Optimisation of cellular DNA recovery from tape-lifts

Adhesive tape-lifts are a commonly used technique for the recovery of DNA from forensic exhibits. Examination of large forensic exhibits or tape-lifts from old “cold” cases can make the direct submission of the tapes for extraction difficult. By applying a swab loaded with an organic solvent to the tape-lift, any DNA bound to the tape can be transferred and concentrated on to the swab head. Whilst removing any DNA, the tape's glue adhesive is also transferred. This requires a modified extraction technique that can dissolve the adhesive whilst maintaining the integrity of any DNA. Of several solvents tested, xylene was shown to be the solvent of choice, efficiently removing the adhesive and any bound DNA. A modified chelex extraction method, again incorporating xylene, provided optimal conditions for dissolving the adhesive and releasing the DNA for lysis.     

Voluntary Greenhouse Gas Reporting—Not an Option for Much Longer

Based on the worldwide movement toward climate change, voluntary reporting of greenhouse gases is something every business—large and small—should consider doing now. Reporting makes sound business sense and will become mandatory in the US within the next few years. It provides a competitive advantage, baseline protection, input to new regulations, and preparation for emissions trading.

This article suggests that corporate officers have a fiduciary duty to voluntarily report. Not reporting could cost their companies money, unnecessary time catching up, reputation damage, and potential lawsuits from shareholders who believe that the corporate officers knew or should have known to investigate the issue and react.     

Abortion Law and Scotland: An Issue of What?

In recent years, several decisions have been made regarding the devolution of abortion laws from central government at Westminster to the devolved regions of the United Kingdom. This article considers the decision to devolve abortion law to Scotland. It addresses Westminster debates from the time, employing a discursive analysis to examine the arguments made for this legislative move. It argues that the debate was largely a proxy argument for the broader question of Westminster–Edinburgh relations and Scottish independence. It further argues that utilising abortion in this way is problematic, and politicises an area which is better seen as an issue solely of women's rights.     

Fiscal Crisis and Community Development: The Great Recession,Support Networks,and Community Development Corporation Capacity

Community development corporations (CDC) are a cornerstone of neighborhood improvement in legacy cities. Yet they face challenges that threaten their financial sustainability, challenges that grew exponentially with the Great Recession. This article examines the impact of the Great Recession on the revenue and survival of CDC in Baltimore, Maryland; Cleveland, Ohio; and Detroit, Michigan. An analysis of financial data from the National Center for Charitable Statistics from 2004 to 2011 highlights issues of industry contraction, revenue concentration and loss, and CDC survival. Interviews and examination of multiple secondary sources of information on CDC activity and support networks in each city further our understanding of the financial results. We find that the CDC industry in all three cities was severely impacted by the Great Recession and that the CDC support networks in each city had a significant intervening effect on the ability of CDC to adapt to the fiscal and service pressures created by the recession. We discuss the implications of the shared trends and the city-specific dynamics for the role of CDC in neighborhood improvement in legacy cities.     

The impact of extralegal factors on perceived credibility of child victims of sexual assault

ABSTRACT

The study examined the impact of victim age, victim gender, and perpetrator gender, across five domains of witness credibility: accuracy, believability, competency, reliability and truthfulness. The study also investigated which of these sub-constructs is the best predictor of guilt. 231 adult lay-people completed a survey measuring perceived credibility. Victim age emerged as having the most consistent effect, with the 5- and 10-year-old victims rated as more credible than the 15-year-old victim. Despite their legal incapacity to consent to sex, 15-year-old victims appear to be viewed as ‘quasi-adults’. Victims were rated as more accurate and truthful when the defendant was male compared to when the defendant was female. This may be due to the availability heuristic, as cases involving female defendants are less common. A significant main effect for victim gender was found for the competency sub-construct, such that males were rated as more competent than females. This result suggests that gendered attitudes and stereotypes may begin in childhood and extend to complainants of sexual assault. Main effects for accuracy and truthfulness, were qualified by three-way interaction effects. The five-factor model of perceived credibility accounted for 42% of variance in guilt perceptions, with truthfulness emerging as the strongest predictor of guilt.     

Does free recall moderate the effect of mental context reinstatement instructions on children's cued recall?

Cognitive Interview instructions increase children's recall of events; one important instruction is the mental reinstatement of context. We examined one factor that may affect mental context reinstatement: whether children had the opportunity to freely recall the event before answering cued recall questions. One hundred and fifty-two children aged 6, 9, or 11 years were interviewed twice about a staged event. The event consisted of an argument between two adults about whose turn it was to show the children a film. One week after the event, some of the children received mental context reinstatement instructions before having their cued recall tested. Some children also received a free recall test immediately before the cued recall test. In the second interview, 2 weeks after the first interview, all children freely recalled the event. The results showed no effects of mental context reinstatement instructions and no moderating effect of free recall on children's cued recall. The implications of these findings and directions for future research are discussed.     

Approaches to Reduce Conflict when Insuring the Environmental Cleanup of Closed Military Bases Intended for Redevelopment

Base Realignment and Closure (“BRAC”) of military bases has occurred in waves over the last few decades. Many of these properties were operational through World War I, World War II, the Korean War, the Vietnam conflict, and into the modern Cold War. As part of the United States military's transfer of these properties to the local municipalities, which includes significant funds to cleanup remaining chemicals of concern, contract terms of the transfer typically require insurance policies that have the intention of mitigating the risk of additional future cleanup costs. As a result, numerous BRAC sites have established contracts with environmental consultants who have provided guaranteed fixed price contracts for cleanup of the site. To mitigate additional future cleanup costs, the environmental contractor is required to purchase a stop loss or cost cap insurance policy for their guaranteed fixed price contract to share the risk that there will be cost overruns in the cleanup of the known pollution. The redeveloper is required to purchase Premises Pollution or Environmental Liability insurance to share the risk that any newly discovered contamination will not result in additional cleanup costs for the redeveloper. This paper will discuss some of the recent lessons learned regarding (1) the terms of the initial cleanup transfer agreement, (2) efforts for project scoping/set-up, and (3) subsequent implementation dynamics of the relationships between the US Military, local municipality, redeveloper, and environmental contractor.
