Teenagers and their Parents: Parental Time and Parenting Style—What are the Issues?

Two recent reports, from the ippr and UNICEF have provided disturbing evidence on the behaviour and well‐being of young people in the UK. The ippr's Report suggests that a significant explanatory factor is the lack of time children spend with parents and other adults. But is mere ‘presence’ the key? The paper briefly reviews the possibilities parents in the UK have to spend time with their children by exploring how much and when they work in relation to parents in other European countries, and goes on to report on evidence from interviews with parents and children, which signal the importance of parenting style. I suggest that time with children is not unimportant, which has implications for Government's decision not to extend the right to request flexible working patterns to parents with older children, but that it is far from being the only factor at stake. The increasing difficulties parents face in negotiating the transition to independence with their teenage children indicate a need for parenting to be on the policy agenda.     

Deterring Sex Sales to International Tourists: A Case Study of Thailand,South Korea,and the Philippines

In developing areas, large-scale international tourism often offers a market for illegal goods and services. Unable to directly control sex sales, governments may decide to discourage prostitution by making the industry less profitable. Sex is sold to international tourists in Thailand, South Korea, and the Philippines through the oligopolistic hotel/travel agency and competitive streetwalker markets. Applying legal sanctions prices change and sales decrease in both markets. The per unit cost of law enforcement is borne more heavily by customers on the street and by firms in the hotel/agency market owing to the markets' respective inelastic and elastic demand segments. If enforcement against sellers in both markets represents a fixed cost, initially sales will not decline, but firms will experience diminishing profits. The optimum short- and long-run effects result from applying enforcement against firms in the hotel/agency market.     

Fathers,Families and Work: Putting ‘Working Fathers’ in the Picture

This article is a review of Fathers, Families and Work, one of a series of reports published as part of the Equality and Human Rights Commission (EHRC)'s ‘Working Better’ programme. The article examines Fathers, Families and Work in the context of the wider conclusions and recommendations of the ‘Working Better’ programme and considers the extent to which these recommendations will translate into public policy. It concludes that there is a gap between parents' desire for both mothers and fathers to be involved in caring for children and the reality of long hours and inflexible workplaces that limits the time men can spend caring for children.     

Childcare Policies and the Politics of Choice

Governments have intervened in two basic ways on childcare: via the provision of leaves to care (usually taken by mothers) and the provision or (often only partial) financing of childcare services. These policy options reflect the fundamental debate on how young children should be cared for. Labour has developed both policy areas since 1997, but there is a question mark over how far mothers and fathers have a ‘real choice’ to work and/or to care. Parents' choice in this policy area is a sensitive political issue and, this article suggests, requires a careful balancing of policy instruments. Policy goals may conflict with preferences and there is also the difficult issue that parents' choices may prejudice their future welfare in a work/welfare system that is tending to assume that there will be increasing capacity for self‐provisioning.     

An Analysis of the Time to Adoption of Local Sales Taxes: A Duration Model Approach

The timing of the decision of local governments to adopt a local sales tax is explored in a duration model with time‐varying covariates. Our framework suggests a set of factors associated with the decision to adopt a local sales tax and we find empirical support for these factors. We also consider whether the adoption by one jurisdiction depends on the adoption by neighboring jurisdictions and find empirical support for interdependency of behavior.
