AbstractThis article examines the relationship between neighborhood quality, residential instability, employment access, location affordability, and work outcomes among individuals relocated as part of the Boulevard Homes HOPE VI redevelopment in Charlotte, North Carolina. We found that, contrary to expectations, relocation to private-market units with vouchers, as compared with public housing, did not always result in better neighborhood outcomes. Whereas voucher holders relocated to better quality neighborhoods, relocatees who moved to other public housing lived in neighborhoods with better employment access and lower costs. We also found a positive correlation between locational affordability (housing + transportation costs) and work outcomes. 相似文献

What are the extent to which and the means by which Canada's Aboriginals are involved in consultation and more importantly, partnerships with other political actors to achieve indigenous-based change? This paper examines this question in the larger framework of new public management (NPM) theory. NPM postulates that consultation involving public sector engagement with citizens (community engagement/ participation) will improve the quality of decisions regarding the content and delivery of policies and programs. The degree to which the public is empowered to engage with the public sector can be measured along a public participation spectrum, developed by the International Association for Public Participation (IAP2), which measures varying degrees of public participation resulting in different forms of consultations and/or partnerships (inform, consult, involve, collaborate and empower). This paper will examine the existing literature on public consultation and public participation which will help identify the level of Aboriginal involvement in the policy process. More specifically, this paper will examine the Government of Alberta's 2004 "Grades 10-12 Social Studies Consultation" and the Government of Canada's 2008 "Environment Canada's Aboriginal Consultations on Wastewater", each of which involved government initiatives to carry out consultation with various Aboriginal actors. Ultimately, this paper argues that the different levels of governments in Canada have only employed the first two stages of the public participation spectrum ("inform" and "consult") and therefore, have not empowered First Nations communities to become meaningful partners in the policy-making process and the democratic process at large. 相似文献

This paper seeks to develop a model of firm compliance behavior to environmental laws with specific focus on firms operating
in Vietnam. Using an institutional approach, the paper employs Scott’s (Institutions and organizations, 2nd ed., Sage, Thousand Oaks 2001) “Three pillars of institution” as the generic theoretical framework for the synthesis of literature on compliance across
fields. This study used a questionnaire-based survey to examine the validity of the factors identified in the literature.
The method was face-to-face interviews with the managers of 63 enterprises operating in Vietnam. The hypotheses were tested
using mean importance ratings, t-test of the means, and factor analysis. Almost all the listed factors determining compliance were found to be applicable
to the responding companies. The level of importance placed on different factors were analyzed using Anova test and were found

For autocrats facing elections, officers in the internal security apparatus play a crucial role by engaging in coercion on behalf of the incumbent. Yet reliance on these officers introduces a principal‐agent problem: Officers can shirk from the autocrat's demands. To solve this problem, autocrats strategically post officers to different areas based on an area's importance to the election and the expected loyalty of an individual officer, which is a function of the officer's expected benefits from the president winning reelection. Using a data set of 8,000 local security appointments within Kenya in the 1990s, one of the first of its kind for any autocracy, I find that the president's coethnic officers were sent to, and the opposition's coethnic officers were kept away from, swing areas. This article demonstrates how state institutions from a country's previous authoritarian regime can persist despite the introduction of multi‐party elections and thus prevent full democratization. 相似文献

The current study focused on the childhood to adolescence transition and sought to determine why some children are more compliant than others as well as why children comply more often with some of their parents’ rules than with others. Indices of parents’ agency and children’s agency were tested as predictors of compliance. Parent-based decision-making and parents’ responses to expressed disagreement served as indices of parents’ agency while children’s beliefs regarding the legitimacy of parents’ rules and felt obligation to obey rules served as indices of children’s agency. Parent–child dyads (n = 218; 51 % female, 49 % European American, 47 % African American) were interviewed during the summers following the children’s 5th (M adolescent age = 11.9 years) and 6th grade school years. Children who felt that their parents’ rules were more legitimate were more compliant overall than were children who felt that the rules were less legitimate. Children compiled more with rules governing topics perceived to be legitimately regulated by parents, when parents made more decisions regarding the topic and when parents responded to disagreement by standing strong. Results were generally consistent across parents’ and children’s reports of compliance and across cross-sectional and longitudinal analyses. At the transition from childhood to adolescence, only children’s agency explained why some children are more compliant than others, but parents’ and children’s agency helped to explain why children complied with some rules more than others. 相似文献
