This paper argues that the manufacture of specific kinds of uncertainty and risk has become central to programmes of work flexibilization. The construction of a riskuncertainty relation has underpinned a raft of managerial doctrines on the worker as entrepreneur. I outline the dominant representation of risk as an unavoidable symptom of globalization. I then explore the relationship between human capital risk management, as defined by management consultants, and the working practices restructured in their name. In contrast to the rhetoric of worker-entrepreneurs, the making of contingency and uncertainty at work is revealed to be riven by tensions. I conclude by considering how we might begin to expose the myths of individual entrepreneurship, revealing the ordinary and everyday practices that make the displacement and reallocation of risk possible.  相似文献

Despite the high costs associated with mental health problems in the workplace, few studies have yet been published on the design and evaluation of return-to-work rehabilitation programs for workers with mental health problems. In fact, the best-documented return-to-work rehabilitation programs concern workers with musculoskeletal disorders (MSKD). For this clientele, a disability paradigm has been adopted which explains the multicausality of work disability. Long-term work disability is no longer seen simply as the consequence of impairment, but rather as the result of interactions between the worker and three main systems: the health care, work environment and financial compensation systems. A return to work is thus influenced by a complex set of interrelated factors that must be taken into account in any intervention. Parallels can inevitably be drawn in the field of mental health in the workplace, where individual and organizational factors are involved and must be taken into account in the return-to-work process. This paper presents the first results of an exploratory study aimed at determining the possible links between work rehabilitation programs for workers with MSKD and those for workers with mental health problems. To this end, the components of a work rehabilitation program for workers with MSKD, the Therapeutic Return to Work (TRW) program which addresses psychological factors, work environmental factors and factors related to the involvement of the various stakeholders in the rehabilitation process, are described through a multiple-case analysis and mapping of interventions. The results support the relevance of adopting the disability paradigm and considering the return-to-work clinical activities conducted with workers with MSKD (and their mechanisms of action) in the design of work rehabilitation programs for workers with mental health problems.  相似文献

When states are attempting to recover from periods of serioushuman rights abuse, they often must try to reconcile the competingdemands of different stakeholders. These demands may range fromclaims that complete impunity is a necessary sacrifice to achievepeace, to the belief that without justice no meaningful peacecan be reached. This paper will attempt to highlight the waysin which international courts and quasi-judicial bodies addressthe dilemma of peace versus justice, in relation to amnestylaws. The discussion will consider the main international standardson impunity, the international jurisprudence relating to amnestiesand whether international courts should recognize amnestiesthat are accompanied by alternative forms of justice. This paperwill argue that international courts should recognize amnestiesthat are introduced with democratic approval to promote peaceand reconciliation, provided that they are accompanied by mechanismsto fulfil the victims' rights.  相似文献

