春秋战国时期粮食安全思想的传承与当代战略选择

粮食是人类生存和发展的基本物质条件,是关系国家安全、政治稳定与社会和谐的重要战略性资源。粮食安全化与政治化是国际政治研究的热点问题之一。鉴于此,重新发现中国春秋战国时期已形成的粮食安全思想,从粮食对国家安全、国家权力以及国家道义层次考察彼时粮食安全思想,具有重要的现实意义。“不生粟之国亡”,粮食安全是国家安全的基础;“富国以粟”,粮食是国家富强的保证;粮食关乎人心向背和国家道义。齐桓公为建立霸业实施了粮食外交与粮食战略,开创了现代粮食战争的先河。“不生粟之国亡”是中国春秋战国时期粮食安全思想的核心和根本,也是对中国古代粮食安全思想再发现的落脚点。基于此,当代中国粮食安全战略应立足于坚持独立自主原则,保障国内粮食生产,积极开展粮食外交,实行粮食“走出去”战略,在全球化背景下确保实现国家粮食安全。这不仅是保障国家安全的重中之重,也是中华民族实现“中国梦”最重要的物质基石。     

我国全科医生制度之公共政策的法制评析

目前,全科医生制度的推行主要依靠政府大量的政策性文件。从法制视角来看,政策不具有法的规范性,法律也无法调整政策之间存在的矛盾、冲突,具有半公开性的政策不利于公众监督;同时,政策的权威性和效率也值得关注。本文认为,全科医生制度的构建必须与我国基本国情相适应。从一个由文件组成的政策体系逐步演变为一个由规范性法律文件构成的法制体系,将是最终建立全科医生制度的必然选择。     

东盟东增长区的发展与引资成效

自20世纪90年代初以来,东盟次区域经济合作非常活跃,先后出现了新加坡、马来西亚柔佛和印尼的廖内群岛等组成的"新柔廖增长三角",又被称为"东盟南增长三角";印尼、马来西亚、泰国相邻部分组成的"东盟北增长三角";文莱、印尼、马来西亚和菲律宾相邻部分组成的"东盟东部经济增长区(简称东盟东增长区)"等.这些由东盟各国自愿组成的各种增长三角已成为东盟进行合作的重要形式,促进了东盟各国间经济联系和相互合作,带动了贸易和投资的发展.本文选取东盟区域内最大的、最年轻的东盟东增长区,分析其带动资本流动的效果,探讨其发展成效.     

互联网对青少年犯罪心理形成的影响及防范措施

互联网的普及应用给人类带来了前所未有的机遇,同时也带来了一系列社会问题。互联网上的不良信息对青少年犯罪心理形成的影响就是其中之一。文章主要分析了互联网上的色情信息、暴力信息以及互联网的虚拟性和隐蔽性对青少年形成性犯罪心理、暴力犯罪心理和诈骗犯罪心理的影响,并提出相关的防范措施,以期对解决这一现实严重问题有所帮助。     

美国未成年人司法制度的发展

本文旨在介绍美国的未成年人司法制度。文中除了介绍其不同于成年人的司法制度之处以外,还特别介绍此制度近期的发展,着重于停止按未成年人司法程序审判(移交成年人法庭)、校园暴力、未成年人团伙及“三击不中”政策等。     

Gender,ethnicity and feminism: an intersectional analysis of the lived experiences feminist academic women in UK higher education

Studies have begun to explore how those women academics committed to social justice, namely feminist academics, are navigating the increasingly managerial Academy. To understand how these multiple social identities, including gender and ethnicity, interact and intersect, this paper adopts an intersectional approach to understanding the heterogeneity of women’s experiences in academia. Five focus groups with feminist academics (n = 6–10 in each focus group) reveal concerns of hampered career progression as a consequence of being female and openly feminist. Some ethnic minority academics felt that they were forced to choose between a feminist identity or that of their ethnic background. For some women, their feminist identity provided opportunities for challenging dominant practices. The paper concludes that the heterogeneity of feminist academics’ experiences within academia is under-researched and that the lens of intersectionality helps to illuminate this. This paper advances understanding of multiple identities at work, though demonstrating that intersectionality can lead to the accumulation of advantage as well as disadvantage in relation to social identities such as gender and ethnicity, and a political identity such as feminist.

北京市保安服务业近年来发展迅速,从业人员大量增加,工资协商是工会维护保安员收入权,构建和谐劳动关系的一项重要举措。实践中需要我们了解保安服务行业职工队伍状况、开展工资协商情况、当前面临的困难和问题,并提出健全完善保安服务行业工资集体协商制度的对策建议。     

A continuous model for interpreting the positions of bands in DNA locus-specific work.

A simple but rigorous approach is offered for evaluating the evidential value of single locus DNA autoradiographs. This approach does not use a binning technique and it does not treat alleles as discrete variables. Instead, the allele distribution is considered to be continuous. The variation between two comparable bands is assessed using previously determined experimental parameters. The Bayesian treatment leads to an expression of the "quality of a match".     

The routine profiling of forensic heroin samples

A method for the routine profiling of illicit heroin samples received in casework has been developed which depends on simple and straightforward sample pretreatment, followed by gas chromatography on a capillary column using flame-ionization detection. The factors affecting the choice of each aspect of the procedure are discussed, as are the statistical data for sampling and the chromatography. Components of illicit heroin derived from opium and other adulterants have been identified. The significance of data from samples examined in 1986 is discussed.     

Determination of ethchlorvynol in body tissues and fluids after embalmment

A 54 year-old female expired at her residence. Her husband, a physician, signed a certificate stating that her death was due to cerebrovascular accident (CVA) and released her body to a funeral home, where she was embalmed. Since the deceased had a long history of medical problems and drug abuse, an autopsy was performed and no evidence of CVA was found. Toxicological analyses of body fluids and tissues revealed the presence of ethchlorvynol in high concentration in the bile (112 mg/l). The bloody fluid collected from the heart contained a concentration of ethchlorvynol below the limit for quantitation. Other findings included phenobarbital (32.8 mg/l) in heart bloody fluid and methanol (an ingredient of embalming fluid). The significance of the findings is discussed in relation to embalmment prior to autopsy and toxicological analyses. Ethchlorvynol concentration in the bile is compared to other fatal cases due to ethchlorvynol overdose.
