Governments at all levels buy mission‐critical goods and services whose attributes and performance requirements are hard to define and produce. Many governments—and the public managers who lead them—lack experience and knowledge about how to contract for complex products. The contract management counsel provided to public managers is thin. Missing is a conceptual managerial framework to guide purchasing the complex products that are often so critical to public organizations' core missions. Drawing on perspectives from across the social sciences, the framework presented in this article provides guidance on how managers can harness the upsides of complex contracting while avoiding its pitfalls. The framework helps identify conditions that increase the likelihood of positive outcomes for the purchasing government and the vendor—the win‐win. To illustrate the framework, the article provides examples of successful and failed acquisitions for complex products such as transportation projects, social service systems, and information technology systems. 相似文献

Replication studies relate to the scientific principle of replicability and serve the significant purpose of providing supporting (or contradicting) evidence regarding the existence of a phenomenon. However, replication has never been an integral part of public administration and management research. Recently, scholars have called for more replication, but academic reflections on when replication adds substantive value to public administration and management research are needed. This article presents the RNICE conceptual model, for assessing when and how a replication study contributes knowledge about a social phenomenon and advances knowledge in the public administration and management literatures. The RNICE model provides a vehicle for researchers who seek to evaluate or demonstrate the value of a replication study systematically. ABSTRACTThis study draws upon the return experiences of Ethiopian women trafficked to the Middle East. Understanding these experiences is critical to informing the design of effective government policy to mitigate obstacles to return and reintegration. This study was conducted in Addis Ababa with five women who were trafficked to Bahrain and later returned to Ethiopia. Action research was used to establish an inquiry group of women in order to produce a viable vision for successful reintegration. Despite initial high hopes, the returnees did not see migration as producing positive returns. All five participants agreed that their experiences in the destination were devastating and thus they were relieved to have returned to their home country. Nonetheless, reintegration was a difficult process for them. In addition to not accumulating enough savings to enable them to reintegrate economically, they all faced misunderstandings and impractical expectations from their families and community. The women suggested that adequate protection from law enforcement, facilitation of income-generating activities, and improved access to rehabilitation and medical services are important elements of successful return and reintegration. Effective return and reintegration policy is needed to ensure that trafficked returnees can become productive citizens in their home country. 相似文献

ABSTRACTUsing an in-depth interview with an Ethiopian returnee who lived abroad for 17 years, this study examined both integration and reintegration experiences. For this returnee, the experience of migration was psychologically costly. Challenges in the host country included acquiring a resident permit, overcoming language barriers, and contending with oppression and marginalization. Being treated unequally was a major push factor for his return to Ethiopia. Despite his relief upon reentering his home country, he faced challenges which made reintegration difficult, including the inefficiency of government offices, lack of a work ethic, time mismanagement, and the unsystematic processes in a developing country. To facilitate integration and reintegration processes, more effective policy responses of both the host and home countries are needed. Developing countries should not miss the opportunity to capitalize on the potential contributions of returnees who are committed to bringing about positive change in their homeland. 相似文献

The article scrutinizes the emergence and expansion of EU-related professions and forms of occupation from a field-analytical perspective. Starting from the observation that the EU is not just an influential political actor, but also an expanding area of work, expert involvement and job specialization the paper discusses various forms, dimensions and loci of the ongoing “professionalization” of Europe. It is shown that the expansion of EU-related professional activities is not just a phenomenon of Brussels and the “Eurocracy”, but has expanded into the member states and various areas of occupational activity and expertise. The EU professionalization is conceptualized as a transnational field of specialization and professionalization which produces own principles, forms of knowledge and resources which are used and reproduced by experts and specialists. This article addresses the question of whether the economic crisis provides a politically opportune time to drastically curtail public healthcare in South Europe or whether, instead, there are signs of longer-term reform strategies for potentially balancing fiscal targets with the quest for enhanced value and health outcomes, when eventually growth resumes. After a brief examination of the profile of healthcare systems in Greece, Italy, Portugal and Spain prior to the crisis, we comparatively assess the mix of retrenchment, restructuring and recalibration strategies. The effects of the austerity-driven reforms on current (and expected) health outcomes are also briefly analysed. We conclude with reflections on the future of public healthcare in South Europe. 相似文献

Since the 1980s, regulated markets and New Public Management have been introduced in the public sector across the world. How they have affected existing governance mechanisms such as self‐regulation and state regulation has remained largely unexplored, however. This article examines the origins and consequences of institutional layering in governing healthcare quality. Dutch health care, where a market‐based system has been introduced, is used as a case study. The results show that this market‐based system did not replace but modified existing institutional arrangements. As a result, hospitals have to deal with the fragmentation of quality demands. Using the concept of institutional layering, this study shows how different arrangements interact. As a consequence, the introduction of a certain policy reform will work out differently in different countries and policy sectors. Our ‘archaeological’ study in this layering can be seen as an example of how such incremental change can be studied in detail. 相似文献
