In this article, we argue that when patron‐client relations are grounded in economic relationships, such as between landlord and worker, we should expect clientelism to influence not just how public policy, the state, and the political system work, but also how the economy works. We develop a simple model of the economic consequences of electoral clientelism when voting behavior can be observed. Landlords/patrons provide economic rents to workers, and in exchange workers vote for parties favored by landlords. As votes are used by the landlords to accumulate political rents, vote control increases the demand for labor and for land. The model implies that the introduction of the Australian ballot, which destroys this form of clientelism, should lead to a fall in the price of land in those areas where patron‐client relationships are strongest. We test the predictions of the model by examining in detail the evolution of land prices in Chile around May 31, 1958, for which we collected original data. A characteristic of rural Chile at this time were patron‐client relations based on the inquilinaje system, by which a worker, the inquilino, entered into a long‐term, often hereditary, employment relationship with a landlord and lived on his landlord’s estate. We show that the introduction of the Australian ballot in 1958 led to a fall of about 26% in land prices in the areas where these patron‐client relationships were predominant.  相似文献

This article reports on a two-year, multi-method, qualitative study in two regional offices in the UK National Health Service of the changing role of the regional tier from the autumn of 1994. The nature of the changes from fourteen semiautonomous regional health authorities to eight regional offices of the NHS Executive, whose staff became civil servants, are described together with the way this reorganization changed the role and relationships of NHS Executive HQ, the regional offices and the field. By the end of our research in the autumn of 1996, the change from regional health authority to regional office had gone well in the two regional offices studied; they had become smaller organizations, had established closer working with HQ and believed they had more influence over policy, while retaining good relations with health authorities. Emerging issues from the changes and some of their implications are discussed, particularly the pressures towards greater centralization and the particular forms that these have taken, despite the aim, and in part the achievement, of greater devolution, and the cultural differences between the NHS and the civil service. We conclude by assessing what the future holds for regional offices, in the light of the recent NHS White Paper (Secretary of State for Health 1997)  相似文献

The Council of Australian Governments (COAG) is undertaking a program of reform part of which requires moving from diverse state and territory based legislated systems to a nationally consistent system. A method which is being increasingly used for this purpose is the national law model. On 1 July 2010 a new national registration and accreditation scheme (NRAS) for health practitioners commenced using this model. The challenges faced in implementing NRAS may be faced by other initiatives using the same approach. The challenges of reaching agreement on a national system, avoiding variations within a national system at local level and delays in legislation across multiple parliaments are considered in the light of NRAS experience and lessons for similar projects are drawn out.  相似文献

Ten years after the launching of the transition process, many books and reports are offering a balance sheet of the transformation that occurred in Central and Eastern Europe and in the former Soviet Union area. The review article looks at some of them, particularly at Grzegorz W. Kolodko's book published in 2000, “From Shock to Therapy. The Political Economy of Postsocialist Transformation”. On the basis of this book and of some recent contributions, three major issues are discussed. First, why has there been such a recession in the beginning of the transition process in all countries, and was the recession inevitable? Second, due to the dire criticisms of the standard policy applied in these countries, dubbed the “Washington consensus”, has a “post-Washington consensus” emerged? Third, as we are already engaged in the second decade of the transition process, can we state when it is bound to be over, and what role is played by the European Union enlargement in accelerating the end of transition?  相似文献

In no other policy arena are party unity and national unity considered as critical as in security and foreign policy. Party unity on foreign policy is viewed as a national security strategy of particular importance in times of international crisis and uncertainty, or as an expression of party strategy and ideological considerations. Through an empirical study of programs, congresses, voters and ideology of the Swedish parties 1945–1993, we show that the presence or absence of tension in the international system does not affect the inclination of parties to take issue on matters of foreign policy. We also show that parties argue just as much about issues that are central to Swedish security policy as they do about issues that do not directly affect national interest. The main sources of party disagreement over foreign policy seem to be ideologically motivated.  相似文献

With the incumbent Labor government embracing a recentralisation of industrial relations, public sector agencies in Queensland are experiencing a dramatic shift in the framework of employment relations. This paper discusses the approach of the previous Coalition government to managing the public sector workforce and the emerging approach of the Labor government. The comparison of contrasting governmental approaches to public sector employment relations throughout the 1990s suggests that successive governments have balanced very differently the three main pressures they have faced: political, managerialist and industrial relations.  相似文献

This study investigated the interrelationships among trauma exposure, PTSD, and mental health problems in a sample of 289 adolescents (199 male, 90 female) detained in a juvenile correctional facility. Mean differences were found in that females scored higher than males on measures of interpersonal trauma exposure and symptoms of both simple and complex PTSD. Females also endorsed more mental health problems in the areas of depression/anxiety, somatic complaints, and suicidal ideation. For all youth, trauma exposure, PTSD, and mental health problems were correlated. Results of structural equation modeling were consistent with the hypothesis that PTSD mediates the relationship between interpersonal trauma and mental health problems for all youth, although the results were stronger for females.

This article examines symbols and meanings in breast cancer awareness campaigns, and the ways in which multifarious actors draw attention to the disease. We discuss what the various campaigns and initiatives can indicate, above and beyond creating breast cancer awareness. Our data stem from sources such as printed material, the Internet, and events. From these sources we have singled out and explored objects, text, and visual expressions, looking in particular for metaphors and symbolic aspects. In this article we present six “images” indicating the underlying patterns that we found. We have called the images Re-enchantment of femininity, Infantilization, Corporate profit-making, Objectification, Transgression of boundaries, and Exhibition of deviation. These are further discussed in the light of perspectives drawn from the social sciences and feminist theories. One of the article's key arguments is that breast cancer campaigns, to a great extent, build upon and reinforce traditional, stereotypical gender roles.  相似文献
