A survey of communication skills needed and communication methods used in the dissemination of development information

This article reports on the results of a survey conducted on the role of change agents in the communication development process. Change agents working with twenty non-profit development agencies were asked to evaluate the amount of time they spent communicating development information, the communication skills and methods used, and the roles they play as change agents in the development process.     

A water programme in Vietnam and its impact on women

Evaluation is now recognised as an essential component in planning and implementing projects, and is one important means by which recipients can participate in the design process. In Vietnam, the liberalisation of the economic and social life of the country in the last few years has allowed Oxfam the scope to consider long-term development plans. As a first stage, a review of the impact of an Oxfam project on the community was undertaken, paying particular attention to the situation of women. Parts of the findings are explored in this article, to show that one infrastructural input, in this case a pumping station, will have a broad range of consequences for the community concerned. Contrary to expectations, increased production is tending to encourage co-operation between men and women, out of shared interest in strengthening the stability of the household, now recognised (in place of the collective) as the prime economic unit in Vietnam.     

The experience of sexual assault: findings from a statewide victim needs assessment

A statewide assessment was conducted of assaults, experiences, needs, and recommendations of 125 adult victims receiving care at 19 sexual assault centers (SACs) in the State of Maryland. More than one half of the victims (55.6%) waited years before disclosing, with delays in reporting especially likely if the assault was perpetrated by a family member (the most frequent perpetrators at 42.4% of respondents). About one half of the victims (51.3%) had been previously sexually assaulted, yet only 9% of these victims had sought treatment. The majority of respondents (69.4%) indicated they would not be filing charges against perpetrators, and of those who did, 46.2% reported dissatisfaction with the interview with police. Psychological symptoms such as depression and anxiety were the most common reasons for seeking care at the centers. Nearly all of respondents rated the care they received at the centers as very good or excellent. Respondents recommended more SACs, better advertising of their services, more mental health care within them (especially group therapy), and improved laws and law enforcement of perpetrators.     

Hope, meaning, and growth following the September 11, 2001, terrorist attacks

Positive psychologists found the increase of seven character strengths that encompass the so-called theological virtues, including hope and spirituality, in Americans after the September 11, 2001, attacks. Little is known about how they may affect post-September 11, 2001, mental health. Using multivariate analysis, this study investigated the relationship of hope and spiritual meaning with depression and anxiety in a sample of 457 students 3 months after September 11, 2001. Both characters contributed to lower levels of symptoms. In qualitative analysis, of 313 answers to an open-ended question regarding personal change, four categories emerged. The first three were consonant with other studies on posttraumatic growth (PTG), including changes in the self or behavior, relationships, and worldviews. The fourth category unique to September 11, 2001, was changes in political views. These findings offer further credence to the study of positive aspects resulting from violence-related trauma and highlight the needs for addressing the nature of traumatic events and PTG.     

When Due Process Is of No Consequence: Moral Mandates and Presumed Defendant Guilt or Innocence

Most current theories of justice are focused on how social identity, instrumental concerns, or both shape how people decide whether something is fair or unfair. A neglected consideration is that people may also be concerned with justice because they strive to be authentic moral beings by acting on the basis of values closely tied to their personal identity. We posited that self-expressive moral positions or stands (moral mandates) are important determinants of how people reason about fairness. Supporting this notion, we found that (a) people see some trial outcomes in morally mandated terms, e.g., that the guilty must be convicted and punished, and the innocent must not; (b) convicting a defendant believed to be innocent or acquitting a defendant believed to be guilty were seen as unfair, regardless of whether the verdict was achieved by a fair or unfair investigation and trial (Study 1); and (c) a guilty defendant's death was seen as equally fair, and an innocent defendant's death was equally unfair, if it was achieved by a trial that led to the death penalty or by vigilantism (Study 2). Procedural propriety only mattered when defendant guilt was ambiguous.     

Human rights and development: the case of local government transformation in South Africa

Local governments throughout the world are assuming a more important role in economic development of their communities as an increasing number of governments begin to decentralise powers and functions. As these lower levels of government seek sustainable local economic development (LED) strategies the human rights approach towards development becomes pertinent as globalisation accelerates. This article proposes an emphasis on socio‐economic rights as the basis for sustainable LED in developing countries. The article is based on the experience of South African local government in the period after 1994, leading up to the first democratic local government elections on 5 December 2000. Proceeding from the view that the promotion of human rights is necessary for the promotion of economic development, the article critically assesses the role of local government in the promotion of LED through a rights‐based approach. It is argued that the identification in the South African Constitution of local government with basic service provision (recently emphasised by a Constitutional court judgement) will place socio‐economic rights at the centre of LED strategies in South Africa. It is argued that this is indeed the most appropriate cornerstone of LED in South Africa. However, the transformation process that leads the country towards its progressive Constitution needs to be maintained and this article identifies five broad areas for transformation that may still be needed to entrench an adequate human rights culture within the sphere of local governance. Social Policy Under One Country, Two Systems: Institutional Dynamics in China and Hong Kong since 1997

Hong Kong's 1997 reversion to Chinese sovereignty brought two hitherto distinctive social policy systems into one country. As Hong Kong is gradually assimilated into China in the coming decades, the two social policy systems will need to identify elements of convergence. In this article, we argue those elements can be found in parallel efforts to curtail the reach of the state, extend the role of the market, enhance individual responsibility, and in the development of a productivist social policy orientation in both societies. The social policy systems of the two societies remain strikingly different in many ways, reflecting their diametrically opposed starting points. But their reform trajectories appear to be pointing in similar directions.
