AbstractTibor Eckhardt, a Hungarian émigré, was a key player in American intelligence operations regarding Hungary during World War II and the early Cold War. He worked closely with a secretive American intelligence organization headed by John Grombach, an American intelligence officer who was a vehement opponent of the CIA. Though Eckhardt and Grombach shared concerns about the CIA, they were also forced to cooperate with it. Eckhardt’s endeavors and those of the many Hungarians whose intelligence work he coordinated were ultimately futile. Objectives
To examine the impact of face-to-face restorative justice conference (RJC) meetings led by police officers between crime victims and their offenders on victims’ post-traumatic stress symptoms.Methods
Two trials conducted in London randomly assigned burglary or robbery cases with consenting victims and offenders to either a face-to-face restorative justice conference (RJC) in addition to conventional justice treatment or conventional treatment without a RJC. Post-traumatic stress symptoms (PTSS) were measured with the Impact of Event Scale-Revised (IES-R) within 1 month of treatment for 192 victims. We assessed the prevalence and severity of PTSS scores following treatment, using independent sample t tests and chi square statistics. We further measured the magnitude of the differences between the groups, using effect size analyses.Results
Analyses show that PTSS scores are significantly lower among victims assigned to RJC in addition to criminal justice processing through the courts than to customary criminal justice processing alone. There are overall 49 % fewer victims with clinical levels of PTSS, and possible PTSD (IES-R?≥?25). Main treatment effects are significant (t?=?2.069; p?.05).Conclusions
Findings suggest that restorative justice conferences reduce clinical levels of PTSS and possibly PTSD in a short-term follow-up assessment. This article presents the key findings of an evaluation of a mentoring scheme being implemented for individuals deemed vulnerable to violent extremism in the West Midlands region in the United Kingdom. The key findings of this study are, firstly, that mentoring around violent extremism carries distinctive features, and can be distinguished from mentoring in other areas of criminal behavior or in drug/alcohol use. Secondly, there is ongoing debate around what the purposes of mentoring are; crystallizing around the key question of whether mentoring in the area of violent extremism is about changing beliefs or changing behavior, or both; therefore, how to measure success? The article examines the different theoretical fields in relation to de-radicalization, disengagement, desistance, and debiasing in order to situate the article's findings in a broader body of work. This article also links individual mentoring to the notion of community, for it is important to consider the individual who is being mentored in relation to the broader set of communities that they belong to or associate with. The key feature of the dominant liberal approach to peacebuilding is the neoliberal marketisation of peace, rather than engagement with civil society and the agents and subjects of this peace. This is a particularly Western, liberal, and Enlightenment-derived discourse of peace, which is far from culturally and socially appropriate or sensitive, and has little chance of establishing a locally self-sustaining peace. This represents a “romanticisation of the local”, of civil society, and of the liberal culture of peacebuilding. The broadening of definitions of security has been reflected in the conceptual development of a variety of European institutions, though a credibility gap seems to exist between their goals and objectives and their ability to take decisive action. Given the fact that the path of EU expansion has now reached into zones of instability, marred by intractable conflicts related to sovereignty, identity, development, and human rights, it is important to examine the borders at the fringes of the EU, and what their conceptual and practical significance is, both for actors already inside the union, but also for actors who are located in zones outside EU borders.
