The development of formulas to distribute federal funds to states based on demographic data continues to challenge data and policy analysts. Analysts must forward the best objective statistical analysis and data inputs to formula specifications while acknowledging the politics of the legislative process that authorizes federal funding formulas. This article evaluates the federal funding formula for the State Children's Health Insurance Program (SCHIP) using key formula components of need, effort, capacity, and performance. We also examine the operationalization and measure of the target population in the SCHIP funding formula. Legislative decisions on formulas are, by nature, based on compromises that balance competing policy objectives. The analyst's role is to continually review current research standards, data quality, and relevant formula inputs and make recommendations to refine federal funding formulas to better target resources to their intended populations.  相似文献

In response to continued concerns over crime and violence, schools are increasingly employing visible security measures such as cameras, metal detectors, and security personnel. These security measures are not mutually exclusive, but few studies have considered the relationship between the use of multiple forms of security and youth’s exposure to drugs, fighting, property crime, and firearms at school. To address this issue, we analyzed nationally representative school administrator-reported data from the School Survey on Crime & Safety, using a quasi-experimental design with propensity scores to adjust for potential confounding factors. The results indicated that utilization of multiple security measures reduced the likelihood of exposure to property crime in high schools, but most other security utilization patterns were associated with poorer school safety outcomes. Our findings provide guidance to policymakers in considering whether to use – or expand – visible school security measures in schools.  相似文献

Gender has been hypothesized to affect how violent offenders are treated within the criminal justice system, but studies have tended to ignore the role of the victim in decision making. This study explores the interactive effects of offender and victim sex (i.e., the sex dyad) on reporting and arrest of one-on-one assaultive crime. Using data from the National Crime Victimization Survey and National Incident-Based Reporting System, findings show that male-on-female offenses are reported to police more often than other dyads, but female-on-male offenses result in more arrests. Meanwhile, female-on-female offenses result in fewer arrests, despite nonsignificant differences in reporting. Implications of findings for theory and future research on gender discretion are discussed.  相似文献

Abstract: Recently, the authors have noted that many studies involving the characterization of chopping weapon wounds have used either semi‐fleshed or defleshed bones (e.g., J Forensic Sci 2001; 46: 228). As these types of specimens do not reflect the full range of actual cases of postmortem dismemberment or perimortem trauma, 11 fresh pig (Sus scrofa) articulated hind limbs, with contiguous surrounding flesh, were inflicted with wounds using two axes and two hatchets. Defleshed humeri and femora were subjected to the same treatment. While there were no great differences found between the fleshed and defleshed specimens, characteristics observed including entrance site width and the presence of chattering were inconsistent with some aspects of Humphrey and Hutchinson’s study (J Forensic Sci 2001; 46: 228). Further, it was found that curve transverse and spiral fractures were prevalent in femora, while longitudinal fractures were prevalent in fibulae. Hence, fracture types may play a role in characterizing some wounds caused by chopping weapons.  相似文献

Batterers intervention programs (BIPs) constitute a primary intervention for perpetrators of intimate partner violence (IPV). There is little understanding as to what elements are necessary for a good intervention program. We conducted 36 individual semi-structured interviews with professionals working with BIPs. Our results yielded three thematic categories: (1) optimal BIP structure—group size and program duration should foster change and interaction, (2) facilitator characteristics—co-facilitation is ideal, and facilitators should have IPV training, and (3) program approaches–programs should challenge their clients on their behavior, promote an environment of safety and openness, and strive to adapt to clients.  相似文献
