大学校长领导力体系构建的探索性分析

领导力是一种能力或者能力体系.大学校长领导力是校长在促进大学发展过程中,所必须具备的能力集合,这种能力集合就是大学校长领导力体系.在对广东省17所本科院校和安徽省随机挑选的本科院校进行问卷调查的基础上,运用探索性因素分析方法对我国当代大学校长领导力体系进行了研究.结果表明,大学校长领导力体系是由前瞻力、执行力、培育力和开发力等四个维度组成,并且通过内容和结构效度的主成份分析,得出各个维度的结构.最终建构出大学校长领导力的能力体系.     

英国刑事法律援助质量控制体系及启示

英国几百年刑事法律援助的传统和巨额的政府财政支持,培育了很多先进的法律援助质量控制理念和方法,值得我们在刑事法律援助工作中加以学习和借鉴。本文认为,确立刑事及死刑辩护法律援助的优先地位,提高刑事法律援助律师办案的意愿和积极性,保证刑事及死刑辩护法律援助律师胜任办案的必要能力,建立刑事法律援助早期介入机制,细化工作程序和完善质量保证措施,建立系统化的质量保证体系,将刑事辩护法律援助办案费用支出纳入财政预算,等等,都是建立中国刑事法律援助质量控制体系需要参考借鉴的重要方面。

个别教育是我国监狱教育改造罪犯的重要手段之一，被视为中国监狱教育改造罪犯工作的成功经验和优良传统。近年来，个别教育工作却面临着机制僵化、功能弱化，内容空泛化、手段单一化、地位边缘化的趋势。在监狱体制改革全面推进、监狱职能日益纯化、执法质量要求越来越高的大背景下，吸收和借鉴先进的理念和技术，更新观念、拓展内容、完善机制、不断深化个别教育工作是监狱工作实践的迫切需要。     

县域律师事务所发展的几点思考

县域律师事务所是我国律师事务所体系中的最基层，也是数量最多的层面。县域律师事务所受当地经济发展、服务对象、法制环境、人才资源的制约，相比大中城市律师事务所的发展是艰难的。但我国有二千多个县，这些县域内的律师担负着服务十三亿人口中的九亿农民的重任，为全国70％以上的人口提供法律服务，在全国法律服务体系中发挥着举足轻重的作用，其所提供的法律服务与构建和谐社会密切相关，与社会主义新农村建设紧密相连。
