Abstract: Why do European elections look more like national elections in retrospect than in prospect? One possibility is that during the run-up to a European election party leaders appeal for the votes of their 'normal' supporters, and their success in these appeals gives rise to the 'normal' outcome of the campaign. To test this hypothesis two definitions of 'normal supporters' are evaluated and the outcome is to discredit the use of party identification as a means of identifying supporters. Instead, social structure is employed to identify the groups that might respond to party appeals, and the basic finding of the article is that supporters defined in this fashion do increase their support for appropriate parties during the run-up to a European election, as though they were responding to appeals of the hypothesized kind. 相似文献

On 24 September 2001, President Bush announced the first stage of the War on Terrorism with an attack against the terrorist financial infrastructure. Since then, the impact of this attack on Al Qaeda's ability to operate has been minimal, for three reasons. First, Al Qaeda has built a strong network of financiers and operatives who are both frugally minded and business savvy. As a result, terrorist finances are often hidden in legitimate and illegitimate businesses and disguised as commodities and cash. Second, Al Qaeda has learned to effectively leverage the global financial system of capital markets. Small financial transfers, underregulated Islamic banking networks and informal transfer systems throughout the world make it almost impossible to stop Al Qaeda from moving money. Third, Al Qaeda has built a significant base of Islamic charities in Saudi Arabia with international divisions that have not been scrutinized or controlled by the regime. As a result, Al Qaeda's sophisticated financial network may be able to sustain international efforts to disrupt it. Financial regulations imposed to reduce terrorist financing must be applied more broadly and be supported by significant resources. An improvement in the war on terrorist financing requires better international coordination, more effective use of financial regulations, and regulating the Saudi Arabian charity structure.‐ 相似文献

This essay critically evaluates the recent phenomenon of ‘evidence‐based management’ in public services that is especially prominent in health care. We suggest that the current approach, broadly informed by evidence‐based health care, is misguided given the deeply contested nature of ‘evidence’ within the discipline of management studies. We argue that its growing popularity in spite of the theoretical problems it faces can be understood primarily as a function of the interests served by the universalization of certain forms of managerialist ‘evidence’ rather than any contribution to organizational effectiveness. Indeed, in a reading informed by the work of French geographer Henri Lefebvre, we suggest that in the long term the project is likely to inhibit rather than encourage a fuller understanding of the nature of public services. This paper reports on a new methodology to estimate the “cost of crime.” It is adapted from the contingent valuation method used in the environmental economics literature and is itself used to estimate the public's willingness to pay for crime control programs. In a nationally representative sample of 1,300 U.S. residents, we found that the typical household would be willing to pay between $100 and $150 per year for programs that reduced specific crimes by 10 percent in their communities.
