The extant clinical literature indicates profound problems in the assessment, monitoring, and documentation of care in long-term care facilities. The lack of adequate resources to accommodate higher staff-to-resident ratios adds additional urgency to the goal of identifying more cost-effective mechanisms to provide care oversight. The ever expanding array of electronic monitoring technologies in the clinical research arena demands a conceptual and pragmatic framework for the resolution of ethical tensions inherent in the use of such innovative tools. CareMedia is a project that explores the utility of video, audio and sensor technologies as a continuous real-time assessment and outcomes measurement tool. In this paper, the authors describe the seminal ethical challenges encountered during the implementation phase of this project, namely privacy and confidentiality protection, and the strategies employed to resolve the ethical tensions by applying principles of the interest theory of rights.  相似文献

The central theme of this article is that we have not adequately addressed the question of teaching management. The academic community has done a better job of preparing persons for technical/professional positions in personnel, budgeting and policy analysis. This failure to address the problem of teaching management leaves students (particularly mid-career students) without a foundation for understanding their role as managers. Given that so many MPA students aspire to be managers, it is time we faced this failure and sought means to correct it.

The article suggests a framework to understand and promote public management education. The central argument is to direct management education toward those factors which reflect the public values which underlie the concept of governance. Toward that end public management education must reflect three elements:

1) the political and ethical foundations of publicness,

2) the examination of the practice of management in public organizations, and

3) the skills needed to accomplish the task of management.

An MPA program should reflect all three of these elements if it is to provide an adequate management education. Nevertheless, it must also be recognized that career-long learning is the ultimate goal. Further, management education is but one task of an MPA program. The development of technical competencies in the other aspects of government, such as in budgeting and policy analysis are similarly important goals for MPA programs. A curriculum that accommodates both the management skills and technical competencies needs of students should be our goal.  相似文献

Abstract

The Carnegie Endowment for International Peace in Washington, D. C. was the site of a conference on Middle East Fundamentalism and Terrorism held 21 and 22 April 1988. The conference was cosponsored by the School of International Affairs of The George Washington University, the Center for International Development and Conflict Management of the University of Maryland, the Leon and Marilyn Klinghoffer Memorial Foundation of the Anti‐Defamation League of B'nai B'rith, the Anti‐Defamation League of B'nai B'rith, and the Institute for Studies in International Terrorism of the State University of New York.

Experts from around the country and the world tried to deal with the problem of Middle Eastern fundamentalism and various connections to international terrorism. A series of six panels of academic and nonacademic experts confronted several perspectives in terms of the Arab and non‐Arab Middle East and global and regional perspectives, as well as fundamentalism and the peace process in Israel, the West Bank, and Gaza. The final conference panel dealt with governmental, intergovernmental, and nongovernmental responses to the problem.

The following papers were selected as representative of various views on the subject from an interdisciplinary perspective. Special thanks are due to the cosponsors and to Prof. Ferdinand Ermlich of SUNY's Institute of Studies in International Terrorism, who served as Rappateur.  相似文献

Abstract

The Low‐Income Housing Tax Credit (housing credit) that Cummings and Di‐Pasquale portray is effective, efficient, and healthy. However, rapid changes in the industry have turned some of their data stale, and the absence of suitable context and information invalidate some key analyses and findings. Moreover, the researchers sometimes seem to see the glass as 10 percent empty instead of 90 percent full. A practitioners’ perspective is more positive.

The housing credit generates an array of public benefits while harnessing private investors’ business discipline. Genuinely low‐income tenants occupy the housing. The housing revitalizes low‐income communities. Properties are in good financial and physical condition. The housing credit is also cost effective. The economic fundamentals of producing low‐income rental housing, not the housing credit, necessitate substantial subsidies. A remarkably high proportion of the federal tax‐credit subsidy goes into the housing, and investor returns are modest. Nonprofit‐sponsored production appears to cost more because nonprofits are prominent in high‐cost locations and for other similar reasons, not because nonprofit developers are inefficient.  相似文献

Abstract: The literature analyzing the effects of job satisfaction on congressional retirement has been inconclusive. The problem with this literature is its reliance on indirect measures of job satisfaction. We use a direct measure of job satisfaction to demonstrate that job satisfaction does have a significant independent effect on congressional retirement. The findings imply that the indirect measures of job satisfaction measure frustration as opposed to job dissatisfaction, a conceptually different variable. The fact that members' job satisfaction affects their career length suggests that a Congress that keeps its members happy will have greater retention and will, presumably, keep its best members.  相似文献

The fact that the volume of crime is related to the size of a jurisdiction's population has been well established. The relationship between crime rate and population size, however, is less clear. Crime rate presents crime on a per capita basis, and is intended to adjust for population size so that comparisons can be made. In this article, the author first establishes the statistical relationship between crime rate and population size. Once established, he conducted an analysis of crime rates in jurisdictions of various sizes and in a variety of population-based strata using data obtained from the Uniform Crime Reports (UCR). Based on his findings, the author discusses implications for research and analysis, database management, and making jurisdictional comparisons of crime rates.  相似文献
