Attempts to integrate the two predominant spatial theories of crime, social disorganization and routine activity theories, may benefit from examining empirical relationships at units of analysis smaller than the relatively large units characteristic of most ecological research (cities, SMSAs, census tracts, multiple city blocks). Small units of analysis, specifically, face blocks (both sides of a city block between two intersections) are analyzed in a study of street robbery within a medium-size southeastern U.S. city. Models of street robbery and street-robbery "potential" suggest a crime diffusion process. Several interaction effects between variables of social disorganization and routine activity theory are found, which may form the basis in future research for successful theoretical integration.  相似文献

Although prior work has substantiated the role of external attributes in juvenile court decision making, no study to date has examined how family situational factors as well as maternal and paternal incarceration affect juvenile court officials' responses to troubled youth. Using quantitative and qualitative juvenile court data from a large urban county in the southwest, this study draws on attribution theory to examine how family structure, perceptions of family dysfunction, and parental incarceration influence out‐of‐home placement decisions. Findings reveal that juvenile court officials' perceptions of good and bad families inform their decision making. This study emphasizes the need to unravel the intricate effects of maternal and paternal incarceration and officials' attributions about families and family structure on juvenile court decision making.  相似文献

By drawing on the work of Jacobs (1961), we hypothesize that public contact among neighborhood residents while engaged in day‐to‐day routines, captured by the aggregate network structure of shared local exposure, is consequential for crime. Neighborhoods in which residents come into contact more extensively in the course of conventional routines will exhibit higher levels of public familiarity, trust, and collective efficacy with implications for the informal social control of crime. We employ the concept of ecological (“eco‐”) networks—networks linking households within neighborhoods through shared activity locations—to formalize the notion of overlapping routines. By using microsimulations of household travel patterns to construct census tract‐level eco‐networks for Columbus, OH, we examine the hypothesis that eco‐network intensity (the probability that households tied through one location in a neighborhood eco‐network will also be tied through another visited location) is negatively associated with tract‐level crime rates (N = 192). Fitted spatial autoregressive models offer evidence that neighborhoods with higher intensity eco‐networks exhibit lower levels of violent and property crime. In contrast, a higher prevalence of nonresident visitors to a given tract is positively associated with property crime. The results of these analyses hold the potential to enrich insight into the ecological processes that shape variation in neighborhood crime.  相似文献

The characteristics of participatory institutions can be articulated in three main dimensions: input, process and output. The common assumption is that a dependency relationship exists, with process serving as a mediator between input and output. This paper puts the model to a rare empirical test drawing on a unique dataset of 70 Spanish advisory councils. Through a combination of exploratory factor and path analyses, we analyse the dimensionality of input, process and output and investigate the direct and indirect impact of inputs on process and outputs. Our analysis provides evidence that input factors have a direct impact on the output factor transparency, but their impact on effects on policy and participant satisfaction is mediated by the process factor deliberation. Further, the capacity of the public administration to steer the advisory council (wardship) mediates negatively the impact of input variables on transparency. The analysis provides a nuanced account of how different input and process design characteristics of participatory institutions have profound direct and indirect effects on their outputs.  相似文献

Today the Canadian federation is facing various challenges. External factors such as globalization, changing markets and the revolution in communications, as well as internal factors such as a growing deficit and debt, provinces wanting more autonomy and uncontrolled government spending are some of the pressures Canada is facing. In 1994 the government launched the most important review of federal policies and programmes since the early 1950s. This article examines how Programme Review, the most important of these activities, is helping to refocus the role of the federal government in a way that would be meaningful to all Canadians. The implementation of the combined results of policy and programme review will involve reductions in government programmes, the development of new delivery agencies, the launching of new partnerships, and the achievement of greater efficiencies. Since devolution in 1998, many aspects of public policy in Great Britain have diverged between England, Scotland and Wales, including how targets and performance assessment are used in the National Health Service and local government. Health inequality is an example where all three countries have recognized a need to act but approaches to performance assessment differ. Based on interviews with senior managers, the complexity of health inequality as an object of local intervention is explored and compared. Despite contrasting approaches to targets, local discourses in all three countries had significant similarities. Health inequality had to compete against a preoccupation with improving access to acute services generally and balancing budgets over the short term. There was a bias in the interventions described towards targeting health behaviours, but with limited use of evidence about efficacy, and indications that measuring progress with reducing health inequalities was starting to lead to an emphasis on ‘quick wins' from pharmacological interventions.  相似文献

In this article, we employ transaction cost economics and the contingency stream of organization theory to answer two related questions. First, when contracting for complex services, do governments design contracts for flexibility? Second, is the contingency perspective relevant to understanding contract design? Examining 130 professional service contracts awarded by state government agencies in the USA, we find that task complexity and task unpredictability, two dimensions of task uncertainty, increase the probability of flexible governance. This research highlights for managers the important fact that the potential for opportunism and task complexity are different sources of uncertainty that pose different challenges and call for different governance solutions. The study enriches our understanding of transaction costs by probing the conditions under which task uncertainty matters most (and least), and further shows the utility of integrating transaction cost economics with contingency theory to better understand contract governance.  相似文献

What happens to the proposals generated by participatory processes? One of the key aspects of participatory processes that has been the subject of rare systematic analysis and comparison is the fate of their outputs: their policy proposals. Which specific factors explain whether these proposals are accepted, rejected or transformed by public authorities? In this article contextual and proposal‐related factors are identified that are likely to affect the prospect of proposals being implemented. The explanatory power of these factors are tested through multilevel analysis on a diverse set of 571 policy proposals. The findings offer evidence that both contextual and proposal‐related variables are important. The design of participatory processes affects the degree of implementation, with participatory budgeting and higher quality processes being particularly effective. Most significant for explaining outcomes are proposal‐level, economic and political factors: a proposal's cost, the extent to which it challenges existing policy and the degree of support it has within the municipality all strongly affect the chance of implementation.  相似文献
