Elections and political change in post-war Bosnia and Herzegovina

This article examines attempts to use electoral politics to promote substantive political change in post-war Bosnia and Herzegovina. Since 1990 elections have been a key part of virtually all negotiated agreements to end civil wars. The utility of democracy for building peace is often asserted but rarely backed with long-term commitment and resources on the ground. Bosnia since 1996 is a rare exception. There, international actors sought not only to establish a democratic political system but to use electoral democracy as a tool with which to transform the nature of politics in Bosnia in short order. This article focuses on efforts to shape the development of political parties and the party system, assesses the degree to which it has succeeded and examines the broader implications of Bosnia's experience for other state-building efforts of its kind.     

Corneal‐Smart Phone: A novel method to intelligently estimate postmortem interval

The changes of postmortem corneal opacity are often used to roughly estimate the postmortem interval (PMI) in forensic practice. The difficulty associated with this time estimate is the lack of objective means to rapidly quantify postmortem corneal changes in crime scenes. This study constructed a data analysis model of PMI estimation and implemented an intelligent analysis system for examining the sequential changes of postmortem corneal digital images, named Corneal‐Smart Phone, which can be used to quickly estimate PMI. The smart phone was used in combination with an attachment device that provided a darkroom environment and a steady light source to capture postmortem corneal images. By segmenting the corneal pupil region images, six color features, Red (R), Green (G), Blue (B), Hue (H), Saturation (S), Brightness (V) and four texture features Contrast (CON), Correlation (COR), Angular Second Moment (ASM), and Homogeneity (HOM), were extracted and correlated with PMI model. The results indicated that CON had the highest correlation with PMI (R² = 0.983). No intra/intersubject variation in CON values were observed (p > 0.05). With the increase in ambient temperature or the decrease in humidity, the CON values were increased. PMI prediction error was <3 h within 36 h postmortem and extended to about 6–8 h after 36 h postmortem. The correct classification rate of the blind test samples was 82%. Our study provides a method that combines postmortem corneal image acquisition and digital image analysis to enable users to quickly obtain PMI estimation.     

Public Private Partnership als „Negotiated Order“ —

Der Beitrag versteht Public Private Partnership (PPP) als negotiated order — als Produkt kontextgebundener Aushandlungsprozesse zwischen Akteuren der öffentlichen und privaten Welt. Am Beispiel der vorvertraglichen Phase von drei Entwicklungspartnerschaften der Deutschen Gesellschaft für Technische Zusammenarbeit (GTZ) werden auf Grundlage der Negotiated-Order-Theorie drei zentrale Thesen herausgestellt: PPP-Aushandlungsprozesse sind durch informelle Vorverständigungen gekennzeichnet, in denen Legitimationsanforderungen beider Welten frühzeitig auf spezifische Handlungskontexte abgestimmt werden. Diese Vorleistung wird von ?bridging agents“ erbracht, die als Vertreter öffentlicher und privater Organisationen und einer gemeinsamen Fachwelt Handlungskontexte interpretieren und damit Verhandlungsspielräume schaffen ?to get things done“ aber auch beschränken. Sie orientieren sich dabei an kontextbezogenen Praktiken der Zusammenarbeit, die den Charakter — die negotiated order — einer jeden PPP prägen. Bewähren sich diese Praktiken im Rahmen einer PPP, so gehen diese in die Vorstellungswelt der Akteure im Alltag über und geben eine Vorlage für zukünftige (PPP-)Kooperationen.
