This study estimated the impact of an in-prison, therapeutic community (TC) substance abuse treatment program on management costs in a California prison. A deconstruction method was developed to estimate the opportunity cost of staff time and other resources involved in various prison administrative tasks. Compared to “non-treatment” yards within the facility, the TC environment generated lower administrative costs for disciplinary actions, inmate grievances, and major disruptive incidents resulting in lockdowns. These findings suggest that, in addition to their intended rehabilitative outcomes, prison-based TCs may foster institutional environments that help to control prison management costs.  相似文献

Using a comparative perspective, this paper explores two approaches to child/adult relationships and the practice of corporal punishment: a human rights perspective and a traditional perspective reflected in U.S. law. Source material for our analysis draws on statutes, court decisions, and human rights conventions relating to the status of children and corporal punishment. Legislation and case law reflecting each perspective are presented and analyzed. Discussions of the nature of and reasons for differences include: the absence of human rights principles as a touchstone for U.S. law, the avoidance of linking corporal punishment and violence in the law, and the persistence of a colonial model of child/adult relationships structured around adult dominance and control of children. In contrast, a human rights model has at its core the human dignity of the child. This approach extends human rights to children and discourages corporal punishment and oppressive relationships between adults and children. Finally, this paper discusses the value of bringing a human rights approach to our understanding of child/adult relationships and the use of corporal punishment against children.  相似文献

This is the first report regarding the characterization of the new synthetic cannabinoid 4F‐MDMB‐BINACA. 4F‐MDMB‐BINACA was first analytically confirmed in seized drug material using gas chromatography–mass spectrometry (GC‐MS), liquid chromatography–quadrupole time‐of‐flight mass spectrometry (LC‐QTOF), and nuclear magnetic resonance (NMR) spectroscopy. Subsequent to this characterization, 4F‐MDMB‐BINACA was detected in biological specimens collected as part of forensically relevant casework, including medicolegal death investigations and drug impaired driving investigations, from a variety of regions in the United States. Further analysis of biological specimens resulted in the identification of the metabolites 4F‐MDMB‐BINACA 3,3‐dimethylbutanoic acid and 4‐OH‐MDMB‐BINACA. 4F‐MDMB‐BINACA is appearing with increasing frequency as a contributory factor in deaths, creating morbidity and mortality risks for drug users. Laboratories must be aware of its presence and impact, incorporating 4F‐MDMB‐BINACA into workflows for detection and confirmation.  相似文献

Objectives

Describe the authors?? experiences in designing and conducting a randomized field experiment of a community-based, reentry program for ex-offenders.

Methods

Two surveys: one with reentry clients not involved in our outcome evaluation, and a follow-up survey of participants who underwent randomization in order to participate in the outcome study. Qualitative input from program staff and clients were also recorded, supplemented with observations of the authors.

Results

Having a research staff member located at the program site proved to be a key advantage for monitoring frustrations voiced by program staff and prospective clients, thereby allowing for the modification of the selection procedures over time to minimize resistance. Ultimately, the simplest approach proved to be the most acceptable. The importance of certain procedural justice themes were suggested by the survey results and the observed acceptability of our on-the-spot lottery approach to randomization.

Conclusions

The survey results (and our onsite experiences) provided unequivocal evidence that randomization was unpopular, but that resistance can be partially mitigated by adhering to basic principles of procedural justice.  相似文献

Over the last few decades, the use of non-intrusive geophysical techniques, which allows for coverage of an entire crime scene in a reasonable amount of time, in forensic investigation has increased. In this study, we analyze the effectiveness of ground-penetrating radar (GPR) in forensics. Experimental scenes were simulated and some of the most commonly buried items in actual crime scenes were introduced, such as bone remains, guns and drug caches. Later, a GPR survey was conducted on the experimental grids with a 500 MHz antenna. The final purpose was to characterize the radar wave response expected for each set of remains to assist with its identification in later actual investigations. The results collected provided promising information that can be used when surveying real cases. Nevertheless, there were some interpretational difficulties regarding the sizes of the items and the electromagnetic properties of the materials. For these cases, finite-difference time-domain modeling was employed to achieve an advanced interpretation of the field data. The simulated models used were built from accurate geometric data provided by photogrammetric methods, which replicate the experimental scenes in fine detail. Furthermore, this approach allowed for the simulation of more realistic models, and the synthetic data obtained provided valuable information for assisting in the interpretation of field data. As a result of this work, it was concluded that GPR can be an effective tool when searching for a variety of materials during a crime scene investigation.  相似文献

Bullets destabilized by ricochet or as the result of an impact with some intervening object experience a yawing to tumbling motion in flight. As a result, they often produce atypical entry wounds, but, as will be demonstrated in this article, this is not a certainty and such bullets can produce normal-appearing entry wounds. It is these wounds that are more difficult to recognize as the consequence of a ricocheted or deflected bullet at the time of autopsy. With few exceptions, ricocheted or deflected bullets also acquire characteristic damage and trace evidence inclusions that often survive the wound production process. A careful inspection of such bullets at the time of recovery will usually reveal such ricochet damage. Moreover, the instability of ricocheted bullets alters their soft-tissue penetration behavior in 2 possible ways. Destabilized full-metal-jacketed bullets will typically penetrate less than direct strikes by the same bullet. Destabilized jacketed hollow-point bullets will often fail to expand and subsequently penetrate more deeply than direct shots with the same bullet.  相似文献
