This Research Note presents a new dataset of party patronage in 22 countries from five regions. The data was collected using the same methodology to compare patterns of patronage within countries, across countries and across world regions that are usually studied separately. The Note addresses three research questions that are at the centre of debates on party patronage, which is understood as the power of political parties to make appointments to the public and semi‐public sector: the scope of patronage, the underlying motivations and the criteria on the basis of which appointees are selected. The exploration of the dataset shows that party patronage is, to a different degree, widespread across all regions. The data further shows differences between policy areas, types of institutions such as government ministries, agencies and state‐owned enterprises, and higher, middle and lower ranks of the bureaucracy. It is demonstrated that the political control of policy making and implementation is the most common motivation for making political appointments. However, in countries with a large scope of patronage, appointments serve the purpose of both political control and rewarding supporters in exchange for votes and services. Finally, the data shows that parties prefer to select appointees who are characterised by political and personal loyalty as well as professional competence.  相似文献

This article investigates the representation of Sun, the most prominent non-white female character on ABC's Lost. Given the importance of Sun's character in terms of visibility for Korean women specifically (and Asian women generally) coupled with the fact that Lost under-represents women in general, her role provides a substantial case-study of gender within the science fiction genre. Through a narrative analysis of the first season, we demonstrate the simultaneously flawed and empowered dimensions of Sun, who challenges some of the stereotypes viewers have come to expect from prime-time drama. Elements of colonialism, interpersonal relationships, and the castaway narrative in Lost are also explored.  相似文献

This article addresses the discrepancy between attempts to establish professional, de‐politicized civil services and the politicization of personnel policy at the central government level of post‐communist countries. It develops the concept of formal political discretion as an analytical tool for the assessment of how and to what extent legislative frameworks governing civil services provide institutional conditions for the de‐politicization of personnel policy. The case of Hungary shows that since the change of regime in 1989/90, four civil service reforms have led to the adoption, implementation and revision of civil service legislation that has gradually reduced the possibilities for government ministers to exercise political discretion over personnel policy. Civil service reforms have also led to the institutionalization of various discretionary instruments which ministers can and have used to politicize civil service affairs. The adoption and implementation of civil service laws therefore does not necessarily lead to the de‐politicization of civil services.  相似文献

Reasons for citizen reporting to the police have not been systematically studied. This paper presents the results of an inquiry into the patterns of reporting noncriminal incidents. These events far outnumber crimes reported to the police in most jurisdictions and present unique opportunities for research. Four reporting patterns are presented and discussed: maintaining social boundaries: relieving unpleasant situations; counter-reporting; and correcting hazardous situations. The consequences of these patterns for policing and criminology are outlined in terms of citizens defining the most probable outcomes of situations.  相似文献

Citizen evaluations of police services in four medium-sized cities are investigated in this article. Socioeconomic characteristics as well as police attitudes and political attitudes were found not to be good predictors of citizen evaluation. Complaint efficacy was found to be the best predictor of citizen satisfaction with police services.  相似文献
