This article argues that the adverse impact of Medicaid on state budgets alleged in various public debates has been overstated, in some measure because of the inaccurate and misleading manner in which Medicaid expenditures are appropriated in state budgeting systems. Data on Medicaid and mental health spending in the state of New York is used for analysis. The first section provides a Medicaid spending and budgeting background. The second section discusses Medicaid and mental health in New York. The third section describes actual budgeted spending for mental health in New York, and the final section provides a discussion and concluding comments.  相似文献

Strategies to enhance Australia's international competitiveness need to embrace reform of key infrastructure service industries, reform of the regulatory environment, industrial relations reform and taxation reform. Key aspects of this reform agenda can only be addressed through a shared commitment by all levels of government. Ownership of the public utilities responsible for the nation's key infrastructure networks and services is divided among commonwealth, state and territory (and local) governments. Achieving a substantial lift in the productivity of these industries and ensuring the emergence of truly national infrastructure networks relies on agreement by all governments to public utility reform and the removal of barriers to cross-border competition. Moreover, the regulation of industries, occupations and businesses is primarily the responsibility of state and territory governments, hence regulatory reform also requires a cooperative approach by all governments.
While most jurisdictions have taken some steps to reform public utilities and to deregulate certain product markets, to date reform has been piecemeal. A more systematic approach to removal of impediments to competition across the board is likely to be necessary to lift the overall competitiveness of the Australian economy. The agreement by the commonwealth and all states and territories to implement the National Competition Policy (NCP) not only provides the necessary shared commitment to reform across the board, it also provides the rewards and sanctions needed to sustain that commitment in the face of certain resistance from vested interests.  相似文献

We investigate how associative (X is similar to Y) and disassociative (X is different from Y) analogies may affect judgments of political target stimuli they are employed to embellish. In an experimental study it was hypothesized that the judgmental relevance of the analogy-target relation is an important determinant of the effect of the analogy on subsequent judgments. It was reasoned that for irrelevant analogies the (dis)associative relation would be less efficiently encoded and utilized than the evaluative tone of the analogy itself, resulting in relative assimilation to the connotation of irrelevant analogies, even where the analogy was actually disassociated from the target. Where the analogy-target relation was relevant to judgments of the target, these judgments were predicted to follow the specified analogy-target relation for both associative and disassociative analogies. The predictions were supported. The relation of these results to social judgment models and to the rhetorical devices used to influence political judgment is discussed.  相似文献

The need for political parties both to expand their legislativebase by winning elections and to maintain their organizationbetween elections is translated into two kinds of campaign contributionstrategies. Federalism affects how political parties choosebetween the two objectives and their related strategies. Contributionsto Illinois legislative races reveal that expansive strategiesaimed at candidates with reasonable chances of winning are mostprominently used by state organizations. Maintenance strategies,concerned with ensuring a continued party presence, are mostconsistently pursued by local parties. National political energies in 1993–1994 were focusedon major initiatives promised by the Clinton administrationduring the 1992 presidential campaign, especially health-carereform and crime. From the perspective of the states, federalgovernment action in these (and other) policy areas raised seriousquestions about preemption and mandates. The administration'sofficial pronouncements on federalism have suggested a strategyof decongestion and decentralization. Thus far, its actionshave fallen short of empowerment, taking instead the path ofregulatory waivers. Coalitions of free-marketeers, politicians, and environmentalists increasingly are turning to the use of market-based incentives in formulating environmental policy. One promising application of market-based incentives is in the management of residential municipal solid waste. This article focuses on unit-based pricing programs established in conjunction with community recycling programs. Using data gathered through telephone and mail surveys of 21 cities, we demonstrate the strong potential for unit pricing to improve the efficiency of residential solid waste management.  相似文献

This paper uses an augmented Solow model, with cross section data, to measure the effect on per-capita income of a) the entrenchment of various rights in a country's constitution and b) the level of economic freedom in a country, broadly construed. The results suggest that entrenchment,per se, of any single right seldom has a significant general economic effect, while the effect of economic freedom is significant and substantial. The paper then considers whether such evidence could support the proposition that “constitutions do not matter.” While it concludes otherwise, it does caution against incurring excessive negotiation costs to obtain entrenchment of a comprehensive “wish list” of rights.  相似文献
