurship and Innovation” at the ZEW Mannheim in November 2014. This article draws on the NSI framework, sets it in a larger context, examines the logic of the approach and introduces the special issue by summarizing the papers presented at the conference and selected for this special issue.     

Social(ist) engineering. Taming the devils of the Polish Bieszczady

This article explores the background of social engineering in the Bieszczady in the 1950s and 1960s, when a revolutionary political leadership ventured to impose a new socialist order in an area ravaged by war and ethnic cleansing. The article addresses two questions: first, what were the conditions that resulted in the failure of socialist engineering in the Bieszczady, and second, what were the consequences of this failure for relationships at the local level? One thesis put forward is that the relative weakness of the Polish state vis-à-vis the local setting left plenty of room for local residents to develop a dynamic social order of their own.

Technology transfer in a global economy

The emergence of new technologies is acting both as a driving force and an enabling factor to globalization. At the same time, these technologies are changing rapidly, shortening the life cycles of products and the underlying processes, and raising technology costs. Technology transfer from academic and scientific institutions has thus transformed into a strategic variable for companies and nations to cope with these challenges in a global economy. This article introduces the rationale for the special issue on the role of technology transfer in a global economy. The paper summarizes the main topics and themes covered by a selection of papers and keynotes presented at the annual conference of the Technology Transfer Society in 2011, as well as providing some pointers towards a future research agenda.     

Using strength-based approaches to explore pretreatment change in men who abuse their partners

Group work with men who batter has traditionally consisted predominantly of psychoeducational programs that ignore concepts such as self-determination, goal setting, and positive engagement with men. More recently, this paradigm has begun to shift to include cognitive approaches and the utilization of strength-based strategies. The present sample included 42 men who were part of an ongoing batterer intervention program. Information for this study included assessment of each man's strengths, their goals, and their perceptions of the changes they felt they had already made prior to attending group treatment. Through a grounded theory analysis, a model was developed that highlights the pretherapeutic change processes that men experience due to their being arrested, charged with a misdemeanour domestic charge, and subsequently convicted of domestic violence. Particularly highlighted are changes in the ways that men view and navigate three distinct areas of their lives: their external world (including work and education); their internal world (perception of self, values, and skills); and their interpersonal relationships with their partner and children.     

Entrepreneurial human capital, complementary assets, and takeover probability

Although acquisitions of high-tech entrepreneurial firms are of great popularity within the technology transfer process, the limited empirical evidence on this type of technology transfer shows that these acquisitions often lead to dismal results in that a large number of acquired key inventors leave their companies after an acquisition and those that remain exhibit poor performance. This study aims at explaining this phenomenon and adds additional empirical results and explanations to the matching theory of ownership changes. Using a hand collected dataset of all German IPOs from 1997 until 2006, this study shows that the probability of ownership in a young and high-tech firm??s assets being reallocated by means of a takeover significantly decreases with the amount of intangible and complementary assets that are owned by the owner-manager.     

A European Security Policy? The Attitudes of Candidates for the European Parliament*

It has been argued that the credibility of the American nuclear deterrent is declining in Western Europe. Whether this is true or not, it seems clear that support for the NATO alliance had reached a remarkably low level among Western European political elites as the 1970s drew to a close. One possible alternative to continued reliance on the Atlantic Alliance would be for Western Europe to develop its own independent defence capabilities. Certainly, in terms of economic and technological resources, this option should be within reach of an integrated European Community. And indeed there seems to be widespread support among European political leaders for the principle of having Western Europe play a more independent role vis-à-vis both superpowers. But there is no clear consensus in favour of the increased defence expenditures that such a policy would entail. Nor is there a consensus in favour of developing a unified West European security system inside or outside the institutional framework of the European Community. Our evidence in support of these conclusions is based on interviews carried out with candidates for the European Parliament in all nine member countries during the months immediately preceding the first direct elections in June, 1979.
