In view of urgent social and environmental problems, it is important to understand the political dynamics that may promote sustainable development and to identify the agents that make changes in this direction happen. We examine the role and authority of a new type of actor that has recently emerged on the global stage—the social entrepreneur, who tackles social and ecological problems with entrepreneurial means. We consider them as agents that perform functions and provide services that have been considered to be the sole authority of states. For instance, the provision of water services has long been considered an exclusive task of the state. The water sector therefore serves as a good example to explore how these agents come up with their own missions and political agendas. Via an illustrative sample of social entrepreneurs from around the world, we explore their relation to water governance in general and the hydraulic mission in particular. We propose that their innovative potential serves as their main source of authority. Their local embeddedness along with their educational efforts, participatory goals, and accreditation as “social entrepreneur” provide additional sources of authority.  相似文献

ABSTRACT

Islamic finance has become an integral part of the financial systems of the Muslim-majority countries of Southeast Asia. At the same time, Southeast Asia has witnessed the emergence of new capital market governance practices and arrangements that are both multi-scalar and multi-sited. This article suggests that rather than only looking at the scale and rescaling of capital market governance in the region, more attention needs to be paid to the shifting balances between regulatory expertise, market practice and societal expectations. Indeed, for governance practices to be considered effective, they have to straddle at times competing demands of authority and legitimacy. This dynamic is nowhere as visible as in the case of Islamic finance, which explicitly involves Shariah experts, trained in Islamic law, in its governance structures. This article explores the novel forms of governance to which this new market has given rise. It argues that Islamic finance – rather than the product of privately held beliefs – has become increasingly bound up with the state apparatus. This facilitates the embedding of Islamic financial principles and ethical concerns throughout capital markets in the region. Yet, Islamic finance has also become increasingly submerged within national development and competitiveness agendas.  相似文献

Most countries that have adopted the public–private partnership (PPP) model as a means of implementing infrastructure projects have launched dedicated supporting units to guide policy development and stimulate project implementation. This paper draws on the theoretical notion of PPP-enabling fields to carry out a comparative analysis of the roles and functions of PPP-supporting units across 19 European countries with varying PPP experiences. We distinguish four categories of national support of PPPs, from skeptical systems of zero support to full-fledged PPP systems. Furthermore, we take initial steps to analyze the possible link between national differences in institutionalized PPP support and the amount of implemented PPP projects. Finally, pathways for further research on PPP-supporting units are discussed.  相似文献

European Economic and Monetary Union (EMU) involves several core principles for the organization of participating national central banks (NCBs/CBs), including their independence from political institutions. Early studies show that the level of national parliamentary scrutiny over euro area NCBs varied (Lepper and Sterne 2002). In this context, our article examines the extent to which parliaments make use of four distinct control mechanisms to hold CBs accountable. We explain the very different levels of parliamentary scrutiny over NCBs in Germany, France and Belgium during the 2013–16 period. We find that the level of scrutiny depends principally on the presence of a longstanding tradition of CB independence—and specifically the manner in which independence has been politicized and interpreted by the political class. We argue that the strength of the parliament can also explain some variation.  相似文献

Emotion regulation is assumed to play an important role in depressive and anxiety symptoms in youth. However, the role of core components of emotion regulation, such as emotional awareness, is not well understood so far. Thus this meta-analysis aimed to examine the relationship between depressive and anxiety symptoms with emotional awareness in youth. A systematic literature search (PsycINFO, Medline, Google Scholar) identified 21 studies, from which 34 effect sizes were extracted. Results from random effects models showed that difficulties in emotional awareness were significantly correlated with a medium effect size for each, depressive and anxiety symptoms separately, and for their combined effects (overall outcome). Additionally, further analyses revealed that age was a significant moderator of the relationship between emotional awareness with depressive and anxiety symptoms, with younger samples (mean age?≤?12 years) showing a stronger association between difficulties in emotional awareness and depressive and anxiety symptoms as compared to older samples (mean age?>?12 years). The results suggest that emotional awareness may be of relevance for depressive and anxiety symptoms in youth. Future work is required to examine longitudinal developments, moderators, and mediators in multi-method approaches. Moreover, children and adolescents may benefit from interventions that aim to enhance emotional awareness.  相似文献

The article discusses equal rights to equal participation and public policies for gender balance in different societal arenas. Although gender balance is a central aim of official Norwegian gender equality politics, male hegemony is the dominant feature in most institutional settings of leadership, power and influence. This inconsistency is rhetorically handled through travel metaphors of gender equality and utility arguments about women's contributions to public life. Gender equality then becomes a question of time, and of how society would profit from “more” gender equality. The rights perspective is distorted. In the final part of the article, we discuss alternative, normative, approaches: gender balance in relation to parity in participation, a distributive norm of simple equality, and principles of non‐discrimination.  相似文献

Denmark hosted a number of exhibitions of “exotic” people between the 1880s and the 1910s, in which people of colour were exhibited as mass entertainment in amusement parks and zoological gardens. This article illustrates how the categories of race, gender, and sexuality were co-constructed in the representations of these exhibitions; it reveals how not only the women but also the men on display were sexualized and constructed as erotic figures. The exhibitions played a role in maintaining contemporary scientific racial hierarchies, but simultaneously they challenged those same hierarchies, as “illegitimate” romantic relationships were allegedly formed between the exhibited men of colour and the white female local audience.  相似文献
