This research assessed whether there is an impact of race-ethnicity on depressed mood among adolescents, independent of socioeconomic status, whether gender differences in depressed mood are apparent within all race-ethnicity subgroups, and whether pubertal development influences depressed mood in a similar manner within gender and race-ethnicity subgroups. A three-stage, area probability sampling frame was utilized to select adolescents, ages 12–17 years, for an in-person interview. Depressed mood was assessed by the Children's Depression Inventory. Compared to Whites, African Americans, or Asian Americans, Latinos reported more symptoms of depressed mood, a finding that was independent of socioeconomic status. Advancing puberty was associated with depressed mood only among females, but the timing of pubertal changes, relative to ones peers, was related to depressed mood among both males and females, and among Latinos. 相似文献

Bonding in parent, peer, and school domains were compared in a general sample of children and a sample of children of methadone-treated parents. Bivariate comparisons revealed that children of methadone-treated parents had lower SES, and were significantly more likely to smoke cigarettes but not more likely to drink alcohol. Several measures of attachment were significantly different between the two samples across parent, peer, and school domains. Multivariate analyses indicated that the children of methadone-treated parents were more likely to smoke, even after accounting for the effects of demographic and attachment variables. For drinking, sample membership was not found to be significant. Attachment to school decreased the odds of both smoking and drinking in both samples. Peer attachment had no effect on the odds of smoking initiation; however,loyalty to best friend did predict increased odds of drinking initiation. 相似文献

This paper re‐examines the Lardy—Donnithorne debate in the provincial context of Guangdong. The study period is from 1949 to 1992. In the first place, the adequacy of provincial capital investment is evaluated against its population and national income shares. Secondly, it examines the capital construction investment from the administrative perspective with capital construction projects classified into central, ministry‐supported and local projects. Thirdly, it looks at the relationship from the financial perspective through a breakdown of capital construction investment by sources of investment funds, that is, state appropriation, domestic loans, foreign investment and self‐raised funds and others. Fourthly, the central‐local relationship is scrutinized through the fiscal relationship between the central and Guangdong governments. Lastly, extra‐budgetary funds data, whenever available, are also analyzed. The paper finds that the centripetal and centrifugal forces in Guangdong have always been in dynamic and precarious balance both before and after the Open Policy. 相似文献

Budget redirection in Georgia state government represents a change from the expectation of continuous budget growth to an expectation that budget expansion will be accompanied by compensating budget reductions through an ongoing process of priority assessment. Its essential features are: the requirement that state agencies identify a minimum of 5 percent of their current year's budget which becomes the primary means for funding new programs and services in the coming fiscal year; and a limit, based upon revenue projections, on the amount an agency may request above the current year's budget. All levels of government have begun to pursue results-based reforms, which assume that managers will use performance information to make better decisions. However, reforms have neglected the insights of a large and relevant literature on organizational learning. This article revisits this literature, treating results-based reform as an organizational learning mechanism and a deliberate structural effort to induce learning. From an organizational learning perspective, most results-based reforms target narrow process improvement (single-loop learning) rather than a broad understanding of policy choices and effectiveness (double-loop learning), even though the latter is more critical for long-term organizational success. Case evidence from state governments illustrates single- and double-loop learning and the importance of two frequently neglected aspects of organizational learning: learning forums—routines where performance information is deliberately examined—and the role of organizational culture in enabling or limiting learning. 相似文献

This study investigated the relationship between social information processing (SIP) and both relational and overt, physical
aggression in a longitudinally-followed sample of 228 adolescent girls (ages 11–18; 140 with ADHD and 88 comparison girls).
During childhood, girls participated in naturalistic summer camps where peer rejection, overt physical aggression, and relational
aggression were assessed via multiple informants and methods. Approximately 4.5 years later, these girls participated in follow-up
assessments during which they completed a commonly-used vignette procedure to assess SIP; overt and relational aggression
were again assessed through multiple informants. Correlations between (a) overt and relational aggression and (b) maladaptive
SIP were modest in this female adolescent sample. However, relationships between aggression and SIP were stronger for the
comparison girls than for the girls with ADHD. The relevance of SIP models for adolescent girls and clinical implications
of findings are discussed.

Results from previous studies of campaign spending imply that equal-sized grants to both incumbents and challengers are a net benefit to challengers, who on average spend less money and derive greater marginal returns from each additional dollar. This study provides an experimental test of this proposition. Cities holding mayoral elections in November 2005 and 2006 were randomly assigned to broadcast nonpartisan radio ads that stated the names of the mayoral candidates, reminded listeners about the date of the upcoming election, and encouraged them to vote. Consistent with the findings of previous studies on the differential effects of incumbent and challenger campaign spending on election outcomes, we find that these radio ads produced substantially more competitive elections. The borderline statistical significance of our results, however, invites replication of this experiment. 相似文献

Local election officials are the administrators of democracy, but we know little about their views. This paper draws from two national surveys of local election officials. The authors find that local election officials generally support the goals of the federal Help America Vote Act but are less enthusiastic about the actual impact of the legislation. Implementation theory helps explain their evaluation of federal reforms. Goal congruence with reform mandates, resource availability, and a willingness to accept federal involvement predicts support for these reforms. Federal policy changes have promoted electronic systems, and some of the authors' findings are relevant to research on e-government. Users of electronic voting machines tend to have high confidence in them despite the significant criticism the machines have faced. Local election officials who support e-government generally are more likely to more positively evaluate federal reforms. 相似文献

I examine why states violate norms they embrace as members of international society. The rationalist answer, that norms are violated whenever they conflict with interests, is underspecified and empirically challenged. Constructivists cannot address violations well from their structural, sociological perspective. I argue from political psychology that violations stem from the motivated biases of actors who face a moral dilemma between personal desires and social constraints. These biases compel leaders to interpret norms and situations in a manner that justifies violation as socially acceptable. The ability to do so depends on the norm and the situation. The more parameters a norm possesses, and the more ambiguous those parameters are, the easier it is for actors to interpret them favorably to justify violation. Oftentimes norms are what states make of them. If the situation is plausible for states to claim exemption, they violate; otherwise they are constrained.
