Configuration in the flesh: challenges in publicly promoted clusters

In this article, we study how the configuration of a publicly promoted clusters policy??the Global Clusters policy initiated by the Walloon Government in Belgium??influenced the behaviors of R&D practitioners. At first, we explored the background of the Global Cluster policy in an effort to make the program configuration visible. This first step was conducted through the gathering and analysis of data from official documents as well as publications, conference speeches and workshops produced by policy makers, evaluators and their academic collaborators. Then, we observed the transmission of the six resulting features from the policy level to the project level: we studied their appropriation by R&D practitioners in ??Mirage??, an R&D project associated to the mechanical engineering Global Cluster. As a result, we show that the particularities of Walloon Global Clusters make them a powerful instrument to enhance collateral assets while facing potential lock-in. We finally consider the way these Global Clusters should evolve to favor the exploitation of the emerged outcomes while exploring future opportunities. A good balance between exploitation and exploration as well as adequate networking and clustering instruments to support both objectives appear necessary to ensure sustainability and growth of the involved actors.     

Between Renewal and Stability: Party System Change from a Multi-Level Perspective in Brazil (1998–2018)

The growth of the far right and election results in Brazil are often associated with national or large-scale events. The multi-level features of these developments, namely party competition at the sub-national level, are overlooked in the literature. This article argues that changes in the Brazilian national party system – those observed from Bolsonaro's election, mainly – are rooted in sub-national political dynamics. Through a comparative and longitudinal analysis of multi-level executive and legislative elections, we find that, although there are distinct patterns of competition between the national-sub-national and within-country levels, this difference is not evident in volatility.     

An unusual case of railway suicide

A rare case of suicide in which the victim had been lying along the railway track in a supine position and with extended extremities is described. The wheels of a train caused longitudinal hemisection with complete evisceration. Epidemiological data on train suicides are given and the relationship between this method of suicide and mental illnesses and consumption of alcohol are discussed.

Conditional Cash Transfers and Voting for Incumbents under Democratic Backsliding: The Case of Honduras's Bono 10,000

As democracies worldwide have reverted to competitive authoritarian regimes or full dictatorships, some autocrats have used clientelist policies to strengthen their positions of power. We contend that autocrats can weaponise conditional cash transfers (CCTs) to shore up electoral support under democratic backsliding. In this vein, we analyse the impact of Honduras's Bono 10,000, a discretionary CCT, on the electoral support for the incumbent National Party and opposition blocs between 2013 and 2017, an era marked by the erosion of democracy. Using two survey waves from the AmericasBarometer by the Latin American Public Opinion Project (LAPOP), we show how the CCT boosted the electoral support for the National Party as democracy unravelled. Our findings contribute to the growing literature on how autocrats rely on carrots – not just sticks – to consolidate power.     

How do municipal mayors and councillors communicate with other levels of government? Evidence from a multi-level survey of Canadian elected officials

While past research suggests that informal processes of dialogue play an important role in municipal intergovernmental relations in Canada, we currently know very little about their character and frequency. Who do local elected officials communicate with, and through which channels? And which municipal voices carry the most weight in these conversations? This article answers these questions from the perspective of elected politicians themselves, using a pan-Canadian survey of municipal, provincial, and federal elected representatives. Our findings confirm that municipal intergovernmental relations depend heavily on informal institutions and personal relationships and highlight the key role of municipal mayors as spokespersons and advocates for municipalities in Canadian federalism.
