Buffalo tales: interest group policy stories in Greater Yellowstone

Wicked policy problems—those that resist resolution and continuously cycle through different administrative jurisdictions—are time-consuming for the practitioner and expensive. In these wicked policy environs, interest group narratives contribute to this intractability through the continued construction of a policy loser’s tale. Central to our study is the analysis of group maturation with that of policy narrative elements. We explore whether there is a relationship between lobby tactics, financial resources, and professionalization of authorship of narratives and policy narrative elements. We content analyze the policy stories of the Buffalo Field Campaign (BFC) over a 10-year period (1999–2008), using the Yellowstone National Park bison and brucellosis controversy as case material and track how this new interest group’s fundamental policy story has changed over the course of its lifespan. As demonstrated through their choice of lobby tactics, the group does evolve from an unconventional to a conventional interest group, with two out of three of their constructed policy beliefs remaining unchanged and their political tactics consistently focusing on spinning the loser’s tale aimed at expanding the policy arena. Suggestions on the importance of this work to scientists, administrators, and academics are included.     

Isolation and identification of an isomeric sildenafil analogue as an adulterant in an instant coffee premix

The proliferation of adulterated health foods and beverages in the market demands a comprehensive analytical strategy to identify the adulterants, particularly those of isomeric phosphodiesterase 5 (PDE5) inhibitors. An instant coffee premix (ICP) purchased from an online retailer was flagged for suspected adulteration through PDE5 inhibition assay. The ICP was then analysed using suspected-target and non-targeted screenings of a liquid chromatography-quadrupole time-of-flight mass spectrometry. Based on these findings, a PDE5 inhibitor initially assigned as compound X was isolated from the ICP by employing a liquid chromatography-diode array detection before its structural elucidation with liquid chromatography-ultraviolet (LC-UV) spectroscopy and nuclear magnetic resonance (NMR) spectroscopy. The suspected-target screening matched the protonated molecule ([M + H]⁺) precursor ion of compound X at m/z 499.2310 with two suspected analytes that are structural isomers of one another. The fragmentation patterns of compound X were comparable to those analogues in the dithiocarbodenafil group through the non-targeted screening. These findings, complemented by the LC-UV and NMR spectroscopy data, together with the chromatographic separation of related structural isomers, conclude the identity of compound X. To our best knowledge, this is the first study to report the presence of 3,5-dimethylpiperazinyl-dithiodesmethylcarbodenafil in an ICP sample.

Striking Narratives: class,gender and ethnicity in the ‘Great Grunwick Strike’, London,UK, 1976–1978

This article explores the ways in which dominant narratives and images constructed the industrial dispute that took place between 1976 and 1978 at the Grunwick Film Processing Laboratories in Britain's capital city, London. Since 1978, this strike has achieved almost mythic status in British labour history, as the moment when the trade unions supported the demands of minority women workers. The authors argue that the dominant narratives and images disguise the complexity of events and the diversity of the strikers, constructing a narrative of success and celebration, even though the strikers were not re-employed.     

Persistence of the smallholder,withering away of the small farmer: Comments on Bhaduri,Rahman and Arn

Bhaduri, Rahman and Arn's article on the persistence of small farms in the April 1986 issue of The Journal of Peasant Studies is reviewed. The article raises a number of critical points for understanding the effects of capitalist penetration of land‐holding patterns in Bangladesh. It is argued that the discussion would benefit from a refined methodological and definitional focus to avoid misrepresenting processes of polarisation. Particular attention in this review is given to a critique of the construction of the land stability ratio and to the conceptualisation and definition of the term ‘small farm’.

What possibilities might melancholia offer for a queer ethics, and what might it mean to perform such an ethics onstage? In this essay the author analyzes mobile figurations of U.S. nationalism, violence, and visuality as theorized in the work of contemporary queer chorographers Bill T. Jones and Keith Hennessy. The author suggests that Jones's 1989 Untitled and Hennessy's 2006 Sol Niger evidence shifts in racialized sexuality and empire from the 1980s to the War on Terror, even as they both mark convergences between geopolitics and biopolitics. Reading these works together – despite their markedly different aesthetics and tones – elucidates a queer ethics rooted in and capable of contending with our contemporary political moment of war and U.S. empire building. Further, these works model how dance and other embodied, collective practices can engender what Jill Dolan calls “utopian performances” or possibilities for critique and transformation rooted in moving social bodies.     

Two models of infant welfare in the first half of the twentieth century: New Zealand and the USA

In New Zealand, as elsewhere in the Western world in the early twentieth century, maternal and infant health became a national concern and the task of organising health services was taken up by women in a voluntary capacity. In the USA this culminated in the Sheppard-Towner (Maternity and Infancy) Act of 1921. However, within a decade American paediatricians had assumed control of the services. By contrast, the services in New Zealand remained in the hands of a female-run voluntary organisation, the Plunket Society. From the foundation of the Society in 1907, health services for mothers and their infants became the site of territorial disputes between various health providers – the Health Department, the Plunket Society and paediatricians. This article explores why and how the Plunket Society managed to retain control of this important area of public health in the face of challenges by these other health providers. It will be argued that the reasons relate to the tenacity with which the ‘maternalists’ claimed the territory as their own, their informal access to channels of power, their public support, and their success in maintaining medical respectability through their own honorary and paid professional staff.
