A Preidentification Questioning Effect: Serendipitously Increasing Correct Rejections

A study designed to test the effects of delay between crime and lineup on identification accuracy produced an unusually high rate of correct rejection from target-absent, simultaneous lineups (J. E. Dysart, 1999). Examining the procedures indicated that one question included in a preidentification questionnaire differed from those used previously. The question asked witnesses if they believed they would be able to correctly reject a target-absent lineup. An experiment (N = 138) was conducted to explore the impact of preidentification questions, including this new question, on witness accuracy. Results revealed that asking witnesses these questions, prior to viewing the lineup, significantly increased correct rejections of target-absent simultaneous lineups.     

The Changing Structure of American Cities: A Study of the Diffusion of Innovation

Using historical and numerical analysis and the five-part schema, this study finds that over the past 50 years structural modifications and adaptations by American cities have generally followed the standard S curve of the diffusion of innovation. In tests of Kaufman's and Hirshman's theories of epochs of change from representativeness to administrative efficiency, this study determines that mayor-council cities have, in a standard innovation diffusion S curve, adopted many of the key features of council-manager cities, increasing their administrative efficiency. At the same time, council-manager cities, again in an S curve, have adopted many of the key features of mayor-council cities, increasing their political responsiveness. Fewer cities are now either distinctly mayor-council or council-manager in form, and most cities are structurally less distinct, constituting a newly merged or hybrid model of local government—the type III city.     

Introduction: Immigration and U.S. Integration, Policy Reforms, and Economic Change

The economic and political ramifications of immigration will become increasingly evident in the United States during the coming decade, particularly in view of recent immigration policies that guarantee that the magnitude and diversity of the inflow will continue to grow. This symposium presents research that examines the role of immigrants in industrial restructuring and evaluates the effects of the 1986 Immigration Reform and Control Act. The importance of English language skills for economic advancement, and of government-supported training for refugees, are also examined. Together, this body of research directs our attention to the need for a more active public and private sector role in assisting all U.S. workers prepare for the demands of the labor market of the future.     

Women on the edge of crime: Crack cocaine and the changing contexts of street-level sex work in New York City

In this paper, we attempt to examine, engender and contextualize the theses that (i) women's emancipation escalates [women's] crime and violence and (ii) women's drug use escalates [women's] crime and violence, by drawing on ongoing ethnographic fieldwork in relation to women crack smokers and the changing contexts of street-level sex work in New York City. The paper attempts to illustrate how the position of women crack smokers can only be understood by locating their lives, their illicit drug use and their income-generating activities within the context of a specific set of localized socio-economic and cultural developments. We suggest that observations from our research refute the theses that women are becoming more criminal and/or violent in the context of either their consumption of crack cocaine or their alleged emancipation.An earlier version of this paper was presented by the first author at the Joint Meetings, Law and Society Association and Research Committee on the Sociology of Law of the International Sociological Association, Amsterdam, 26–29 June 1991.     

Change in the Australian Electricity Industry: A Case Analysis

In this article a contextualist framework is used for theoretical analysis, in which context, content and process are linked over time. Within this framework we begin with the contextual factors which appear to be significant in restructuring the electricity industry, then outline the pathway taken by reform in the United States of America, United Kingdom and Australia, before describing the principal changes to one organisation and the management issues which have arisen as a result of these changes.     

Canada's GBA+ framework in a (post)pandemic world: Issues,tensions and paths forward

This article traces the theoretical foundations, evolution, and limitations of Gender-Based Analysis Plus (GBA+), which is the Government of Canada's primary framework for attending to diversity and inclusion in public policy. We argue that GBA+ is, in its current form, inadequate to guide ambitious and transformative policy in the post-pandemic years given four interlocking issues: (1) a weak integration of intersectionality; (2) insufficient attention to the power structures and socio-political context undergirding social relations and policymaking; (3) an instrumental understanding of policy; and (4) a misreading of identity. Drawing on feminist, intersectional and post-structuralist methods, we adjust the GBA+ framework with the aim of addressing the conceptual shortcomings identified in our analysis. Ultimately, we demonstrate how a more explicit engagement with notions of intersectionality, power and policy's instrumental and productive aspects can enrich the ways we think about public policy as both a mechanism and a venue for transformative change.
