The politics of fund raising through grantsmanship in the human services

Funds for human service programs and services are declining, and selection criteria for funds are becoming more objective. These conditions are creating an imbalance in the system which will result in a significant change in human service funding and delivery. The climate is ripe for increased competition among those who obtain funds for human services. This article attempts to define how that competition will ultimately generate a spirit of cooperation among the survivors. To reach that point, however, grantsmen/providers, to be competitive, will need to sharpen their technical writing skills and their political skills, that is, they need to become more shrewd, prudent, and diplomatic. This article suggests some methods for improving technical grant-writing skills and developing political skills among grant writers.

Die Reform des nationalen Artenschutzrechts mit Blick auf das Urteil des EuGH v. 10.1.2006 in der Rs. C-98/03 (NuR 2006, 166)

Der Europ?ische Gerichtshof hat mit seinem Urteil vom 10.1.2006 die Bundesrepublik Deutschland wegen unzureichender Umsetzung von Art. 12 Abs. 1 lit. d sowie Art. 16 FFHRL durch § 43 Abs. 4 BNatSchG verurteilt. Damit wird nach der Caretta-Entscheidung des EuGH vom 30.1.2002 zum zweiten Mal innerhalb kurzer Zeit das System des deutschen Artenschutzrechts in Frage gestellt. Der Bundesgesetzgeber ist nun gefordert, das nationale Recht entsprechend anzupassen. Die nachfolgende Betrachtung nimmt zun?chst die Vorschrift des § 43 Abs. 4 BNatSchG in den Blick und pl?diert für deren Ausgestaltung als Abweichung im Sinn der Ausnahmeregelungen der FFH- und Vogelschutz-Richtlinie. Weiter beleuchtet sie den Vollzug des Artenschutzrechts im Rahmen der naturschutzrechtlichen Eingriffsregelung und spricht sich für eine Verankerung der Richtlinienvorgaben in § 19 BNatSchG aus.

Regional Mobilization in the ‘New Europe’: A Research Agenda

This Special Issue re-assesses regional mobilization in the ‘New Europe’. We anticipate that enlargement to Central Europe, the entering into force of the Lisbon Treaty and the largest economic and financial crisis since the birth of the European Community have affected how regional governments respond to Europeanization along three different dimensions: (1) the position they take vis-à-vis the process of EU integration more generally, (2) the strategies they adopt in response to Europeanization pressures and (3) their internal structures and dynamics of the EU member states as multi-level states. The article introduces a framework and formulates hypotheses to examine why and how Europeanization pressures in the ‘New Europe’ affect regional mobilization along these three dimensions. In the final section, the article also introduces the various contributions to this Special Issue and relates them to the analytical framework.
