农村合作医疗法律制度的缺陷与完善

新型农村合作医疗法律制度的政策目标是减少农民“因病致贫和因病返贫”现象。自实施以来,取得了显著的效果,但也暴露出一些问题,如自愿性影响参保率不高,保障水平较低,缺乏必要的法律支持等。完善农村合作医疗法律制度的缺陷完善途径包括：采用自愿与强制相结合的原则,提高新型合作医疗保障水平,适度引入商业保险机制,完善农村合作医疗制度的立法。

针对历年频繁发生的铁路事故,利用马尔可夫链模型的原理进行预测.介绍了使用这种模型的方法与步骤.预测结果表明,利用马尔可夫链模型预测铁路事故是可行的.可为相关部门采取预防和应急救援措施提供参考.     

改革开放以来我国环境刑事立法的回顾与前瞻

环境刑法是特别刑法体系中最具创意和活力的分支部门。我国改革开放三十年来环境刑事立法取得长足进展,整体呈现为内容严密化和形式集约化的趋势。未来我国环境刑事立法应当坚持以科学发展观为指引,以服务生态文明建设为旨归,科学调整立法体例,适度有序拓展调控范围,植入先进规制技术,完善制裁模式体系。     

美国政府应对金融危机的监管改革方案及其启示

2009年6月18日,美国政府发布题为"金融规制改革:新基石"的金融改革方案,2009年7月22日,美国政府向美国国会递交"2009年美国金融监管改革法案"的议案,对前者进行补充和完善.美国金融监管改革方案包括的主要内容有:改革美国金融监管体制,加强对金融机构的并表监管,建立金融市场的全面监管体系,加强金融消费者和投资者的保护,提高国际监管标准和加强国际合作.美国的金融改革方案对我国银行监管、金融市场监管、金融创新及消费者保护等方面均有重要的启示作用.     

行政法律规范作为行为规范研究

行政法律规范本应是十足的行为规范,但在我国却出现“裁判规范化”现象,必须改变这种认识与现状,还行政法律规范作为行为规范的法律特质,实现行政法律规范应有的完全价值。行政法或行政法律规范的行为规范化就在于：通过行政法或行政法律规范的制定与实施,对行政机关和公民、法人及其他组织的行为加以约束或限制,实现行政秩序。强化行政法律规范行为规范化去裁判规范化的途径是多样的：在改变规范意识的前提下,将直接规范公民权行为和行政权行为作为立法的重心,同时在行政执法中应实现对公民权行为和行政权行为的双重规范,改变泛责任化现象,并且要去司法中心化。     

中国东盟贸易2004～2005年分析与预测

Application of 3D Laser Scanner to Forensic Engineering

In the case of building collapses and overturned structures, a three‐dimensional (3D) collapse or overturn model is required to reconstruct the accident. As construction sites become increasingly complex and large, 3D laser scanning is sometimes the best tool to accurately document and store the site conditions. This case report presents one case of a structure collapse and one case of an overturned crane reconstructed by a 3D laser scanner. In the case of structural collapse of a prefabricated shoring system, a 3D model reconstructed all the members successfully, a task that is nearly impossible using a scale such as a tape measure. The reconstructed prefabricated shoring system was verified through a structural analysis through comparison with the construction drawings to investigate faults in construction. In the case of the overturned crane, the jib angle and other major dimensions were successfully acquired through 3D laser scanning and used to estimate the working radius. As a result, the propriety of the working radius with the given lifting load was successfully determined.     

Latent Fingermark Development on Thermal Paper using 1,2‐Indanedione/Zinc and Polyvinylpyrrolidone,

Polyvinylpyrrolidone (PVP) has been used in combination with 1,2‐indanedione (1,2‐IND) and ZnCl₂ (Zn) to develop latent fingermarks. The results show that the optimal ratio of 1,2‐IND/Zn:PVP is 1.0:0.4 (the concentration of PVP is 8%) for developing fingermark. The developed formulation was tested on the surfaces of 12 kinds of thermal papers. The variation in the fingermark development efficiency was observed within the same and among different kinds of thermal papers. The fingermark development efficiency was mostly better on the thermally sensitive surface compared to the thermally nonsensitive surface. However, similar or even better development was observed from a few thermally nonsensitive surfaces. The present method has shown better efficiency compared to the three other proposed methods on the thermally sensitive surface. In contrast, the present method was proven not the best for the thermally nonsensitive surface.     

Collection of Wet‐Origin Footwear Impressions on Various Surfaces Using an Electrostatic Dust Print Lifter

Electrostatic dust print lift method is known to be able to recover only dry‐origin footwear impression. However, the wet‐origin footwear impression could also be recovered using this method. As the amount of dust accumulated before deposition of the wet‐origin footwear impression increased, the intensity of the footwear impression lifted with this method became stronger. If the footwear impression is not affected by moisture after it is made, the 28‐h old wet‐origin footwear impression could be recovered using this method. The intensity of the lifted footwear impression did not decrease significantly even when the number of sequential steps increased as long as the shoe sole is wet. However, when the moisture on the shoe sole depleted, the intensity of the footwear impression decreased sharply. This method has the advantage of being able to enhance the footwear impression without being affected by the footwear impressions deposited in the past.
