This article reports on a 2016 field-based multiple case study of three communities in peri-urban Port Vila, Vanuatu. It offers robust empirical evidence that participatory planning, partnerships, and programme evaluation, as espoused in the literature from the last two decades and readdressed in Habitat III Conference on Housing and Sustainable Urban Development, is not regularly occurring in aid-based housing programmes. The study identifies that in sacrificing consultation – community cohesion, capacity building, resiliency, and innovation, are also sacrificed. This research differs from peer literature by employing an inductive and underutilised methodology, storytelling, and by focusing on an at-risk country which receives little academic, NGO, or development attention.  相似文献

Dominant discourses of military servicemen position them as more prone to psychological damage than the general population, but as reluctant to seek psychological assistance, because of the military culture of ‘toughness’, a military masculinity, that values stoicism, emotional control and invulnerability and implicitly excludes ‘feminine’ characteristics like emotionality. This is seen as a barrier to military personnel seeking help, by implicitly discouraging emotional disclosure and expression. This article presents an analysis of semi-structured interviews with six male military and ex-military personnel, focused on their experience and understandings of emotion, emotional expression and ‘mental health’ in the military. The dominant construction of military masculinity certainly renders some forms of emotion inexpressible within certain contexts. However, we argue that the construct is more complex than a simple exclusion of the ‘feminine’ and the ‘emotional’. We explore how the highly masculine notions of military solidarity and ‘brotherhood’ create a ‘safe’ masculine space within which men could share their emotional experiences, but also highlight how this space for emotional expression is relatively constrained. We argue that these notions of solidarity and brotherhood open a space for emotional connection and expression that must be respected and worked with creatively, in therapeutic and other interventions.  相似文献

The Nordic countries are known for their well-functioning public administrations. In indices measuring control of corruption and the quality of the rule of law, they frequently occupy top positions. However, as we demonstrate in this article, a country's top position in comparative indices does not automatically imply that citizens view the state of affairs in the same way as depicted by experts. The observation is in no way trivial: Drawing on theories of procedural fairness, we go on to show—statistically, using individual level data—that widespread public perceptions about the unfairness of civil servants may have a negative effect on the legitimacy of the political system even in so-called high-trust and “least corrupt” settings such as the Nordic ones.  相似文献

Socioeconomic stress has long been found to place youth at risk, with low family income conferring disadvantages in adolescents’ school achievement and success. This study investigates the role of socioeconomic stress on academic adjustment, and pinpoints family obligation as a possible buffer of negative associations. We examined direct and interactive effects at two time points in the same sample of Asian American adolescents—early high school (N = 180 9th–10th graders; 60 % female) and 2 years later in late high school (N = 156 11th–12th graders; 87 % of original sample). Results suggest that socioeconomic stress is indeed associated with poor academic adjustment, measured broadly through self-reported GPA, importance of academic success, and educational aspirations and expectations. Family obligation was positively related to adjustment, and also was found to buffer the negative effects of socioeconomic stress, but only during adolescents’ later high school years. Adolescents reporting more family obligation experienced less of the negative effects of financial stress on academic outcomes than those reporting lower obligation. Cultural and developmental implications are discussed in light of these direct and moderating effects.  相似文献

By using information and communications technologies, public administration encourages external actors to get involved in governmental activities once performed by civil servants. This article seeks to investigate the open innovation phenomenon beyond the entrepreneurial domain in the context of open government. For this purpose, a multiple case study was conducted to explore the current state of open government in Austria. European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献

Ethnic socialization and ethnic identity have been related to positive outcomes, but little research has examined these associations longitudinally. This three-wave study prospectively linked socialization messages at Time 1, ethnic identity and American identity at Time 2, and self-esteem and depressive symptoms at Time 3 in 147 (58 % female; 25 % first-generation) Asian-American adolescents. The results indicated positive links between cultural socialization messages and ethnic and American identity, though the latter association was significant only for females. Ethnic identity was positively related to self-esteem, and mediated the positive effect of cultural socialization on self-esteem. The promotion of mistrust was positively linked to self-esteem and negatively related to ethnic identity, though this latter association was significant for foreign-born youth only. Our findings highlight the importance of elucidating prospective links in identity development, and examining gender and generational differences within them.  相似文献
