日本与俄罗斯远东地区的二手车交易研究

日本是汽车生产大国,日本生产的汽车在质量、性能、节能环保等各方面均获得了全世界的认可,当前几乎所有的国家和地区都在大量消费日本汽车。同时,日本的二手汽车也因自身质优价廉的特点,在国际市场上备受青睐。特别是对于汽车产业尚未实现现代化的俄罗斯来说,日本二手车更是一度成为俄罗斯远东地区和西伯利亚地区绝大多数居民的首选。然而,俄罗斯为了本国汽车产业的发展,多次提高进口汽车关税,推行贸易保护措施,加上全球经济危机的影响,使得日本二手车的对俄出口陷入困境。目前,日本二手车的对俄出口正处于一个逐步恢复的阶段,但是昔日的辉煌似乎很难再现。不过,由于俄罗斯汽车产业的现代化存在着诸多不确定因素,可以预见在俄罗斯完成汽车产业现代化之前,其远东地区仍将是日本二手车的重要出口市场。

《孙子兵法》作为一部论述谋略智慧的军事巨著，在孙子“全胜”思想的指导下，主张通过认识战争规律来控制战局，用计策谋略来赢得战果。当下，公安机关根据群体性事件的特点，按照“以柔克刚、依法行动、注重实效”的处置原则，通常采用《孙子兵法》的“攻心”、“择机”、“拖延”和“就势”谋略，科学妥善的处置群体性事件。

风险社会的实质是人类在从现代技术手段获益的同时,却无法完全掌控这些手段,陷入对自身行为所可能带来的风险无法预测与控制的境地.风险社会的风险源于人的决策与行为,因此,如何有效管控人的行为,最大限度地规避与控制各种潜在风险,成为人类社会所面临的共同任务.作为社会调控最后手段的刑法也必须针对当前的风险状况及时做出回应.现行刑法基于传统的以实害犯为主的立法模式,无法有效地规制各种风险行为.危险犯的立法设计,特别是抽象危险犯的设置,能够将刑法的保护防线提前,从而达成法益保护的早期化,有利于对社会共同体的安全保障,是应对风险行为的有效处置手段.

Beijing’s New Strategies toward a Changing Taiwan

Beijing’s new strategies toward Taiwan are informed by neo-functionalism derived from European experiences, assuming that economic integration will eventually lead to political accommodation and integration. Despite the surprising Sunflower Movement and the fiasco of the Chinese Nationalist Party (KMT) in the 2014 local elections, Beijing will try its best to maintain the momentum of peaceful development of cross-Strait relations. Facing a brand new Taiwan that seems an oddity to the mainland, however, Beijing has adapted to ‘the new normal’ with a slower pace, refocusing on the economic and cultural issues. Whether or to what degree Beijing will change its asymmetric engagements with the two main parties on the island, however, is contingent upon whether the KMT and the Democratic Progressive Party (DPP) can reach a balance of power domestically and whether their policies toward the mainland converge rather than diverge. At any rate, Beijing is likely to pay more attention to ordinary people’s feelings about cross-Strait economic and cultural exchanges and consider quality of cross-Strait exchange as more important than quantity of activities.

人民警察核心价值观的塑造与培育,为非公安类初任民警履行人民警察的职责夯实了思想基础.只有结合非公安类学员的特点,积极引导他们认知、认同警察核心价值观,才能使他们在实践中真正内化为行为价值取向.本文以辽宁警察学院培训部教学与管理的经验为背景,积极探讨非公安类学员人民警察核心价值观培养的路径,为民警培训工作提供有意义的参考.

The next steps in academic integrity — education,awareness, norms,duty and law

We conducted and analyzed several internet surveys in order to understand the profile of global research integrity and ethical awareness, encompassing global population distribution. These were (1) the global distribution of Committee of Publishing Ethics (COPE) membership; (2) the global distribution of “Integrity” or “Ethics” journals; (3) the level of academic integrity awareness in European higher education institutions and (4) awareness of academic integrity in the top universities of Asia and Africa. The results of this survey series highlight seriously imbalanced awareness of research integrity and publishing ethics across the world, especially in developing areas with the highest population density. We therefore propose a new index, the “Academic Integrity Awareness Index” for future discussions across the linked spheres of publishing and research.
