Although immigrants tend to be less involved in crime than the native-born, less is known about whether immigration is protective regarding family violence and, if so, why. This is especially problematic given that some cultural features of immigrants, such as machismo, may increase family violence. Using a random sample of adults in El Paso County, Texas, the present study finds that family violence is substantially lower among first generation Mexican immigrants compared to 1.5 generation immigrants, second generation Americans and third generation or higher Americans. Higher levels of acculturation to Mexico among first generation immigrants partially mediated, or explained, this finding. However, familism and machismo were not higher among first generation Mexican immigrants; and, while lower among first generation immigrants, acculturation to the US was not associated with higher levels of family violence. In the lead-up to the Paris Agreement, every country was invited to submit an intended nationally determined contribution (INDC), and indicate how it is fair. We analyse how countries have explained the equity of mitigation and adaptation in 163 INDCs, providing a bottom-up analysis of equity to complement a literature that has focused on top-down allocations. While no single indicator of equity was used by all INDCs, a menu of quantified indicators or tiered approaches could provide bounded flexibility across different national circumstances. The most common equity indicator used in mitigation INDCs is the country’s ‘small share’ of global emissions, followed by per capita emissions. The emissions of individual ‘small share’ INDCs add up to 24% of annual global emissions when using a consistent data set. Per capita emissions are used across a range of countries with low (0.5) to high (25 t CO2–eq per capita) values for that indicator. Adaptation is included in 89% of INDCs, of which more than half quantify impacts in some manner, and two-thirds use vulnerability as an equity argument. Broadly, we find that most claims to equity are either unsubstantiated or drawn from analysis by in-country experts. Only two INDCs refer to independent evidence, and none consider the consequences of their approach when applied to all countries. Given that the aggregate effect of INDCs will not be sufficient to keep global temperature increase well below 2 °C, and even less to keep temperature below a 1.5 °C rise, the INDCs have distributional implications. More rigorous information is needed to assess relative fair shares, which could be provided officially in future nationally determined contributions (NDCs). Absent improved information, it is likely that researchers and civil society will continue to assess informally what could be considered fair. A hybrid approach to equity—combining bottom-up assessment and top-down allocation—would be consistent with the hybrid architecture of the Paris Agreement, which comprises bottom-up elements such as NDCs and top-down elements such as global goals. Improved information on equity in NDCs will be an important input to the global stocktake ‘in the light of equity’.  相似文献

Various technical methods were investigated with the aim of developing a multiplex system to amplify five Y-chromosome STR loci in the same PCR reaction: DYS393, DYS19, DYS390, DYS389 I and DYS389 II. A sequenced allelic ladder was constructed with previously sequenced alleles including the most common ones. A number of reamplification conditions of the allelic ladders were tested. The pentaplex was evaluated for typing using two different platforms (ABI and ALF) with promising results. However, in degraded samples non-specific artifacts were observed in the DYS393 system in the same range of sizes as the real alleles. This system can also be typed in females under relatively low stringency conditions in the PCR amplification, making this system prone to errors in critical samples. This lack of specificity can be reduced by increasing the stringency of the PCR conditions. The DYS19 ladder cannot be reamplified as stutters appear after a few reamplifications. These stutters are probably due to a 2 bp slippage induced by the presence of a TA repeat stretch in the PCR amplified fragments. Non-specific products were also noted in the DYS389 I and DYS389 II amplification, although out of the range of other alleles in this pentaplex. This newly constructed pentaplex has proved to be very useful in population genetic studies because all five Y STR markers can be loaded in the same lane of a gel with other Y STR singleplex or multiplexes. The usefulness of Y-chromosome STRs in criminal casework is especially evident in analyzing azoospermic individuals.  相似文献

This study examined the relationship patterns of N = 20 child molesters (CM) using the Core Conflictual Relationship Theme (CCRT) method. The relationship patterns of the CMs were compared with those of a control group of N = 20 subjects from an out patient counseling service. Results showed that CMs had significantly less wish to be controlled, hurt, and not responsible than the control group. No significant difference was found between both groups for the CCRT response of other component (RO). For the response of self (RS) component, results indicated that CMs reported more relationship episodes in which they felt respected and accepted and self-controlled and self-confident. The authors suggest that these interactions could be indicators of the CMs'attempts to attribute blame to others and present themselves as victims. It is also suggested that CMs may have core issues involving autonomy and control.  相似文献

This article argues that a World Environment Organisation (WEO) does not promise to enhance international environmental governance. First, we claim that the establishment of an international organisation alone in a policy field currently populated by regimes cannot be expected to significantly improve environmental governance because there is no qualitative difference between these two forms of governance institutions. Second, we submit that significant improvement of international environmental governance through institutional re-arrangement must rely on a modification of decision-making procedures and/or a change of institutional boundaries. Third, we develop three principal models of a possible WEO. A WEO formally providing an umbrella for existing regimes without modifying issue-areas and decision-making procedures would be largely irrelevant. A WEO integrating decision-making processes of existing regimes so as to form comprehensive world environment rounds of intergovernmental bargaining would be largely dysfunctional and prone to a host of negative side-effects. A supranational WEO including large-scale use of majority decision-making and far-reaching enforcement mechanisms across a range of environmental issues might considerably enhance international environmental governance, but it appears to be grossly utopian. In conclusion, a WEO cannot be at the same time realistic, significant and beneficial for international environmental governance. Available political resources should be invested in advancing existing and emerging sectoral environmental regimes rather than in establishing a WEO.  相似文献

In this retrospective study, the interrater reliability and predictive validity of 2 risk assessment instruments for sexual violence are presented. The SVR-20, an instrument for structured professional judgment, and the Static-99, an actuarial risk assessment instrument, were coded from file information of 122 sex offenders who were admitted to a Dutch forensic psychiatric hospital between 1974 and 1996 (average follow-up period 140 months). Recidivism data (reconvictions) from the Ministry of Justice were related to the risk assessments. The base rate for sexual recidivism was 39%, for nonsexual violent offenses 46%, and for general offenses 74%. Predictive validity of the SVR-20 was good (total score: r = .50, AUC = .80; final risk judgment: r = .60, AUC = .83), of the Static-99 moderate (total score: r = .38, AUC =.71; risk category: r = .30, AUC = .66). The SVR-20 final risk judgment was a significantly better predictor of sexual recidivism than the Static-99 risk category.  相似文献
