What defense budget the United States should have and what defense budget it can afford are separate questions. The debate raging in Washington about Pentagon spending ignores the distinction. Doves insist that we need a more modest military strategy because the current one is wasteful and economically unsustainable. Hawks say that the current approach is sensible and affordable. This article takes a third path, arguing that U.S. military policy is likely to remain extravagant because it is sustainable. We adopted our current strategy—which amounts to trying to run the world with the American military—because we could, not because it was wisest. Wealth and safety make the consequences of bad defense policy abstract for most U.S. taxpayers. So we buy defense like rich people shop, ignoring the balance of costs and benefits. We conflate ideological ambition with what is required for our safety. Unfortunately, the current political demand for austerity and fewer wars will only temporarily restrain our military spending and the ambitions it underwrites. 相似文献

ABSTRACTThis article applies a form of organizational analysis to the military institution responsible for China’s nuclear weapons, the PLA Rocket Force and its predecessor, the Second Artillery. Analyzing the ways in which this military institution manages and allocates its human capital can offer potential insights into both China’s operational practices and the institutional and strategic priorities of the country’s missile forces. Specifically, the article examines career paths of PLA officers in the Rocket Force, with a particular focus on those officers who eventually rise to the ranks of senior leadership. The analysis yields evidence that senior leaders are more likely to have served in the Rocket Force’s premier conventionally-armed missile base, that there is an informal institutional hierarchy among the missile bases, and that, at least at the personnel level, there is some separation between conventional and nuclear units. These findings have important implications for assessing potential escalation dynamics in a possible conflict between China and the United States and for forecasting the future development of China’s missile forces. 相似文献

The legal status of women's intimate relationships may allow for different experiences with intimate partner violence (IPV) and the protections received from the criminal justice system. There has been limited research examining differences in IPV and protective orders for women in marital and cohabiting intimate relationships. This study examines differences in experiences with IPV and factors related to protective orders: stipulations, violations, and perceived efficacy in a sample of married (n = 392) and cohabiting (n = 307) women with protective orders. Results suggest (a) married and cohabiting women are significantly different on a number of demographic characteristics; however, after controlling for these demographic differences, (b) married and cohabiting women's experiences with IPV are similar in almost all dimensions, except with the psychological tactic of degradation; and (c) married and cohabiting women receive similar protective order stipulations, experience similar rates of violations, and have the same overall perceptions of safety, freedom, and effectiveness pertaining to the domestic violence order. The fastest growing marital status category in America is divorced, with the number of divorced individuals quadrupling between 1970 and 1996. The majority of children in divorced families live with a single parent and often lose contact with the noncustodial parent. A recent review of the literature suggests that many noncustodial fathers fail to keep contact with their children and become delinquent in child support payments because of their dissatisfaction with the custody arrangement. However, there has been little examination of how custody arrangements are typically determined or settled. In addition, divorces that involve spousal violence bring further complications to child custody, visitation, and child support decisions. This study included a 20% random sample of court records for all divorces settled in one county judicial circuit court during 1998. The purpose of this study was to examine characteristics of divorcing adults as well as characteristics of child custody arrangements, visitation, and child support decisions. Contrary to popular belief, findings from this study indicate that divorce actions were almost always settled through agreement of the divorcing parties rather than by adjudication. About 38% of the couples had children in common and between 78 and 92% of cases were settled through agreement, which suggests that fathers are in fact agreeing to the custody arrangement, rather than being forced into it. About one in five records overall noted spousal violence, and there was no significant difference in settlement methods for couples with or without spousal violence. Cases with children and spousal violence were significantly more likely to have also mentioned substance use and postdecree activity. This study suggests a need for more focused attention on divorce cases with spousal violence to reduce postdecree court involvement and safety of children and adult victims, as well as further study into what causes noncustodial parents to lose contact with their children. 相似文献

When the US President's Emergency Plan for AIDS Relief (PEPFAR)-supported Supply Chain Management System (SCMS) programme began working in Ethiopia in 2006, the estimated population of people living with HIV exceeded one million, while only 24,000 were on treatment and only 50 treatment sites were in operation. SCMS and other key partners entered into this context to support the Ethiopian government in significantly strengthening the public health supply chain system, with the aim of increasing the availability and accessibility of pharmaceutical products. The country now has 1,047 treatment sites and is nearing complete treatment coverage. This article discusses how priorities were set among many competing challenges from 2006 until 2014, and how the four-step strategy of build, operate, transfer, and optimise has resulted in a successful partnership. 相似文献

The following report summarizes a study performed on seized drug exhibits collected in two U.S. states to evaluate the presence and identification of cutting agents. Aliquots of seized drug materials from Kentucky (n = 200) and Vermont (n = 315) were prepared using a dilute‐and‐shoot procedure. Initial analysis was performed using gas chromatography–mass spectrometry (GC‐MS) followed by analysis using liquid chromatography quadrupole time‐of‐flight mass spectrometry (LC‐QTOF). Active compounds detected overall included caffeine (31.0%), quinine/quinidine (24.7%), levamisole (11.6%), acetaminophen, (8.2%) and procaine (8.2%). These compounds were found with several drugs of abuse, such as heroin, fentanyl, methamphetamine, and cocaine. This novel information about cutting agents used to dilute or alter drugs of abuse is important to criminal investigations and in the management of acute intoxications at health centers. However, common methodologies for analysis and standard reporting practices frequently do not include cutting agents, resulting in lacking or inadequate information regarding prevalence of these substances. 相似文献
