The Victorian state government has required local governments to publish their corporate plans and this paper explores the information provided by their corporate plans. These plans demonstrate diversity in the form and content, but several themes emerge. First, despite the purpose of corporate plans being to demonstrate accountability to the local community, the lack of performance targets reduces the usefulness of these plans for accountability purposes. It also explores objectives which are of major importance to the sector, such as local economic development, which is an issue difficult to control in the local area, being largely determined by federal and state policy. Other important objectives include financial and asset management together with emphases on the local community and accountability, issues which were the drivers of the state government's reform agenda. This article considers the specific mode of visualization that is at work in contemporary border security practices. Taking inspiration from art historian Jonathan Crary's genealogies of attention, it situates homeland security visuality in a particular economy of attention or attentiveness to the world. How is it that we come to focus on some elements of our way of life, establish them as normal and designate deviations from the norm? How does this algorithmic attentiveness break up the visual field, ‘pixelating’ sensory data so that it can be reintegrated to project a picture of a person? The pre-emptive lines of sight emerging in contemporary security practice become precisely a means of visualizing unknown futures. The article concludes with reflections on the creative artistic forms of attention that flourish even where the lines of sight of the consumer, the citizen, the border guard, the traveller, the migrant appear ever more directed and delimited. It is in these more creative modes of attention that we find one of the most important resources to contemporary political life – the capacity to question the ‘better picture’, to disrupt what we see as ordinary or out of the ordinary and confront the routines of our lives anew. 相似文献

Lessons for the intelligence community were publicly identified in a 1983 report by Lord Franks and a 2004 report by Lord Butler. However, little is known of the lessons learned during the 20 years between the two. This article draws upon two newly released, previously classified, documents which examine British intelligence lessons from the 1990–91 Gulf War. It provides a previously untold account of the crisis, exclusively from a British intelligence perspective, and presents new evidence that intersects across many intelligence debates. This paper seeks to discuss the teaching of advocacy as a discipline with specific reference to the way in which advocacy is taught on the Bar Professional Training Course in England and Wales. The Advocacy Training Council favours the Hampel Method of teaching advocacy first developed more than 20 years ago in Australia. The paper seeks to review the use of the Hampel Method by offering a critique of behaviourist learning theory from a constructivist standpoint and putting forward alternative teaching techniques which are in harmony with the principles of constructivism, experiential learning and productive failure. We conclude that the teaching of advocacy can be improved and that greater scholarship is needed in this important area to ensure students are taught using the best techniques. 相似文献

This analysis re-instates the importance of the 1958 British intervention in Jordan within the study of Anglo–American relations and the revisionist literature on Suez. It does so by challenging the idea of British subservience to American foreign policy after the 1956 crisis, and it reveals two key lessons learnt by London: that Britain’s economy, power, and influence were in decline and that Britain could no longer intervene in the Middle East without American support. Having learnt these lessons, Prime Minister Harold Macmillan proved to be a shrewd political actor who used the opportunity of the Jordan intervention to turn the policy of the Dwight Eisenhower Administration to British ends, regaining Britain’s maximum power and prestige for the minimum loss of resources. 相似文献

Within migration studies there has been a tendency to focus on a single case study of a particular national group. Adopting a comparative approach may raise new and interesting questions or challenge conventional thinking on migration. While on the surface, at least, Irish and Polish migrants would appear to have many commonalities, there has been surprisingly little comparative analysis of these two groups. Drawing on my own research on these migrants in the British context, I focus on women as a large but under-researched aspect of both groups. This paper suggests ways in which such a comparison could be undertaken by using social networks as a useful comparative tool. A social networks perspective not only allows a probing analysis of migration strategies, but also provides a framework within which to compare across different migrant groups, such as for example, examining the role of family networks (here and there) in migration processes. In addition, this approach enables an examination of dynamism over time and how migrants develop relationships within spatially dispersed as well as locally embedded ties. 相似文献

This paper argues that while quotas can quite easily be used rapidly to address the problem of insufficient numbers of women in representative political institutions, effective representation requires us to pay attention to far more than merely the numbers of women present. This article suggests that, in particular, we need to look at which kinds of women are made present by quotas, how these women gain office and what they do once they are there. Using the South African example as a case in point, the paper suggests that where women become representatives through mechanisms controlled by party political hierarchies rather than by way of more broad-based political processes reflecting real social change, quotas can act to legitimate and perpetuate women's actual absence of power rather than being an effective remedy. 相似文献

Abstract This paper describes the AIM2 assessment framework and the process of its development and initial testing. AIM2 is used to assess areas of concerns and strengths of young people. Some preliminary analysis is described, including the correlation of assessment items, their ability to discriminate between cases, their inter-rater reliability and a small-scale recidivist study. These analyses were used to develop AIM2. Results from the recidivist study identified a particular set of concern and strength factors associated with recidivism in the sample. We conclude that the inclusion of strengths-related items are important to consider as protective factors when assessing the risk of further sexually abusive behaviours. Limitations and future directions of AIM2 are also discussed. 相似文献
