Governance, risk and dataveillance in the war on terror

This paper critically analyses the importance of risk management techniques in the war on terror. From the protection of borders to international financial flows, from airport security to daily financial transactions, risk assessment is emerging as the most important way in which terrorist danger is made measurable and manageable. However, we argue that the risk-based approach results in the displacement of risk onto marginal groups, while its effectiveness in the war on terror remains questionable.     

Public Sector Change,Organisational Culture and Financial Information: A Study of Local Government

Local government has undergone substantial change in Victoria, but the reforms have not necessarily resulted in improved financial management practices. This article examines the organisational culture of a sample of local governments, the critical events which have impacted on them, and their use of accounting, budgetary and financial (ABF) information. We find that despite the change process, organisational culture is not focused on competitive practices, although compulsory competitive tendering remains the most influential event. Consistent with the aims of reform, the quality and use of ABF information has improved over the last decade. This article will be of interest to those in government wishing to implement change programs aimed at increasing financial resource use efficiency.     

The saliency of gestural misinformation in the perception of a violent crime

Recent research has revealed that misinformation from gestures can influence eyewitness memory. However, it is still unclear whether gestural misinformation can emulate the effects of verbal misinformation on the reporting of major details in serious crimes. To investigate the salience of suggestions provided nonverbally, and how these compare to those made verbally, two experiments were conducted. In Experiment 1, participants watched footage of a crime scene and were presented with one of two types of gestures during questioning that suggested different interpretations of the crime. The results confirmed that the gestures influenced responses, with participants altering their interpretation of the crime according to the information gestured to them. Experiment 2 built on this to investigate how comparable gestural influence was to verbal influence. The results revealed that gestural misinformation caused participants to alter their interpretation of the crime and elicited the same effects as verbal misinformation. Across the two experiments, participants were unlikely to identify the misleading gestures or report feeling misled by them. These results reveal new insights into the strength of gestural misinformation and show that, despite their subtle nature in communication, gestures can exert a powerful influence in eyewitness interviews.     

The Psychological Impact of Previous Victimization: Examining the “Abuse Defense” in a Sample of Harassment Litigants

The present study examines the impact of previous sexual victimization on emotional distress in a sample of women (n?=?492) involved in a sexual harassment class action lawsuit. Sexual harassment was found to predict symptoms of PTSD and general symptoms of anxiety, over and above the effects of previous victimization and other relevant personal variables; it also predicted depression and self-esteem, although previous victimization had a stronger impact on these variables than did sexual harassment. The effects of previous victimization and sexual harassment on emotional distress appeared to be independent and cumulative. The legal and clinical relevance of these findings are discussed.     

Short‐Term Emergency or Recurring Climatic Extreme: A Rural Town Perspective on Drought Policy and Programs

Drought is most often encountered as a long‐running and recurring climatic extreme; one that can have devastating environmental, social and economic impacts. While drought is a routine feature of the Australian climate, the politics of drought are often highly reactive, and drought support programs are notoriously ad hoc and ineffective. In the context of emergent global recognition of climate change, drought has received renewed political attention that presents significant opportunities for change. In this paper, we review the context of drought policy in Australia. Yet we seek to provide a unique contribution to current debates by considering the perspectives of those people at the forefront of drought; in particular, those people living and working in small rural towns in drought‐affected areas. The aim of the paper is to use a case study to present an account of drought policies and programs from those who are the targets of such interventions.     

“Internationalizing the curriculum:” challenges to public administration

It is tempting to “internationalize the curriculum” in professional graduate programs by adding courses and units that deal with strategies to improve the international competitive position of the United States. The study considers three strategies for dealing more credibly with international and global issues. The more difficult and challenging are those that attempt to incorporate multi- and interdisciplinary activities. The study describes several topics with global implications that would benefit from interdisciplinary study. In the meantime, the traditional perspective of Public Administration is not very relevant to global concerns because of the close connection to nation-states and hierarchical organizations. There are, however, a number of trends in the field that could enhance its ability to contribute to a global perspective such as a growing attention to new institutional arrangements, more emphasis on consultations rather than regulatory controls, and more interest in the role of managers.     

Lines of sight: on the visualization of unknown futures

This article considers the specific mode of visualization that is at work in contemporary border security practices. Taking inspiration from art historian Jonathan Crary's genealogies of attention, it situates homeland security visuality in a particular economy of attention or attentiveness to the world. How is it that we come to focus on some elements of our way of life, establish them as normal and designate deviations from the norm? How does this algorithmic attentiveness break up the visual field, ‘pixelating’ sensory data so that it can be reintegrated to project a picture of a person? The pre-emptive lines of sight emerging in contemporary security practice become precisely a means of visualizing unknown futures. The article concludes with reflections on the creative artistic forms of attention that flourish even where the lines of sight of the consumer, the citizen, the border guard, the traveller, the migrant appear ever more directed and delimited. It is in these more creative modes of attention that we find one of the most important resources to contemporary political life – the capacity to question the ‘better picture’, to disrupt what we see as ordinary or out of the ordinary and confront the routines of our lives anew.     

Using Local Government Corporate Plans in Victoria

The Victorian state government has required local governments to publish their corporate plans and this paper explores the information provided by their corporate plans. These plans demonstrate diversity in the form and content, but several themes emerge. First, despite the purpose of corporate plans being to demonstrate accountability to the local community, the lack of performance targets reduces the usefulness of these plans for accountability purposes. It also explores objectives which are of major importance to the sector, such as local economic development, which is an issue difficult to control in the local area, being largely determined by federal and state policy. Other important objectives include financial and asset management together with emphases on the local community and accountability, issues which were the drivers of the state government's reform agenda. This article assists those who want to enhance the practice of corporate (strategic) planning in local government.     

Social Movements and Their Influence

The major portion of this paper concentrates on social movements, how they operate and how they are changing both locally and at the global level. In addition, an attempt is made to frame — necessarily in an overly simplistic way — a view on differences in conception in world models, conceptions about how the world should be evolving and differences of perspective that are in particular represented by the social movements.
