Minor parties in English local government have largely been neglected by the research literature because of their lack of electoral success at the aggregate level. However, over the past decade minor party candidates have contested an increasing number of wards and this rise is disproportionate to their share of the vote. Developing the concept of ‘presence’ and a focus on wards rather than seats we use newly reworked data from the Elections Centre Database (University of Plymouth) to plot the proportion of wards contested by minor party candidates from 1973–2008. We argue that whilst changes in vote share are minimal throughout the period, the magnitude of the recent increase in minor party activity at the ward level is unprecedented and justifies further study. We also explore the variation in minor party activity between authority types, concluding that the explanation for the recent rise in contestation is not constant across similar authorities and electoral systems. We suggest that the explanation for minor party activity is much more complex and relative.  相似文献

This paper examines the likelihood of China’s legitimation as the global hegemon during an era of relative U.S. decline. Using Rapkin’s (1990) legitimacy deficit framework, the author tests China’s prospects for international legitimacy through the analysis of Chinese leadership at the United Nations (UN). While China’s recent exponential increase in contributions to UN peacekeeping and the UN regular budget signal growing Chinese global leadership, their consistent focus on regional interests, as displayed in UN Security Council and UN General Assembly debate and discussion, indicates the absence of an internationally supported agenda. In concluding, this paper asserts that recent Chinese legitimation efforts through UN leadership have been stonewalled by an inability to provide an international agenda with globally held values and beliefs.  相似文献

‘Postcolonial studies’ is the term given to the study of diaspora and the ideology of colonialism. Since the 1970s, when postcolonial studies was termed ‘Third World’ literature, and the 1980s, when it became ‘Commonwealth’ literature, the persistence of the framework of centre and margin, coloniser and colonised, has endured as a lens with which to view human identity and cultural expression. However, the relationship of postcolonial studies to international development is less well explored. Much of postcolonial studies is concerned with articulating patterns of gain, loss, inclusion, exclusion, identity formation and change, cultural evolution and human geographical dispersal in the wake of the after-effects of colonial rule. Postcolonial critics examine texts and images in order to make inferences about the significance of cultural identity and expression under these conditions. Often this is with a diachronic view of history. International development studies offers postcolonial critics a synchronic perspective on both the policy and materiality of political ideologies affecting cultural identity and expression. This paper looks at how the relationship between postcolonial and international development studies might be furthered in a dialectical exchange. Postcolonial critics such as Said and Pollard et al offer a critical understanding that informs policy making in international development contexts.  相似文献

Scholars of state politics are often interested in the causal effects of legislative institutions on policy outcomes. For example, during the 1990s a number of states adopted term limits for state legislators. Advocates of term limits argued that this institutional reform would alter state policy in a number of ways, including limiting state expenditures. We highlight a number of research design issues that complicate attempts to estimate the effect of institutions on state outcomes by addressing the question of term limits and spending. In particular, we focus on (1) treatment effect heterogeneity and (2) the suitability of nonterm‐limit states as good counterfactuals for term‐limit states. We compare two different identification strategies to deal with these issues: differences‐in‐differences (DID) estimation and conditioning on prior outcomes with an emphasis on synthetic case control. Using more rigorous methods of causal inference, we find little evidence that term limits affect state spending. Our analysis and results are informative for researchers seeking to assess the causal effects of state‐level institutions.  相似文献

A Compulsory Drug Treatment Correctional Center (CDTCC) was established in Australia in 2006 for repeat drug-related male offenders. Compulsory treatment law is inconsistent with a therapeutic jurisprudence approach. Despite the compulsory law, a normative offender rehabilitation framework has been established based on offender moral rights. Within moral rights, the offender rehabilitation framework addresses the core values of freedom (supporting autonomous decision-making) and well-being (supporting support physical, social, and psychological needs). Moral rights are underpinned by a theory or principle which, in this instance, is a humane approach to offender rehabilitation. While a law that permits offenders to choose drug treatment and rehabilitation is preferable, the article discusses the establishment of a prison based on therapeutic policy, principles, and practices that respond to participants as both rights-violators and rights-holders. The opportunity for accelerated community access and a therapeutic alliance with staff has resulted in offenders actively seeking to be ordered into compulsory drug treatment and rehabilitation.  相似文献

The use of franchises to deliver rail services has raised major problems. Franchises restrict competition in the market, whilst competitive bidding for franchises has met with difficulties, notably in relation to risk transfer and the recent use of short‐term contracts that have not been awarded competitively. Further, franchise agreements are detailed and highly stipulative and do not achieve the flexibility and opportunities for innovation originally intended. This reflects an underlying lack of trust resulting from the arrangements adopted on privatisation. By contrast, in Sweden regional services have been procured through contracts with limited risk transfer, and in Italy provision of services has been entrusted to a dominant operator with comparatively limited detailed service specifications; both seem to have been more successful. For the future in the UK, possibilities include greater use of competition, a return to public ownership, regionalisation, and the use of concessions with limited risk transfer to secure stability.  相似文献

Counter‐knowledge refers to flaws in citizens' mental models arising from utilization of rumours, inappropriate knowledge structures, outdated routines or procedures. When counter‐knowledge is applied to civil servants, it may result in problems of efficiency, equity and motivation. This paper examines the relationship between counter‐knowledge and open‐mindedness to model a framework for improving city marketing and policy development. This study tested two measurement models. While the theoretical model represents the effect of counter‐knowledge on city marketing and that the latter has a negative effect on open‐mindedness, the alternative model involves that counter‐knowledge has a positive indirect impact on open‐mindedness. These relationships are examined through an empirical investigation of 203 Spanish city halls. The results show a potential positive indirect effect of counter‐knowledge on open‐mindedness through city marketing programmes. This paper clarifies the existing literature, which tries to contribute to the discussion of city marketing, and helps us to obtain meaning out of the relationship between counter‐knowledge, city marketing and open‐mindedness.
