The effect of incremental benefit levels on births to AFDC recipients

We examine the relationship between fertility and incremental AFDC benefits using the 1990 Panel of the Survey of Income and Program Participation (SIPP). Estimating a logit equation for the probability of a higher-order birth among a sample of AFDC recipients, we find a positive coefficient (although statistically insignificant) on the incremental AFDC benefit level. However, we find a positive correlation between incremental benefits and fertility for several nonrecipient comparison groups which is larger than the positive correlation for AFDC recipients. This finding suggests that the previously estimated relationship between incremental benefits and fertility among AFDC recipients is largely the result of a spurious correlation. We find similar results among whites, blacks, and never-married women, but less consistent results among Hispanics and divorced or separated women. We infer from these results that family cap policies, which eliminate the incremental benefits entitled to AFDC recipients who have additional children, are not likely to result in a large reduction in the number of out-of-wedlock births to AFDC recipients.

Post-Event Information Affects Children’s Autobiographical Memory After One Year

In two experiments, we examined whether post-event information (PEI) about true and false events persisted in children’s reports after approximately 1 year. In Experiment 1, 4- to 6-year-olds were given PEI and then were given memory tests 2 weeks and 15 months later. Although PEI appeared in free recall at the initial testing, it decreased substantially by the long-term test. In contrast, on recognition tasks the children showed facilitation and misinformation effects at initial and follow-up tests. Experiment 2 replicated lasting misinformation and facilitation effects in recognition memory among 4- to 9-year-olds who were tested after 1-week and 10-month delays. We conclude that true and false reminders about an experienced event continue to affect children’s memory approximately 1 year later.

Disconnect in the Hollow State: The Pivotal Role of Organizational Capacity in Community-Based Development Organizations

Partnerships between government and community-based development organizations (CBDOs) have proven to be central to long-term neighborhood revitalization in many settings. These successes, coupled with the political popularity of community-driven projects, have stimulated further reliance on this approach. Unfortunately, scant research has been done on the organizational capacity of local community-based development organizations to administer these projects. It may be that many of them do not have the capacity to do the job.
This article examines elements of organizational capacity in CBDOs developing affordable housing in a United States-Mexico border community. Evidence of capacity was limited, raising serious questions about the implementation of public policy in the hollow state. In their haste to contract with not-for-profits to create affordable housing, government officials may not be considering the serious possibility that CBDOs do not have the capacity to deliver services or effectively administer projects over time.
