La dignidad del matrimonio en el siglo XXI. Amor como paradigma

The author studies the perception of marriage in the twenty first century, as a fundamental human right, declaring the value and dignity of all human beings, without any discrimination and its self-determination. The author analyzes the legal nature of marriage as an institution and as a contract, addressing an analysis of the reasons and purposes of marriage, and the phenomenon of arranged marriages (matrimonios por complacencia). Thereupon, she studies and reflects on the importance to inform the future spouses that love is the value that sustains the permanence of marriage and the fulfillment of its purposes in the twenty first century.     

Talking Law in Times of Reform: Paradoxes of Legal Entitlement in Cameroon

Based on ethnographic fieldwork carried out between 2003 and 2005, this article examines how legality is constructed in present‐day Adamaoua Province, Cameroon. Focusing on an instance of a process locally referred to as la concertation, I analyze how state officials and cattle traders gather to discuss the practical fate of law. As a heightened moment of suspended enforcement, la concertation is productive for both officials, who work out the limits of their respective spheres of authority and imagine a trade based on business norms and practices that severely limit the scope of regulatory action, and traders, who manage to stave off the increased scrutiny that income tax law presupposes, while asserting their concern for the integrity and consistency of the law.     

Topological Variability of Fingerprint Ridge Density in a Sub‐Saharan Population Sample for Application in Personal Identification

Variability in ridge density in a sub‐Saharan population sample was studied by counting ridges in three fingerprint areas (two distal regions, radial and ulnar, and one proximal region) on the epidermal surface of the distal phalanx. Study material was obtained from the fingerprint impressions of 100 male sub‐Saharan subjects aged between 18‐ and 48‐years old. The results were compared with those obtained from a Spanish population sample. Sub‐Saharan males presented lower ridge density than Spanish males in the distal regions (radial and ulnar) of all fingers, whereas differences in the proximal region were only observed on some fingers. Using the differences observed between these populations, the likelihood ratio for inferring membership of one of the populations from a fingerprint of unknown origin was calculated; therefore, a ridge density of 14 or less for both areas (ulnar and radial), support an origin sub‐Saharan versus Spanish population.     

Evaluation of the efficacy and effectiveness of the Spanish security forces

This work aims to study the efficacy and effectiveness of Spanish police forces concerning major crimes—differentiating those against property, public safety, the person, and sexual liberty and indemnity—in the 2001–2006 period, using Data Envelopment Analysis (DEA). To study their efficacy we will consider both operational efficacy, defined as the ratio between solved crimes and tasks, and goals efficacy, intended to show the effect of operational efficacy on the level of crime in the subsequent year, which is measured by the annual variation in major crimes. The analysis of the effectiveness of Spanish police forces attempts to measure the impact of goals efficacy on how people perceive local security. To determine their effectiveness we will also consider the tourism variation index, population and economic activity and their influence on the variation in the number of crimes. The results show that the average operational effectiveness of police during the period analysed reaches 96%, with optimal behaviour in 19% of the stations analysed. Additionally, our findings show that the average goals effectiveness is 89% and the average effectiveness turns out to be 89%.     

The Reform of the Local Administration in Spain in Terms of Population

Spanish Local Corporations are playing an increasingly important role in the provision of public services without reducing their function of consolidation and structuring of the current sociopolitical system. This reality implies an increase in their need of financial funds without new compensation resources. Also, there is a certain tendency to loose population in many counties along with a greater organic and territorial dispersion that accelerates their financial weakening. This makes necessary to find management alternatives ensuring the appropriate provision of local public services and thus the Local Corporation reform becomes an alternative. In this context, the present paper approaches the analysis and the results based upon a territorial balance criterion on the population and its distribution, aiming ultimately to design an indicator able to measure the need of the Spanish local government structure according to its population and the size of its municipalities. This indicator might measure the regional impact to any variation both in the distribution of its population and in the number of municipalities.     

Characterization of the variant allele 9.2 of Penta D locus

DNA profiles of forensic cases of Córdoba Province, Argentina, typed by PowerPlex 16 kit (Promega), have shown in the Penta D locus few samples with a variant allele migrating as an off ladder between alleles 9 and 10. In order to determine the molecular basis of the new variant allele, three samples were subject to polymerase chain reaction amplification of the Penta D locus by monoplex, and were further purified and sequenced. The sequence analysis revealed that the off ladder allele has ten repeats motifs AAAGA as allele 10, with three nucleotides (TAA) deletion in the 3' flanking region, 128 nucleotides after the last repeat. Therefore, the variant allele could be explained by a deletion of allele 10, and was designated 9.2. Mse I digestion assay allows to corroborate allele 9.2 without sequencing. A population study in Córdoba Province indicates that allele 9.2 of Penta D locus has a frequency of 0.0063.     

The sampling of ignitable liquids on suspects’ hands

In arson cases, the collection and detection of traces of ignitable liquids on a suspect's hands can provide information to a forensic investigation. Police forces currently lack a simple, robust, efficient and reliable solution to perform this type of swabbing.In this article, we describe a study undertaken to develop a procedure for the collection of ignitable liquid residues on the hands of arson suspects. Sixteen different collection supports were considered and their applicability for the collection of gasoline traces present on hands and their subsequent analysis in a laboratory was evaluated. Background contamination, consisting of volatiles emanating from the collection supports, and collection efficiencies of the different sampling materials were assessed by passive headspace extraction with an activated charcoal strip (DFLEX device) followed by gas chromatography–mass spectrometry (GC–MS) analysis. After statistical treatment of the results, non-powdered latex gloves were retained as the most suitable method of sampling.On the basis of the obtained results, a prototype sampling kit was designed and tested. This kit is made of a three compartment multilayer bag enclosed in a sealed metal can and containing three pairs of non-powdered latex gloves: one to be worn by the sampler, one consisting of a blank sample and the last one to be worn by the person suspected to have been in contact with ignitable liquids. The design of the kit was developed to be efficient in preventing external and cross-contaminations.
