Policymakers and the public often turn to scientific experts for help in making decisions about complex policy problems. Such decisions, however, may involve trade‐offs among desired goals and so require considerable technical and political judgment. Typically there is no objectively "best" answer, although some answers may be better than others. We use a case study of a landfill siting process in Orange County, North Carolina, to analyze how quantitative scoring schemes may best be used to facilitate site selection processes. Quantitative scoring schemes, used and interpreted properly, can help policymakers and the public focus their attention on central rather than peripheral issues, and thereby conduct a more informed political debate. For the quantitative scoring scheme to fulfill this role, however, the community must be explicit about how the scoring scheme will be used within the larger decisionmaking framework. Clarifying the power and limitations of quantitative scoring schemes shows promise for facilitating decisionmaking regarding other locally unpopular land use siting processes, as well as any public policy decision involving multiple objectives. © 2000 by the Association for Public Policy Analysis and Management.  相似文献

This article explores knowledge about the breast in lived experience, addressing a gap in empirical research on a highly gendered cultural trope and embodied organ. We present findings from a study that used a free-associative psychosocial method—the Visual Matrix—in order to stimulate expressions of tacit aspects of the breast, aiming to generate an understanding of relations between embodied and enculturated experiences. Our data revealed how an aesthetic of the grotesque in one matrix allowed the mainly female group to use humour as a “creative psychic defence” against culturally normative and idealized aspects of the breast. This was expressed through symbolizations, affectively delivered in an exuberant mode, emphasizing the breast‘s potency and its potential for nurturance and “weaponization”. Through this feminine poetic, life and death became inseparable yet ambiguous dimensions of breasts. The breast’s life-affirming qualities included the sensual, the visceral, and the joyful—a material-semiotic knowing. This was incontrast to a second matrix, which expressed a more ambivalent and troubled response, and in which associations were weighted towards the spectacular breast of an ocular-centric culture that privileges hetero-masculine looking. We discuss differences between the two matrices in terms of psychosocial tensions between embodied and enculturated experiences.  相似文献

ABSTRACT

Donald Trump’s victory in the 2016 Republican primary defied the predictions of many politicians, pundits, and political scientists. Yet, while Trump’s nomination was hard to predict, it is not difficult to explain. We show that Trump’s campaign message succeeded by activating longstanding, but often unappreciated, sentiments among Republican voters about immigration and economic entitlements. In particular, his support was concentrated among Republican voters with hawkish views on immigration and relatively liberal views on economic policy. Moreover, these views preceded support for Trump, rather than the other way around. Drawing on an original panel survey, we show that attitudes about immigration and economic entitlements measured in 2011 strongly predicted support for Trump in 2016. Although Trump’s coalition struck many observers as odd, it was predicated on a set of attitudes that is not unusual among Republican voters. He simply hunted where the ducks are.  相似文献

National licensing examinations are typically large‐scale examinations taken early in a career or near the point of graduation, and, importantly, success is required to subsequently be able to practice. They are becoming increasingly popular as a method of quality assurance in the medical workforce, but debate about their contribution to patient safety and the improvement of healthcare outcomes continues. A systematic review of the national licensing examination literature demonstrates that there is disagreement between assessment experts about the strengths and challenges of licensing examinations. This is characterized by a trans‐Atlantic divide between the dominance of psychometric reliability assurance in North America and the wider interpretations of validity, to include consequences, in Europe. We conclude that the debate might benefit from refocusing to what a national licensing examination should assess: to achieve a balance between assessing a breadth of skills and the capacity for such skills in practice, and focusing less on reproducibility.  相似文献

Past research has shown that adolescents justify social exclusion based on concerns for group functioning, and yet, to date, no study has evaluated whether group functioning justifications shift or remain stable across different exclusion contexts. In this study, we systematically manipulated exclusion context (i.e., competitive or noncompetitive soccer groups) and individual characteristics of the target of exclusion to test the nature of the interaction between these factors during exclusion judgments. Adolescents’ (N = 201; 61 % Female) exclusion judgments differed across contexts only when an individual’s ability was under consideration. Intergroup (i.e., gender, nationality) and interpersonal (i.e., aggression, shyness) characteristics overwhelmed contextual considerations. Results indicate the complexity of factors weighed by adolescents when making exclusion judgments, and suggest the need for extension of the present findings to understand more fully the interaction between the context of exclusion and individual characteristics in exclusion judgments.  相似文献

Using Monte Carlo simulation,we evaluate the properties of point estimates and standard errors(SEs) generated by ordinary least squares (OLS) as applied toboth individual-level and cluster-level data. We also compareOLS to alternative random effects estimators, such as generalizedleast squares (GLS). Our simulations assess efficiency acrossa variety of scenarios involving varying sample sizes and numbersof clusters. Our results confirm that conventional OLS SEs areseverely biased downward and that, for all estimators, gainsin efficiency come mainly from increasing the number of clusters,not increasing the number of individuals within clusters. Wefind relatively minor differences across alternative estimationapproaches, but GLS seems to enjoy a slight edge in terms ofthe efficiency of its point estimates and the accuracy of itsSEs. We illustrate the application of alternative estimationapproaches using a clustered experiment in which Rock the VoteTV advertisements were used to encourage young voters in 85cable TV markets to vote in the 2004 presidential election. Here we recount the experience of designing and executing an experimental summer course, at two different universities, that used popular films as primary texts to facilitate active learning about foreign policy. One course, designed for non–political science majors, was offered at the introductory level as credit/no credit; the other, intended for students with some background in political science and international affairs, was offered as an upper-level graded course. We held many of the films and readings constant across the two courses so that we could track similarities and differences between the courses. Here we report on why and how we designed the movie courses and what films and readings we used. We also evaluate the courses by drawing on the assessment mechanisms we employed as well as the students' evaluations. In short, although there are some important trade-offs involved in designing a movie course, we found the experience to be a positive one that prioritized student learning in a relaxed and novel way and achieved with some success the procedural and conceptual learning goals that we set forth.  相似文献

ABSTRACT

I use the concept of gendered embodied structures of violence as the analytical framework for illustrating how in rural Huehuetenango, Guatemala, historical and contemporary structures and processes of violence which center the normalization of multiple forms of implied or actual physical and sexual violence against women (and often other men and children) continue to undermine efforts to strengthen women’s rights and provide access to safety and justice for women. Overlapping structures of primarily male power suggest the difficulty of separating state and non-state actors from the vectors of violence affecting women. This article contributes to emerging literature on indigenous women’s access to justice in Latin America through adding a transnational lens to this discussion and suggesting why we cannot separate pubic from private violence and state from non-state actors.  相似文献
