The use of tris(2,2'-bipyridyl) ruthenium (III) as a chemiluminescent spray reagent spot-test for heroin is discussed. Two forms of the reagent are investigated an aqueous and an anhydrous where both were found to give vastly different results. The aqueous reagent giving slow, low intensity chemiluminescence whilst the anhydrous reagent gave a fast, bright response in the presence of 3,6-diacetylmorphine. The anhydrous reagent is less sensitive the slow, intensity response is characteristic of only two opiates tested 3,6-diacetylmorphine and 3-monoacetylmorphine. 相似文献

A Bayesian soft classification method combined with target factor analysis (TFA) is described and tested for the analysis of fire debris data. The method relies on analysis of the average mass spectrum across the chromatographic profile (i.e., the total ion spectrum, TIS) from multiple samples taken from a single fire scene. A library of TIS from reference ignitable liquids with assigned ASTM classification is used as the target factors in TFA. The class-conditional distributions of correlations between the target and predicted factors for each ASTM class are represented by kernel functions and analyzed by Bayesian decision theory. The soft classification approach assists in assessing the probability that ignitable liquid residue from a specific ASTM E1618 class, is present in a set of samples from a single fire scene, even in the presence of unspecified background contributions from pyrolysis products. The method is demonstrated with sample data sets and then tested on laboratory-scale burn data and large-scale field test burns. The overall performance achieved in laboratory and field test of the method is approximately 80% correct classification of fire debris samples. 相似文献

Throughout the developed world, there is a general perception that politicians are more corrupt than they used to be. In Australia these claims appear to be supported in recent decades by far more calls for ministers to resign. In this article we argue that the perception of declining quality in our federal government ministers is the result of much greater media attention, the rise of new controversial cross‐cutting issues and changing cultural attitudes rather than declining parliamentary and ministerial standards. We argue that the belief that politicians are more corrupt or less trustworthy than they used to be has arisen because they are now much more comprehensively reported upon; and we suggest that ministerial accountability might have been enhanced by more extensive media coverage. 相似文献

Participatory democracy was one of the core tenets of the New Left student movements that emerged in Australia in the 1960s. However, scant attention has been given to the idea within the literature on the New Left. This article examines an experiment in participatory democracy that took place in the Department of Philosophy at Sydney University in the 1970s. Following a series of strikes, the Philosophy department was split in two, with one half, the Department of General Philosophy, operating under a democratic constitution for six years from 1973 to 1979. This case study reveals a great deal about the intellectual history of the student New Left and the centrality of participatory democracy within it. 相似文献

The Political Economy of Noncompliance in China: the case of industrial energy policy 总被引:1,自引:0,他引:1
One of the greatest challenges facing China today is the central government's ability to ensure that policies are implemented effectively at the local level, particularly policies that seek to make China's economic growth model more sustainable. These policies face resistance from local authorities and enterprises that benefit from the status quo. This raises a key research question: why do some provinces more fully implement these central policies? We argue the extent of local implementation is best conceptualized as a rational balance between economic and political incentives: localities with regulatory autonomy, low regulatory capacity and alternative interests will not fully implement policies that are at odds with local economic imperatives. By examining a critical case of central policy implementation—industrial energy intensity reduction in the eleventh five-year plan—this article demonstrates that, regardless of industrial makeup or economic development, provinces that have greater regulatory autonomy for noncompliance coupled with alternative economic interests do not, on average, perform as well. Using a nested analysis approach this study illustrates this argument with both quantitative analysis and original case study evidence from fieldwork interviews. 相似文献

The development of a research park at The University of Connecticut has been frustrated for a decade by a series of bureaucratic and political obstacles. Problems associated with contracting out to a private developer and using a mixed implementation model, the regulatory reviews by state agencies, and the role of local authorities have been compounded by adoption of multiple objectives and the intervention of exogenous factors. Plural actors and polylateral political relationships restrict the university's ability to control and guide the project and to achieve the desired benefits. Among the many lessons drawn from the case are the need for careful design of the developmental model, realistic political assessments and economic analyses, and recognition that such projects require time measured in decades before they are likely to succeed. 相似文献