Abstract: For several years, organizational learning has been a concept of interest in the search for efficiency, innovation, and knowledge management in both the private and public sectors. In general, three determinants of organizational learning are identified in the literature: the organizational learning culture as a major determinant, the control or decisional latitude that individual employees have over their work, and the impact of supportive supervisor communication. However, little empirical research has been offered to substantiate the relationship between these variables. As part of the national Association of Professional Executives of the Public Service of Canada (apex) study on work and health, a representative sample of 1,822 public‐service executives were surveyed. Results showed that organizational learning culture and decisional latitude played an important role in the acquisition of organizational learner attitudes and behaviour. Supportive supervisor communication was not significantly related to individual organizational learning. This article offers unique empirical evidence concerning the relationship between organizational learning culture, decisional latitude and individual learning attitudes and behaviour. The discussion emphasizes the contribution of theoretical models of organizational learning and suggests future avenues of research. Sommaire: Depuis plusieurs années, l'apprentissage organisationnel est un concept interessant pour la recherche de l'efficience, de l'innovation et pour la gestion des connaissances, a la fois ans dans les secteurs privé et public. On retrouve generalement trois determinants de l'apprentissage organisationnel dans la documentation: la culture de I'apprentissage organisationnel comme determinant principal, le con‐trôle ou la latitude de décision que les employés individuels ont sur leur travail, et l'impact de la communication des superviseurs attentionnés. Cependant, peu de recherche empirique a été entreprise pour corroborer les relations entre ces variables. Dans le cadre de I'étude nationale de Aapex (Association professionnelle des cadres de la fonction publique du Canada) sur le travail et la santé, un échantillon représentatif de 1 822 cadres supérieurs de la fonction publique ont participéà un sondage.* Les résultats ont indiqué que la culture d'apprentissage organisationnel et la latitude de décision jouaient un rôle important dans l'acquisition d'attitudes et de comportements de l'apprenant organisationnel. La communication des superviseurs attentionnés n'était pas liée de manière significative à l'apprentissage organisationnel individuel. Le présent article offre une évidence empirique unique en ce qui concerne les relations entre la culture d'apprentissage organisationnel, la latitude de décision et l'attitude et les comportements lies à l'apprentissage individuel. This paper is concerned with how local councils might bring about the renewal of local democracy, and in particular, to the extent to which public relations might contribute to the process of renewal. To begin, the public policy literature is reviewed to investigate the concept of participatory democracy and its application in the UK. The role of local government public relations is then discussed and to the extent to which the concepts of public relations and local public participation are linked. The paper then goes on to describe and critically evaluate one particular case where a public relations strategy was used to effect participatory democracy through local forums or ‘district assemblies’. In the case of Tameside Metropolitan Borough Council, district assemblies were found to be successful examples of deliberative forums in achieving participatory democracy. They were well publicised and encouraged participation, and people thought that they made a difference to their community. However, the research raised questions surrounding the extent of community representation at district assemblies (including the publics targeted); and inclusivity in the structure and organisation of the meetings. The case raised the issue of power inequalities which public relations efforts alone cannot resolve in the democratic renewal project. Copyright © 2003 Henry Stewart Publications  相似文献

The topic of animal cruelty has been largely neglected by criminological researchers. However, studies suggest that children who are cruel to animals disproportionally tend to be violent to people later in life. Case histories of serial killers and mass murderers suggest that many were cruel to animals in their childhood. Furthermore, it is argued that cruelty to animals in a family tends to be associated with domestic violence, child abuse, and elder abuse. Unfortunately, much of the previous research was based on small, unrepresentative samples, with poor or no control samples and retrospective information. Prospective longitudinal surveys of large representative samples are needed. Family based prevention programs might be effective in reducing cruelty to animals, but experimental evaluations of such programs are required. The time is ripe for a major research program to advance knowledge about the causes and prevention of animal cruelty and its implications for criminology.  相似文献

Coordinating response operations to extreme events is an extraordinarilycomplex task for public managers. The performance of the intergovernmentalsystem is examined in the context of the events of 11 September2001 from the theoretical perspective of complex adaptive systems.A model of auto-adaptation is proposed to improve intergovernmentalperformance in extreme events. This model is based on the conceptof individual, organizational, and collective learning in environmentsexposed to recurring risk, guided by a shared goal. Youth justice conferencing in Queensland, Australia relies on the discretionary referral of young offenders by the police. The low rate of police referrals to conferencing is an ongoing concern for conference organizers. The research presented in this study explored Queensland police officers' training, experience, understandings of youth justice conferencing, and their individual discretionary policing style. The impact of these factors on officers' attitudes towards conferencing and their reported likelihood of referring to conference were examined. One hundred eighty-four Queensland police officers stationed in police regions where conferencing was available participated in the study. Of these officers, 15 percent had never heard of conferencing. Of officers who had heard of conferencing, 35 percent had received training, 21 percent had referred a young person to a conference, and 20 percent had attended a conference. Officers' understandings of conferencing were significantly related to their reported likelihood of referring a young person to a conference. The results indicated that to increase police referrals of young people to conferences, police need to be exposed (both through training and attendance) to the philosophy of and procedures involved in conferencing.  相似文献
