When do people report crime to the police? Results from a factorial survey design in the Netherlands, 2010

Objectives  

In this paper we assess to what extent factors of the reporting process affect the willingness to report crime to the police. The focus is on the following factors: (1) duration and flexibility (i.e. possibility to report outside office hours), (2) method of reporting (i.e. phone, Internet or police station), (3) anonymous reporting, and (4) encouragement by police officers.

Zwischen Expansion und Kontraktion

Comparative research in the sociology of education, based on the new institutionalist ?world polity“ approach finds that the expansion of education has universalistic character. Considering these research results, our study compares the expansion of higher education in Eastern and Western Europe in the period between 1950 and 2000. We demonstrate that in the East European countries there was a specific pattern of inclusion, different from the global model. Here, phases of expansion and contraction come one after another. During the period of state socialism, governments tried to subject higher education development to political programs. These programs resulted from different and sometimes even conflicting ideologies and finally led in all socialist countries to a halt of higher education expansion. During the post-socialist transformations, the expansion of higher education in Eastern Europe is approaching that in the Western part of the continent.     

New Approaches to Technology Transfer from Publicly Funded Research

The conventional wisdom is that American universities transfer technologies more rapidly and more effectively than their European counterparts. While this appears to be true, it is important to note that there are substantial cultural, legal, and regulatory differences between the two regions, and even within Europe. We believe that European universities can enhance their effectiveness in technology transfer if this function is given more visibility and prestige, enhanced public support, and formal procedures are implemented to facilitate benchmarking. In this paper, we examine some of the differences in university technology transfer in Europe and the U.S., and discuss these new approaches, which have recently been fully supported by the European Commission.

Abgrenzung von Versuch und Vollendung als bloßes Strafzumessungsproblem

Entgegen der bisherigen Judikatur wird durch einen Mangel an Feststellungen zur Abgrenzung zwischen versuchter und vollendeter Tat nicht der Nichtigkeitsgrund des § 281 Abs 1 Z 10 StPO, sondern jener nach Z 11 zweiter Fall des § 281 Abs 1 StPO hergestellt. Die rechtliche Bedeutung der Abgrenzung zwischen Versuch und Vollendung beschr?nkt sich auf die Frage des Vorliegens des Milderungsgrundes des § 34 Abs 1 Z 13 StGB, womit darauf bezogene Feststellungen Strafzumessungstatsachen betreffen und solcherart dem Regelungsbereich des § 281 Abs 1 Z 11 zweiter Fall StPO zugeh?ren. Der OGH hat im Falle einer Nichtigkeit aus Z 11 die M?glichkeit, nach Aufhebung des Strafausspruchs auch im Tats?chlichen in der Sache selbst zu entscheiden und solcherart eine überflüssige Wiederholung des erstinstanzlichen Verfahrens zu vermeiden.
